1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:01pm.
 
2. General Public Comment

Public Comment: 
Richard Rothman noted that March is Women’s History Month and a good way to celebrate would be to honor the Mother’s Building at the San Francisco Zoo. He stated that sisters Margaret, Helen, and Esther Bruton were pioneering artists in the Bay Area who created a mosaic of Saint Francis of Assisi at the historic site and that the City can honor women and women artists by getting the Mother’s Building open to the public. The San Francisco Recreation and Parks Department is currently working on a plan on how to use the building. Mr. Rothman hopes that the Arts Commission can take a more active role in reopening the Mother’s building. 

Commissioner Walker entered the meeting at 3:09pm. 
 
3. Consent Calendar
 
1. Motion to approve The Black Panther, a mural design by artist Illuminaries Group (Tim Hon). The mural will be installed on the building at 4346 Third St. The painted mural will measure approximately 40 ft. by 12 ft. The project is funded by the Mayor’s Office of Housing and Community Development. The painted mural will not become part of the Civic Art Collection. 
 
2. Motion to approve the mural designs by Vanessa Lim, Seibot, Crystal Vielula, and Elizabeth McConaughy-Oliver. These murals will be temporarily installed on K-Rails located on multiple blocks in the Tenderloin. The project is partially funded by the Joint Information Center at San Francisco's COVID Command Center and produced by the Tenderloin Community Benefit District.
 
3. Motion to authorize the Director of Cultural Affairs to increase Carlson Arts LLC’s contract from $499,342.43 to an amount not to exceed $504,517.43 (an increase of $5,175.00) for the Central Subway Yerba Buena Moscone Station Public Art Project. The increase will cover fabrication of a metal strip that will protect the exposed glass edge from potential damage.
 
4. Motion to approve the temporary installation proposals by Mabel Jimenez and Paola De La sponsored by Calle 24, a community benefit organization. The artworks will be installed in the Mission District within the Latino Cultural Corridor for a duration of approximately two months commencing March 1, 2021 through May 2021. The exhibition may be extended at the discretion of the project sponsor and private property owner.
 
5. Motion to authorize the Director of Cultural Affairs to increase the contract with artist Michael Bartalos, for design, fabrication, and consultation during installation of an artist designed fence and gate panels for the Ambulance Deployment Facility from $327,500 to an amount not to exceed $368,009 (an increase of $40,509) for additional artwork engineering, design and increased costs of steel. Contract originally authorized under Resolution No. 0806-18-253 and modified under Resolution No. 0706-20-083.
 
6. Motion to approve as installed and accept into the Civic art Collection the sculpture La Rose des Vents, 2015, by Jean-Michel Othoniel. The sculpture is formed of two parts, a quatrefoil shaped base of painted steel, and a wind activated kinetic structure on the top formed of 24-karat gold gilded aluminum beads and plates with a steel armature. The work is supported with a painted steel footing and the complete artwork measures 131-7/8 by 96-1/2 by 78-3/4 inches and weighs 1323lbs. The artwork is a gift to the City form Julie Lepinard and JSLH Foundation; located in front lawn of the Conservatory at Golden Gate Park.
 
7. Motion to approve Earl Gage, Jr., a mural design by artist Rigel “CRAYONE” Juratovac. The mural will be installed on the building on the corner of 1233 Laguna St. and Earl Gage Jr. St. The painted mural will measure approximately 37 ft. by 15 ft. The project is funded by a special grant from District 5. The painted mural will not become part of the Civic Art Collection.

4. Rossi Pool
 
Program Associate Craig Corpora presented the Design Development Phase deliverable (final design) by Owen Smith for the Rossi Pool public art project.  Rossi Recreation Center is a renovation of an existing building located at 600 Arguello and Anza. Owen Smith’s conceptual design was approved during the February 19th, 2020 VAC meeting. Since then, Smith created a painting of the design. He added color and texture ,with evidence of the artist’s hand in the brushstrokes, and some playful elements like an octopus and schools of fish. The painting will be scanned and the image will be printed on 4 ft. by 8 ft. dye-sublimated aluminum panels to create the mural with overall dimension of approximately 8 ft. high by 63 ft. wide. The top edge of the mural will be CNC cut to follow the contours of the waves.

5. 2021 Art on Market Street Kiosk Poster Series 
 
Mr. Corpora presented the six final design by Katie Dorame for the 2021 Art on Market Street Kiosk Poster Series. Dorame’s series is the first for 2021’s theme: Imaginary Monuments for the Future, where artists responded to, reconsidered, and reimagined the idea of a public monument. 
 
For We are, We Were, & Will Be, Dorame’s intent is to increase visibility of Native California and create a memorable visual experience for all viewers. For this she imagines a series of weightless monuments, floating over San Francisco. The design of each poster consists of three layers: The top layer is the hovering monument, featuring collaged images of Native Californian iconography, Indigenous people and artifacts, intertwined with other forms and bright colors. The middle layer is a cropped, obscured, halftone version of Eadweard Muybridge’s photographic panorama of San Francisco (1877). Dorame chose this image because it is such an iconic image of the City. The third layer is a watercolor painting that acts as a frame. Using bright colorful washes with semi-traditional mark making, the artist will finish each piece with autographic lines and brushstrokes. The text at the bottom of each posters reads, “You’re currently sitting, standing, or walking on Ohlone land.”

6. 2022 Art on Market Street Poster Series
 
Mr. Corpora presented the project outline for the 2022 Art on Market Street Kiosk Poster Series. For the first time in the program’s history, the 2022 will be devoted exclusively to the comics medium. Artists will have the opportunity to create graphic narratives centered around San Francisco. The content can be historical, personal, fantastical, fiction or non-fiction, but they should engage with and be inspired by the city of San Francisco. The request for qualifications will be issues on March 2, 2021 and close April 17, 2021.

7. Southeast Health Center Expansion Project—Community History Wall  
 
Project Manager Jackie von Treskow presented the selected artist for the Southeast Health Center Expansion Project—Community History Wall. On Thursday, February 11th, the Artist Review Panel convened to review the qualifications of 13 artists, who were shortlisted by SFAC staff from the Bayview Artist Registry. Artist William Rhodes received the highest score, receiving 86 out of a total of 90 points. Rhodes is a mixed-media sculptural artist whose practice engages the public, both as viewer and participant. He is one of the founders of the 3.9 Art Collective, whose mission is to shed light on the declining African American population in San Francisco and address issues of diversity in the City. Rhodes’s work explores themes of hidden knowledge, iconographic imagery and form, and variation in meaning depending on the cultural context. His work as both an instructor and Intergenerational Community Arts Program Director at Bayview Senior Services has fueled his interactions and research into the history and stories of the people of Bayview-Hunters Point. William Rhodes art practice and work within the community make him an exceptional fit for this community-driven project.

8. San Francisco International Airport: Kadish Gallery 
 
Project Manager Zoë Taleporos presented the list of artworks for purchase and display at San Francisco International Airport’s Kadish Gallery.  The Review panel met on Friday, February 12th, and reviewed photographs that were sourced through recommendations from SFO, SFAC staff, and outside arts professionals. Panelists were asked to select their top ten images, in three categories: The Natural Landscape, The Human Subject, and The Built Environment.

9. Potrero Gateway Park 
 
Ms. Taleporos presented the selected finalists for the Potrero Gateway Park Public Art Project. On Tuesday, February 16th, the Artist Review Panel met and reviewed the portfolios of 13 artists selected from Qualification Panel, which met on Monday, February 8th. The panel selected Miguel Arzabe, Aileen Barr and Colette Crutcher, Futureforms, and Gordon Huether as finalist for the project, who will develop site-specific conceptual proposals for the project.

10. New Business and Announcements
 
Commissioner Keehn thanked staff for tracking Commissioners participation on artist review panels. She also announced that Jock McDonald’s projection project on City Hall, titled We the People, will be presented the week of March 1st, beginning at 7:00pm until 11:00pm every night. 
 
Commissioner Beltran stated that she wrote an article on the alternative visual art strategies that various fields of art have utilized to survive during the pandemic. The article will be published in the next week or two.
