This meeting is held by teleconference pursuant to California Government Code Section 54953 and the Twenty-Fourth Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency.
During the Coronavirus Disease (COVID-19) emergency, the Visual Arts Committee’s regular meeting room, War Memorial Veterans Building, Suite 125, is closed. Meetings of the Arts Commission will convene remotely.

Written Comment:
The public is encouraged to submit comments by emailing to tara.peterson@sfgov.org. This email address will be monitored until Wednesday, February 16, 2022, at 12 p.m. All comments received by the deadline will be read aloud by Arts Commission staff up to the three minutes maximum allotted to each commenter. In the subject line of your email, indicate the meeting date and item number. If you do not specify an agenda item number, your emailed public comment will be read under general public comment. Note: if your public comment statement is read aloud by Arts Commission staff during an agenda item, this will count as your one opportunity for public comment on that specific item. You will not be able to raise your hand to make additional public comment on the same item if your statement has already been read aloud.
Oral Comment:
Public comment in regard to specific agenda items will be taken before or during consideration of the item. Each speaker may speak for up to three minutes per agenda item, unless the Chair has announced a different length of time at the beginning of the meeting. Speakers may not transfer their time to another person. Any person speaking during a public comment period may supply a written summary of their comments to be included in the minutes if it is 150 words or less. Staff will ask for real-time public comment before reading emailed comments to ensure all members of the public have an opportunity to comment in real time.

- Motion to authorize the Director of Cultural Affairs to increase the contract with artist Hiroshi Sugimoto (DBA Door Four LLC) from $1,750,000 to $1,787,500 (an increase of $37,500) for the design, fabrication, transportation and consultation during installation of an artwork for the Yerba Buena Island Hilltop Park, as recommended by the Treasure Island Art Steering Committee.
- Motion to approve Crossroads of Flight, a mural design by artist Cece Carpio, Miguel Perez, and Josue Rojas. The mural will be installed on 681 Florida St. between 18th and 19th St. in District 9. The mural is a triptych, measuring: 75 ft. 4 ½ in, by 11 ft. 1/2 in.; 81 ft. 10 ½ in by 11 ft. 1/2 in.; 58 ft. 5 in. by 44 ft. 11 in. The project is funded by the Mission Economic Development Agency and the Tenderloin Neighborhood Development Corporation. The artwork will not become part of the Civic Art Collection.

7. Southeast Treatment Plant Construction Fence

Discussion and Possible Action: to authorize the Director of Cultural Affairs to enter into a contract with the selected artists Nancy Cato and Ata'ataoletaeao McNealy (Fatasilima) for an amount not to exceed $22,000 each for the Southeast Treatment Plant Construction Fence temporary art program.

Meeting Procedures
1. Agenda items will normally be heard in order. Please note, that on occasion a special circumstance may necessitate that an agenda item be taken out of order. To ensure that an agenda item is not missed, it is advised to arrive at the beginning of the meeting. All agenda changes will be announced by the Chair at the top of the meeting.
2. Public comment will be taken before or during the Committee’s consideration of each agenda item. Each speaker will be allowed to speak for the time allotted by the Chair at the top of the meeting or up to 3 minutes.
3. During General Public Comment, members of the public may address the Commissioners on matters that are within the Arts Commission’s jurisdiction and are not on the agenda.
4. Any person speaking during a public comment period may supply a brief written summary of their comments, which shall, if no more than 150 words, be included in the official file. Written comments pertaining to this meeting should be submitted to Tara Peterson on at tara.peterson@sfgov.org.
Electronic Devices Prohibited
