This meeting is being held by teleconference pursuant to the Governor’s Executive Order N-29-20 and the Fifth Supplement to the Mayoral Proclamation Declaring the Existence of a
Local Emergency. During the Coronavirus Disease (COVID-19) emergency, the Visual Arts Committee’s regular meeting room, War Memorial Veterans Building, Suite 125, is closed. Meetings of the Arts Commission will convene remotely.

The public is encouraged to submit comments by emailing to craig.corpora@sfgov.org. This email address will be monitored until Wednesday, February 17, 2021 at 12 p.m. All comments received by the deadline will be read aloud by Arts Commission staff up to the three minutes maximum allotted to each commenter. In the subject line of your email, indicate the meeting date and item number. If you do not specify an agenda item number, your emailed public comment will be read under general public comment. Note: if your public comment statement is read aloud by Arts Commission staff during an agenda item, this will count as your one opportunity for public comment on that specific item. You will not be able to raise your hand to make additional public comment on the same item if your statement has already been read aloud.
 
Oral Comment: 
Public comment in regard to specific agenda items will be taken before or during consideration of the item. During General Public Comment, members of the public may address the Commission on matters within the Commission’s jurisdiction and not otherwise on this agenda. Each speaker may speak for up to three minutes per agenda item, unless the Chair has announced a different length of time at the beginning of the meeting. 1. Motion to approve The Black Panther, a mural design by artist Illuminaries Group (Tim Hon). The mural will be installed on the building at 4346 Third St. The painted mural will measure approximately 40 ft. by 12 ft. The project is funded by the Mayor’s Office of Housing and Community Development. The painted mural will not become part of the Civic Art Collection.  
 
2. Motion to approve the mural designs by Vanessa Lim, Seibot, Crystal Vielula, and Elizabeth McConaughy-Oliver. These murals will be temporarily installed on K-Rails located on multiple blocks in the Tenderloin. The project is partially funded by the Joint Information Center at San Francisco's COVID Command Center and produced by the Tenderloin Community Benefit District.
 
3. Motion to authorize the Director of Cultural Affairs to increase Carlson Arts LLC’s contract from $499,342.43 to an amount not to exceed $504,517.43 (an increase of $5,175.00) for the Central Subway Yerba Buena Moscone Station Public Art Project. The increase will cover fabrication of a metal strip that will protect the exposed glass edge from potential damage.
 
4. Motion to approve the temporary installation proposals by Mabel Jimenez and Paola De La sponsored by Calle 24, a community benefit organization. The artworks will be installed in the Mission District within the Latino Cultural Corridor for a duration of approximately two months commencing March 1, 2021 through May 2021. The exhibition may be extended at the discretion of the project sponsor and private property owner.
 
5. Motion to authorize the Director of Cultural Affairs to increase the contract with artist Michael Bartalos, for design, fabrication, and consultation during installation of an artist designed fence and gate panels for the Ambulance Deployment Facility from $327,500 to an amount not to exceed $368,009 (an increase of $40,509) for additional artwork engineering, design and increased costs of steel. Contract originally authorized under Resolution No. 0806-18-253 and modified under Resolution No. 0706-20-083.
 
6. Motion to approve as installed and accept into the Civic art Collection the sculpture La Rose des Vents, 2015, by Jean-Michel Othoniel. The sculpture is formed of two parts, a quatrefoil shaped base of painted steel, and a wind activated kinetic structure on the top formed of 24-karat gold gilded aluminum beads and plates with a steel armature. The work is supported with a painted steel footing and the complete artwork measures 131-7/8 by 96-1/2 by 78-3/4 inches and weighs 1323lbs. The artwork is a gift to the City form Julie Lepinard and JSLH Foundation; located in front lawn of the Conservatory at Golden Gate Park.
 
7. Motion to approve Earl Gage, Jr., a mural design by artist Rigel “CRAYONE” Juratovac. The mural will be installed on the building on the corner of 1233 Laguna St. and Earl Gage Jr. St. The painted mural will measure approximately 37 ft. by 15 ft. The project is funded by a special grant from District 5. The painted mural will not become part of the Civic Art Collection.
