1. Call to Order, Roll Call, and Agenda Changes

Commissioner Ferras called the meeting to order at 3:03pm.


2. General Public Comment

Public Comment:
Richard Rothman stated that he listened to and enjoyed the Annual Convening but was remiss that there was no mention of the Civic Art Collection. He requested an update of Coit Tower and the Mother’s Building. Mr. Rothman stated that there is a community plan for the Mother’s Building and offered to present it to the Arts Commission.

3. Consent Calendar

  1. Motion to authorize the Director of Cultural Affairs to increase the contract with artist Hiroshi Sugimoto (DBA Door Four LLC) from $1,750,000 to $1,787,500 (an increase of $37,500) for the design, fabrication, transportation and consultation during installation of an artwork for the Yerba Buena Island Hilltop Park, as recommended by the Treasure Island Art Steering Committee.
     
  2. Motion to approve Crossroads of Flight, a mural design by artist Cece Carpio, Miguel Perez, and Josue Rojas. The mural will be installed on 681 Florida St. between 18th and 19th St. in District 9. The mural is a triptych, measuring: 75 ft. 4 ½ in, by 11 ft. 1/2 in.; 81 ft. 10 ½ in by 11 ft. 1/2 in.; 58 ft. 5 in. by 44 ft. 11 in. The project is funded by the Mission Economic Development Agency and the Tenderloin Neighborhood Development Corporation. The artwork will not become part of the Civic Art Collection.

4Portsmouth Square Improvement Project

Project Manager Aleta Lee presented the project plan for the Portsmouth Square Improvement project. Ms. Lee stated that the $104,000 Art Enrichment (AE) fund generated by this renovation has been set aside for the conservation of the existing artwork in the Civic Art Collection at the site under Resolution 1102-20-189. There was a strong desire by Arts Commissioners and community stakeholders to both preserve the existing art on site and for the creation of new art on site. The Arts Commission identified an additional $104,000, with approval by the City Administrator’s Office, from AE funds from the 49 South Van Ness project, for the commission of a new artwork at Portsmouth Square. The new art opportunity is for an artwork design to be incorporated into the glass façade panels around the North and/or South entrance of the new community clubhouse building. The RFQ will be issued in July to allow some time for the possible procurement of more funds to help with community outreach of the project.

Commissioner Schnair expressed concern that the artwork design would need to be well integrated with the architecture of the building and of the entire square as it is very distinct. Commissioner Ferras recommended that the architect serve in an advisory role on the review panel for the project.

5Dr. Maya Angelou Sculpture Project

Ms. Lee gave a short background on the Dr. Maya Angelou Sculpture Project and introduced artist Lava Thomas. Ms. Thomas presented the Final Design Development Phase deliverables for the Dr. Maya Angelou Sculpture Project. Ms. Thomas described the changes from her original design including updating the base material from concrete to basalt, removing the text at the base, and altering the bronzing production to being fabricated from a 3-D model of the book. The sculpture will be placed at an angle to the library entrance and be viewable from all sides.

Commissioner Shiota asked about sealants/protective coatings for the sculpture to protect it from environmental and animal factors. Ms. Thomas stated she is also concerned about this and is in discussions with the foundry and other specialists to explore options.

6. Fire Station #35

Project Manager Marcus Davies presented the completed artwork, Bow, by Walter Hood and Hood Design Studio, located next to both the historic and newly constructed floating fire boat stations at Pier 22-1/2 on the Embarcadero at Harrison Street, Fire Station #35.

The sculpture forms an observation platform and gathering place which cantilevers over the water. The sculpture is partially enclosed in glass panels that depict the history of the fireboats and their response to historic events along the City’s waterfront, including the fires ignited during the Loma Prieta Earthquake that threatened the Marina District and the 2020 pier fire at Fisherman’s Warf.

The artwork measures approximately 12ft. wide by 25ft. long by 18ft. tall and is constructed of
wood, aluminum, glass, and painted steel.

Amended Motion: to approve as installed the completed artwork Bow, 2022, by Walter Hood, wood, aluminum, glass, painted steel, located at the Embarcadero and Harrison Street for the Fire Station #35 Project.

7. Southeast Treatment Plant Construction Fence

Project manager Jackie von Treskow presented the recommended artists for the Southeast Treatment Plant Construction Fence temporary art program. Each installation will be on view for approximately one year on the construction safety fence at the SEP Headworks Facility, the available artwork area is approximately 2,400 square feet or 400ft. by 6 ft. Artists will be responsible for the artwork design only, which will be translated into mesh vinyl banners and installed under a separate contract with a sign company. Artist Nancy Cato was selected for the 2022-2023 year and artist Ata'ataoletaeao McNealy (Fatasilima) for the 2023-2024 year.

Motion: to approve the selected artists Nancy Cato and Ata'ataoletaeao McNealy (Fatasilima) for the Southeast Treatment Plant Construction Fence temporary art program, as recommended by the artist review panel.

Motion: to authorize the Director of Cultural Affairs to enter into a contract with the selected artists Nancy Cato and Ata'ataoletaeao McNealy (Fatasilima) for an amount not to exceed $22,000 each for the Southeast Treatment Plant Construction Fence temporary art program.

8. Staff Report

Director of Public Art Mary Chou announced the next Monuments and Memorial Advisory Committee meeting would be February 17, 2022. Ms. Chou shared that the Woody de Othello sculptures at SFO had recently been conserved and that Mr. de Othello had been selected for the 2022 Whitney Museum Biennale. Ms. Chou concluded the report by giving a brief description of the four open RFQ’s on the website and asked the Commissioners to share them with their communities.
