2. General Public Comment
Discussion

Commissioner Keehn announced that Agenda item #11 was tabled.
Commissioner Silverman recused herself from voting on Item #8C due to a possible conflict of interest in that Woody De Othello is an artist represented by her gallery.
Item #8C was moved to the beginning due to quorum considerations as Commissioner Musleh needed to leave early and Commissioner Shiota had yet to arrive.

8C.   International Terminal, Boarding Area G Terrace

Action

Project Manager Marcus Davies presented the artworks Time, Turn, and Light by Woody De Othello. The sculptures are installed on the new outdoor terrace of the San Francisco Airport’s International Terminal, Boarding Area G, which is currently open to ticketed passengers. Time, Turn, and Light is Mr. De Othello’s first large-scale public art commission.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve Time, Turn, and Light, 2019, three bronze sculptures by Woody De Othello, as installed on the new outdoor terrace of the San Francisco International Airport’s International Terminal, Boarding Area G.

3. Artist Honoraria for SFAC Main Gallery Exhibition

Action

SFAC Galleries Associate Curator Jackie Im presented an overview of the biographies and past works of artists in SFAC Main Gallery Exhibition With(out) With(in) the very moment, an exhibition guest curated by Margaret Tedesco. The exhibition brings together a group of artists from the Gay Liberation Movement through HIV/AIDS activism. All of the artists exhibited have passed or are currently living with HIV or AIDS. The exhibition will feature works by Ed Aulerich-Sugai, Elliot Anderson, Adam Ansell, Mark Garrett, Cliff Hengst, Nancer Lemoins, and Mark Paron. Additionally, there will be a limited edition with a text written by Anton Steubner.

The show will also screen a video series, on loan from Visual AIDS. The series, called ALTERNATE ENDINGS, featured work by My Barbarian, Lyle Ashton Harris, Kia Labeja, Brontez Purnell, and ACT UP, among others. With(out) With(in) the very moment will be on view April 18—June 30, 2019.

Motion: Motion for the Director of Cultural Affairs to approve artists’ honoraria for the following individuals participating in the SFAC Main Gallery exhibition With(out) With(in) the very moment opening April 18, 2019: $3000 to Daniel Ostrow (on behalf of the Ed Aulerich-Sugai estate); $1500 to Cliff Hengst; $900 to Mark Paron; $800 each to Elliott Anderson, Adam Ansell, Nancer Lemoins and Anton Steubner; and $700 to Mark Garrett.

4. Civic Art Collection

A. Annual Collections Report

Staff Report

Senior Registrar Allison Cummings presented the conservation project summaries from FY17 – FY18, and conservation project projections for FY19 – FY20. Ms. Cummings began her presentation with a graph that demonstrated the increase in the capital budget allocations for the program over the last few years. The increase in resources has allowed the program to complete more maintenance and conservation projects. Ms. Cummings stated this past two fiscal years, a majority (nearly 75%) of the money was spent on conservation, maintenance, and vandalism abatement.

She also stated that 95 individual artworks were accessioned into the Civic Art Collection, increasing the size of the collection by 3%. 1090 archive records have been created in EmbARK for these works and ephemera, including the Market Street Poster Archive. Staff administered multiple loan and relocation projects, documenting and relocating 213 artworks from the portable and “sited” collection. Project highlights for FY17 and FY18 include seismic stabilization of the McKinley monument in the Panhandle, Golden Gate Parks Public Artworks survey, and the T-Line Artworks survey. The Collections Department also launched Embark Kiosk allowing the Civic Art Collection to be accessible online via the San Francisco Arts Commission website.

Ms. Cummings explained the cost projection tool, also completed in FY18, which is used to help prioritize conservation projects. Public Art Program Director Susan Pontious stated that the San Francisco Arts Commission Public Art Program is the first program in the country to complete such a sophisticated analysis of conservation projects. Director of Cultural Affairs Tom DeCaigny commended the Collections Team, Deputy Director of Cultural Affairs and CFO Rebekah Krell, and Capital Analyst Kate Faust for producing a national model that is the envy of our peers. Mr. DeCaigny also thanked Art Care for their support of the restoration of the Beach Chalet Murals and the upcoming George Segal Holocaust Memorial restoration.

Current conservation projects work include: Robert Burns, 1906 by M. Earl Cummings, artworks in multiple stations along the T-Line, Fisherman’s Wharf panel of the Beach Chalet mural and Sea Creature Staircase.

B. Conservation Treatments

Staff Report

Project Manager Jenn Doyle Crane presented a selection of conservation projects and vandalism abatement projects completed in the fall of 2018 for artworks of the Civic Art Collection.

Conservation treatments were performed on: Peace, 1939 by Beniamino Bufano (Accession ID: 1956.3); Ship Shape Shifting Time, 2012 by Nobuho Nagasawa (Accession ID: 2017.7); Standing Figure – Knife Edge, 1962 by Henry Moore (Accession ID: 1966.21); Mohandas K. Gandhi, 1988 by Zlatko Paunov and Steven Lowe (Accession ID: 1988.44); Frank Marini (1862-1952), 1949 by Gladys Nevada Quilici (Accession ID: 1954.17); Volunteer Fireman Memorial, 1932 by Haig Patigian (Accession ID: 1933.41); and, Untitled, 2004-2006 by Irene Pijoan (Accession ID: 2007.1).

Examples of vandalism and the type of abatements performed included: Christopher Columbus, 1957 by Vittorio Di Colbertaldo (Accession ID: 1957.27); William McKinley, 1904 by Robert Ingersoll Aitken (Accession ID: 1904.2); Domestic Seating, 2012 by Primitivo Suárez-Wolfe (Accession ID: 2013.5); and, Movement: and, The First 100 Years, ca. 1982 by Man Lin Choi (Accession ID: 1982.3).

Annual conservation maintenance was performed on: Fountain of the Tortoises, 1900 by the School of Taddeo Landini (Accession ID: 1954.18); Dancing Sprites, 1942 by Henri Leon Greber (Accession ID: 1942.1); Philosopher’s Way, 2012 by Peter Richards and Susan Schwartzenberg (Accession ID: 2014.7); Mother with Children with Hearts, 2015 by Tom Otterness (Accession ID: 2016.12); Archipelago, 2015 by Anna Valentina Murch (Accession ID: 2017.8); and, Breath Between Sky and Ocean, 2015 Masayuki Nagase (Accession ID 2016.11).

Also, included in the report were artworks that were re-sited as part of large-scale Art Enrichment projects. The Moscone Expansion Project included the removal, conservation and re-installation of the following artworks at Moscone South: George Moscone, 1994 by Spero Anargyros (Accession ID: T2015.460); Untitled, 1981 by Gustavo Rivera (Accession ID: 1981.23); Souvenir of San Francisco, 1981 by Paul Wonner (Accession ID: 1981.19); Exterior/Interior (Studio View), 1987 by Viola Frey (Accession ID: 1981.26); Morengo, 1981 by Tom Holland; Tholos Across, 1981 by Sam Gilliam (Accession ID: 1981.26); and Untitled Three Dancing Figures, 2001 (Fabricated in 1989) by Keith Haring (Accession ID: 2001.1).  At San Francisco International Airport’s International Terminal, Namoo House, 2008 by Joyce Hsu (Accession ID: 2008.4) was removed from Gate A3 and re-sited at Gate A6 as part of the ITB-Phase 1 Project.

5. Balboa Pool Improvement Project

Ms. Crane presented the installed and completed artwork titled All My Friends at Once, 2018, by Jason Jägel at Balboa Pool. The painted mural pays tribute to the facility and surrounding neighborhoods the Balboa Pool has served. There will be an official opening on Saturday, February 23, 2019 at 12:30pm. Mr. DeCaigny and the artist will be speaking at the event.

6. Van Ness BRT – Jorge Pardo

Action

Project Manager Jackie von Treskow presented Jorge Pardo’s Design Development Phase deliverables for the north and southbound Geary Street boarding platforms of the Van Ness Bus Rapid Transit system. Last year a number of delays were encountered subsequent to going into contract, including modifying the sculpture footing design to accommodate PUC requirements for accessing subsurface pipes, and modifying our artist contract to address the Caltrans Copyright Waiver. The drawings were reviewed and approved by MTA engineers for bus lane and overhead wire clearance and ADA coordinators from both the MTA and DPW for accessibility and safety compliance. Small hemispheres at surface grade were added for cane detectability. Additionally, the color palette has been adjusted and refined to meet Caltrans guidelines, and has been approved by their Transportation Art Coordinator.

7. Geneva Car Barn and Powerhouse Project

Project Manager Trisha Lagaso Goldberg stated that the artwork opportunities in the original project outline for the Geneva Car Barn and Powerhouse Project were determined as unviable after extensive discussion with the client agency, Recreation and Park, and the future tenant, Performing Art Workshop. The Commission’s recommendation is to put any efforts to develop a public art project for the Geneva Car Barn on hold until Phase II of the renovation, when there will be a better understanding of the best artwork opportunities for the site. Mr. DeCaigny stated that Phase II would present more visible, public art opportunities for a neighbor with very little public art. Recreation and Park supports this recommendation.

Motion: Motion to rescind RESOLUTION NO. 1106-17-347 to approve the public art project outline for Geneva Powerhouse and RESOLUTION NO. 0806-18-247 approving the selected artist, Alison Pebworth, and conceptual proposal for an artwork for the Geneva Powerhouse public art project as recommended by the artist selection panel. The art enrichment project funding will be deferred until Phase II of the Geneva Powerhouse project.

8. San Francisco International Airport

A. Terminal 1, Boarding Area B, Holdroom 14 Project – Robert Minervini

Action

Ms. Lagaso Goldberg presented material samples produced by Franz Mayer as part of the Design Development Phase deliverables for an artwork by Robert Minervini at the San Francisco International Airport: Terminal 1, Boarding Area B, Holdroom 14 Project. The completed mosaic mural will be approximately 8’ 11” high by 31’ wide. Mr. Minervini stated that he has worked closely with Franz Mayer to develop a variety of approaches and techniques to represent his original image.

B. Terminal 1 Center, AC-06 Project – Emily Fromm

Action

Project Manager Rebecca Camacho presented the updated final design development documents and associated fabrication budget for Emily Fromm's artwork for the San Francisco International Airport: Terminal 1 Center, AC-06 Project. Previously, there was a request from the Commissioners to revisit the central figure in the Mission Street panel, which the artist has since revised. The original fabrication budget was based on an earlier design of 4 panels at 7’ by 7’ each. The panels will now be 8’ by 8’ feet each, adding an increase of $28,534 to the fabrication budget.

Motion: Motion to approve the updated final design development documents reflecting a revised rendering of the Mission neighborhood mosaic panel.

Motion: Motion to authorize the Director of Cultural Affairs to increase the Agreement for Services Between Mosaika and Emily Fromm from $230,000 to an amount not to exceed $258,534 (an increase of $28,534) for the San Francisco International Airport: Terminal 1 Center AC-06 Public Art Project.

9. Fire Station 35

Action

Mr. Davies presented the selected artist and artwork proposal by Hood Design Studio, Inc for Fire Station 35 Project at Pier 22 1/2. The recommendation comes with a few caveats from the client agency and the design team. They request that Hood Design Studio, Inc. further develop the boat form to cantilever over the water and allow for clear views of both the historic Fireboat Station, as well as, the new Fire Station 35. The artist will also need to work closely with the Fire Department and stakeholder group to resolve the didactic glass panels.

Motion: Motion to approve the selected artist, Hood Design Studio, Inc. for Fire Station 35, as recommended by the Fire Station 35 Artist Selection Panel.

Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with Hood Design Studio, Inc., for an amount not to exceed $560,000 for design, engineering, fabrication, transportation and installation consultation of an artwork for Fire Station 35.

12. New Business, Old Business, and Announcements
Discussion

Ms. Pontious announced a new project at the San Francisco International Airport, called International Terminal Building Refresh. There is a wall opportunity at Gate Room A-03. Alicia McCarthy, who was previously selected for another project and currently under contract, is interested in the opportunity. This project will be added as an item to the March 20, 2019 VAC agenda.
