3. Consent Calendar
Action
 
1. Motion to approve the mural design of Old Wall Giving New Life (working title) by artist Margarita Soyfertis. The mosaic mural will be on an exterior wall at 750-754 Washington Street, facing Wentworth Place. The mosaic mural will measure approximately 10 ft. x 12 ft. The project is funded by the Community Challenge Grant and is sponsored by the Chinatown Community Development Center; the painted mural will not become part of the Civic Art Collection.
 
2. Motion to approve the mural design of Landscape Escape by artist Sirron Norris. The painted mural will be on three exterior walls at the end of Ils Lane, at the rear of 808 Kearny, 838 Kearny, and 53 Columbus Streets. The painted mural will measure approximately 25 ft. x 12 ft., 20 ft. x 12 ft., and 30 ft. by 15 ft. The project is funded by the Community Challenge Grant and is sponsored by the San Francisco Community Land Trust; the painted mural will not become part of the Civic Art Collection.
 
3. Motion to approve the mural design of Backyard Forest by artist Giuseppe Percivati. The painted mural will be on back wall of the Page Street Community Garden on Lily Street, directly west of 415 Lily Street. The painted mural will measure approximately 25 ft. x 9 ft. The project is funded by the Community Challenge Grant Living Alleys Program and is sponsored by the Friends of the Urban Forest; the painted mural will not become part of the Civic Art Collection.
 
4. Motion to approve the mosaic mural design for the Miraloma Southern Gateway Project by artists Aileen Barr and Colette Crutcher. The mosaic mural will be on a stairway leading to the Miraloma Playground on the 200 block on Bella Vista Way, between Dorcas Way and Avoca Alley. The mosaic mural will be on a stairway that has 35 steps with a width of eight feet, and 20 steps with a width of seven feet. The mosaic mural will also be on the retaining wall at 50 inches x 18 ft. and an upper wall at 8 ft. x 12 ft. The project is funded by the Community Challenge Grant Living Alleys Program and is sponsored by the Miraloma Elementary School; the mosaic mural will not become part of the Civic Art Collection.
 
5. Motion to authorize the Director of Cultural Affairs to increase Joseph Kosuth Studio’s contract from $25,000 to an amount not to exceed $662,200 (an increase of $637,200) for completion of design, fabrication, transportation and consultation on installation for the Bill Graham Civic Auditorium.

6. Motion to approve artist Bernadette Jiyong Frank’s design revision of her artwork for Fire Station #5 in order to eliminate white patterning that will be negatively impacted by the glass panels’ required low electrophoretic painting process (e-coat).

4. Ambulance Deployment Facility

Action
Project update regarding the proposal set forth by Nikki McClure for the Ambulance Deployment Facility and proposed next steps for the project. 
 
Project Manager Jenn Doyle Crane updated the Committee regarding the conceptual design submitted by Nikki McClure for the Ambulance Deployment Facility project. Ms. Crane displayed the most recent sketches for the project and stated that although the sketches reflect feedback given previously from the Fire Dept., the Department has ultimately rejected the overall design. SFFD does not feel the design fulfilled the aesthetic vision of the department as a whole and has requested that proposals be solicited from the other top ranking finalists from the original selection panel.
 
Program Director Susan Pontious reminded the Committee that the original artist selection panel had chosen the top-ranking artist to develop a proposal for the project due to the expedited project timeline set forth by Public Works. Therefore, SFFD did not have the benefit of reviewing proposals from several finalists prior to choosing one proposal.
 
The Committee discussed their concerns including Commissioner Keehn, who noted that soliciting a new round of proposals result in a significant budget increase and impact the project timeline. It was also noted that it is not the role of the Arts Commission to dictate what the art should look like. President Beltran also relayed her concerns that the previous selected finalists may also not match the Fire Department’s aesthetic direction for the project. 
 
President Beltran called upon the SFFD representatives in attendance for further clarification of their desired outcome. Chief Andy Zanoff, Chief Antenor Molloy, Chief Jeanine Nicholson all spoke and stated they were hoping for a design that was more uniquely San Francisco but also more architectural in design.  
 
It was ultimately decided that a new selection panel should be convened and to revisit the 2017/2018 Prequalified Artist Pool to select finalists to develop new proposals.

Motion: Motion to rescind Resolution No. 0205-18-049, approving the contract with artist Nikki McClure (McClure & Scott Manufacturing, LLC) for an amount not to exceed $320,000 for design, fabrication, transportation, and installation consultation of an artwork for the Ambulance Deployment Facility.

Motion: Motion to invite Nikki McClure (McClure & Scott Manufacturing, LLC) to submit a new concept for the Ambulance Deployment Facility, and pay her an honorarium of $2,000.  
 
THE FOLLOWING MOTION WAS TABLED
Motion: Motion to expand the list of artists invited to submit proposals for the Ambulance Deployment Facility to include Al Price, Benjamin Ball (Ball-Nogues Studio) and Adam Feibelman and to pay each $2,000 for a conceptual proposal for the site. Al Price, Benjamin Ball (Ball-Nogues Studio), and Adam Feibelman were the 2nd, 3rd and 4th ranked artists recommended by the artist selection panel for the Ambulance Deployment Facility held on September 13, 2017.
 
5. Animal Care Facility

Presentation of the selected finalists for the Animal Care Facility Project.
 
Ms. Crane presented the results from the Animal Care Facility Artist Selection Panel. Ms. Crane reminded the Committee that the project is for the adaptive reuse and seismic upgrade to historic Municipal Railway Overhead Lines building on 1419 Bryant Street.  The potential locations for art opportunities in the new facility include, but are not limited to, an interior three-story wall and an exterior rolling gate.  The five finalists selected from the 2017/2018 Prequalified Artist Pool include: Michael Bartalos, Mona Caron, Rupert Garcia, Jetro Martinez, and Favianna Rodriguez.

Motion: Motion to approve the selected finalists Michael Bartalos, Mona Caron, Rupert Garcia, Jetro Martinez, and Favianna Rodriguez for the Animal Care Facility public art project as recommended by the artist selection panel.

6. Geneva Powerhouse

Presentation of the selected finalists for the Geneva Powerhouse Project. 
 
Ms. Crane presented the results from the Geneva Powerhouse Artist Selection Panel. Ms. Crane reminded the Committee that the project is an adaptive reuse and seismic upgrade to a landmark building located at 2301 San Jose Avenue, which will also house the Performing Arts Workshop. The initial locations identified are interior art opportunities that include two glass-covered display wells in the main entry floor and the north-facing brick wall. However, she stated that the architect and panel are also interested in allowing the selected artists to think about the space as a whole and identify other potential sites for art in their proposals. 
 
Ms. Crane thanked Commissioner Sklar for serving on the panel. Commissioner Sklar expressed the difficulty of working in the landmark building and commended the panel for selecting artists who can work in complicated spaces. Ms. Crane affirmed that the panel selected artists based on their demonstrated ability to create conceptual and interpretive artworks.
 
The three finalists selected from the 2017/2018 Prequalified Artist Pool include: Alison Pebworth, Hughen/Starkweather (Amanda Hughen and Jenn Starkweather), Hank Willis Thomas, and alternate Sanford Biggers.

Motion: Motion to approve the following finalists for the Geneva Powerhouse Public Art Project as recommended by the Selection Panel: Alison Pebworth, Hughen/Starkweather (Amanda Hughen and Jennifer Starkweather), Hank Willis Thomas, and alternate Sanford Biggers as recommended by the artist selection panel.

7. San Francisco International Airport
 
A. Grand Hyatt Hotel Lobby Wall

Presentation of the selected finalists for the San Francisco International Airport: Grand Hyatt Hotel Lobby Wall project.
 
Project Manager Zoë Taleporos presented artist Ellen Harvey’s conceptual proposal Green Map chosen by the Grand Hyatt Hotel Lobby Wall Artist Selection panel, held on Tuesday, February 20, 2018. Ms. Taleporos thanked Commissioner Silverman for serving on the selection panel. Ms. Taleporos reminded the Committee that the wall is located in the ground floor lobby of the new Grand Hyatt Hotel, is 28 feet x 28 feet, and slightly curved. President Beltran identified the challenges of the site being in a high-traffic stairway. 
 
Three artists—Miya Ando, Ellen Harvey, and Annie Vought—made proposals for this opportunity. The selection panel unanimously chose Ellen Harvey’s Green Map, which is a tile mosaic map fabricated from hand cut glass and stone, highlighting parks and protected green spaces in the Bay Area. The panel admired Ellen Harvey’s design for responding to the hotel’s architecture but thought the work could use some further development in terms of the scale and placement of the elements. Ms. Taleporos will work with artist Ellen Harvey with the final design and materials.

B. Grand Hyatt Hotel Outdoor Sculpture

Presentation of the selected finalists for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project.
 
Ms. Taleporos presented artist Kohei Nawa’s conceptual proposal titled Ether chosen by the Grand Hyatt Hotel Outdoor Sculpture artist selection panel, held on February 13, 2018. Ms. Taleporos thanks Commissioner Keehn for serving on this panel that also had two additional artist selection panels and ran for over eight hours. 
 
Three artists—Nathan Lynch, Aaron Curry, and Kohei Nawa created proposals. The selection panel chose Kohei Nawa’s Ether, a thirty-five foot painted aluminum sculpture based on the concept of zero gravity. 
 
Commissioner Keehn called for public comment. There was no public comment.
 
Motion: Motion to approve the selected artist Kohei Nawa (The Pace Gallery LLC) and conceptual proposal for a sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project as recommended by the artist selection panel.

Motion: Motion to authorize the Director of Cultural Affairs to enter into contract with The Pace Gallery LLC for an amount not to exceed $600,000 for design, fabrication, transportation, and installation consultation of the sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project, entitled Ether proposed by Kohei Nawa.

C. Terminal 1, South Courtyard Project

Presentation of the selected finalists for the San Francisco International Airport: Terminal 1, South Courtyard project.
 
Project Manager Justine Topfer presented artist Gay Outlaw’s conceptual proposal titled Bird Plane House, Shell, and Intersection chosen by San Francisco International Airport: Terminal 1, South Courtyard artist selection panel, held on February 13, 2018.  Ms. Topfer described Ms. Outlaw’s proposal of a sculpture garden with three simple yet dynamic forms and acknowledged that the panel responded to artist’s consideration of the multiple site lines available at the site. Commissioner Keehn stressed the quality of Ms. Outlaw’s maquettes and President Beltran asserted that Ms. Outlaw is an expert with materials. 
 
Director of Cultural Affairs Tom DeCaigny asked for clarification of the site, expressing the importance the of the works’ placement in relation to the other architectural details of the South Courtyard. Commissioner Keehn commented that lighting would be an important factor for the success of the completed project. Ms. Topfer confirmed that she and Ms. Outlaw would work the architecture firm Gensler with the final layout and lighting design of the South Courtyard.

D. International Terminal, Boarding Area G

Presentation of the selected finalists for the San Francisco International Airport: International Terminal, Boarding Area G. 
 
Commissioner Silver recused herself from Item #7D because her gallery represents the artist Woody de Othello. 
 
Project Manager Marcus Davies presented Mr. Othello’s conceptual proposal titled Timekeeper, Light, and Turn chosen by San Francisco International Airport: International Terminal, Boarding Area G artist selection panel, held on February 13, 2018. 
 
Mr. Othello is a Bay Area ceramicist; however, this will be his first foray into bronze sculpture. He plans to work with Artworks Foundry for this project. Commissioner Keehn stated that she is very excited about Mr. Othello’s proposal. 
 
Mr. Davies also announced that the panel strongly recommended securing the conceptual proposal from artist Alison Saar, who was also a finalist for the International Terminal, Boarding Area G project, for the upcoming International Terminal 3 West renovation. Mr. Davies stated that bringing in Ms. Saar early in the design process of International Terminal 3 West would help secure the right space for her sculptures. President Beltran affirmed that this is a great opportunity to bring Ms. Saar’s work into the collection.

8. Fire Station #35

Presentation of the public art project outline for Fire Station #35.
 
Mr. Davies presented the public art project outline for Fire Station #35, which consists of an historic building and the addition of a floating fire station and fireboat docks, as well as an adjacent observation deck on the Embarcadero. This observation deck will be an artist-designed space and will serve to highlight the history of the fireboats, the operations of the station, and may serve to highlight the role of the fire boats in the aftermath of the 1989 Loma Prieta Earthquake. Mr. Davies stated that the budget for the Fire Station #35 project is $300,000 and that the first artist selection panel will be held in mid-March, the second selection panel in mid-May, and that he would like to have the project artist under contract in July 2018.

Motion: Motion to approve the final design development documents and construction document phase deliverables for Sarah Sze’s artwork, Double Horizon, for the Moscone Expansion, West Bridge Public Art Project. 
 
10. Mint Plaza

Action
 
Ms. Pontious informed the Committee that Mint Plaza was developed by the Martin Building Co. and donated to the City. The Plaza is managed by a non-profit, Friends of Mint Plaza (FoMPO). The art project is a Public Art Trust project, with funding provided by the Martin Building Co. Ms. Pontious stated that FoMPO would like an artist-designed lighting project to be located under an existing canopy. The electrical infrastructure is already in place. The project budget is $165,500 and a shortlist of eligible artists will be chosen from the 2017/2018 Prequalified Artist Pool. 
 
Mr. DeCaigny acknowledged and thanked the Martin Building Co. for their support of the Mint Plaza project as this a great example of the intention of the Public Art Trust, which is to enliven San Francisco’s C-3 District.

11. New Business, Old Business, and Announcements
Discussion
 
Civic Art Collection and Public Art Senior Registrar Allison Cummings announced that the Historic Preservation Commission unanimously approved the Certificate of Appropriateness for the removal of the sculpture “Early Days,” which is part of the Pioneer Monument. Ms. Cummings stated that the final decision to remove of “Early Days” will be brought to a future Full Commission meeting. 
 
Mr. DeCaigny asked the Committee to calendar the removal of “Early Days” for the Full Commission on Monday, March 5, 2018 and thanked the Civic Art Collections team for their hard work on the application process for the removal of the sculpture. 
 
Mr. DeCaigny discussed the economic challenges in producing a quality project for projects generating less than $100,000 under the Art Enrichment Ordinance (the 2%-for-art program) and asked for calendared item to discuss the strategic allocation of funds for a future Visual Arts Committee meeting. 
 
Commissioner Silverman shared that the San Francisco Photo Fairs will be held at Fort Mason Festival Pavilion February 23–25, 2018. 
 
President Beltran announced Frank Smigiel as the new Director of Exhibitions and Partnerships at Fort Mason Center for Art and Culture.
