1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:00pm.
Commissioner Keehn announced that she would sever sub-item #2 of the Consent Calendar, regarding the temporary installation Paparazzi Dogs, in order to consider it separately.
Commissioner Keehn announced tabling Item #12 Central Subway, Chinatown Station—Yumei Hou.
2. General Public Comment
Commissioner Keehn called for public comment. There was no public comment.
3. Consent Calendar
1. Motion to approve Untitled, a mural design by artist Tauba Auerbach The mural will be installed at the Mosser Hotel, which is located on 455 Eddy St. at Leavenworth St. The painted mural will measure approximately 180 ft. by 61 ft. The project is funded by a grant from the Someland Foundation and the San Francisco Office of Economic and Workforce Development. The painted mural will not become part of the Civic Art Collection.
3. Motion to authorize the Director of Cultural Affairs to enter into contract with Alison Saar for an amount not to exceed $500,000 for design, engineering, fabrication, transportation and consultation during installation of the artwork, Untitled, for the San Francisco International Airport, Terminal 3, Courtyard 3 Connector, the commissioning of which was previously approved by Resolution No. 0506-19-146.
Motion: Motion to approve consent calendar items.

There was no public comment, and the Consent Calendar was unanimously approved as above.
Commissioner Keehn stated that when the sculptural installation Paparazzi Dogs was originally approved, the Committee was only comfortable with allowing the artworks to be displayed for the agreed upon timeframe. Commissioner Beltran explained that the Committee would prefer to refresh that site.
The following motion was withdrawn, and no vote was taken.
2. Motion to extend the display of the temporary sculpture installation, Paparazzi Dogs, by artists Gillie and Marc located in front of 150 Powell Street which consists of two bronze dog sculptures that are respectively six and seven feet high. The display of the artworks will be extended from July 2019 through July 2020, pending minor encroachment permit approval from San Francisco Public Works.
Commissioner Shiota entered the meeting at 3:13pm.
4. Gallery Exhibition—The Continuous Thread
Meg Shiffler
SFAC Galleries Director Meg Shiffler presented the next Main Gallery exhibition, The Continuous Thread: Celebrating our Interwoven Histories, Identities and Contributions, which will be held October 4–December 14, 2019. The exhibition will feature work by indigenous artists Julleah Tsinhnahjinnie, Jean Melesaine, and Brittany Bradley and will be curated by Carolyn Kuali’i.
Commissioner Keehn called for public comment. There was no public comment.
Motion: Motion for the Director of Cultural Affairs to approve an honorarium in the amount of $4000 to Carolyn Kuali’i for her curatorial work on the SFAC Main Gallery exhibition, The Continuous Thread (October 4 – December 14, 2019).

5. Recommendation to Deaccession REBAR’s Street Life, 2010
Susan Pontious
Director of Public Art Program and Civic Art Collection Susan Pontious reported on the final condition assessment of REBAR’s Street Life, 2010. The work has both interior and exterior corrosion, which makes it impossible to treat. Arts Commission staff’s recommends that the work to be deaccessioned from the Civic Art Collection.
Visitation Valley resident Russel Morine felt that the reasons for the recommended removal of the artwork were not relayed to the community and inquired about the possibility of getting another work for the neighborhood.
Commissioner Keehn called for public comment. There was no public comment.
Motion: Motion to deaccession from the Civic Art Collection, Street Life, 2010 by artist group REBAR (Accession ID. 2010.6) due to inherent vice in the design and the excessive costs that would be required for restoration or refabrication. (The artwork was removed from Leland and Bayshore avenues with its final disposition yet to be determined, pending notice from the artists’ preference for a transfer of title or its ultimate destruction.)

Susan Pontious presented the recently completed projects at San Francisco International Airport: Terminal 1.

Motion: Motion to approve as installed the completed work, Number 69S, 2019, by Leonardo Drew, located at the San Francisco International Airport, Terminal 1, Boarding Area B.
Motion: Motion to approve as installed the completed sculpture, Red Cadmium Giant, 2019, by Mark Handforth, located at the San Francisco International Airport, Terminal 1, Boarding Area B.
Motion: Motion to approve as installed the completed mosaic artwork titled The Author & Her Story, 2019, by Jason Jägel, located at the San Francisco International Airport: Terminal 1, Boarding Area B, Holdroom 11.
Motion: Motion to approve as installed the completed mosaic artwork titled Bay Area Hyper-Naturalism, 2019, by Robert Minervini, located at the San Francisco International Airport: Terminal 1, Boarding Area B, Holdroom 14.
Motion: Motion to approve as installed the completed sculpture, Terra Techne, 2019, by Liz Glynn, located at the San Francisco International Airport, Terminal 1, Departures Lobby, Security Checkpoint.

B. SFO ITB Phase 1—Alicia McCarthy
Marcus Davies
Project Manager Marcus Davies presented the Design Development Phase deliverables by Alicia McCarthy for the San Francisco International Airport: ITB Phase 1 A3 Holdroom. The work will be an inset glass panel fabricated by Lenehan Architectural Glass, Inc. Mr. Davies will come back to the Commission with a glass sample to better illustrate the final color.

Motion: Motion to approve artist Alicia McCarthy’s Design Development submittal for the San Francisco International Airport: ITB Phase 1 A3 Holdroom.

7. Moscone Expansion Project

Mr. Davies presented the completed artwork Roll, 2019, by Brendan Monroe, painted on the south wall of the Paseo walkway at Moscone Center.

8. 49 South Van Ness—2D Program
Marcus Davies
Mr. Davies presented the selected artist for the potential purchase of artwork for 49 South Van Ness. The Artist Selection Panel met on Tuesday, July 2 and chose 25 artists for the 49 South Van Ness Two-Dimensional Program.
Commissioner Keehn called for public comment. There was no public comment.
Motion: Motion to approve the following artists, with the addition of Alexander Cheves and Paul Madonna, for the potential purchase of artwork for 49 South Van Ness, as recommended by the 49 South Van Ness Selection Panel:

9. 2019 Art on Market Poster Series
Craig Corpora
Program Associate Craig Corpora presented the final designs by Jessalyn Aaland for the 2019 Art on Market Street Kiosk Poster Series. For her posters, Ms. Aaland created a new volume of her Class Set project, which provides free, artist-designed, Risograph-printed posters to K-12 teachers featuring quotes by authors and activists. Using this same framework, Ms. Aaland commissioned nine poster designs from artists that were inspired by Market Street’s role as a site for protest. The posters feature quotes intended to inspire ordinary people to engage in acts of resistance. Like all her prior class sets, free print sets will be given away to K-12 teachers along with an accompanying curriculum guide. The curriculum guide highlights key dates of the numerous protests held along Market Street, detailing their historical significance.
The artists Ms. Aaland commissioned are: Jesjit Gil, Tiffanie Tran, Adee Roberson, Gray Wielebinski, Jovi Schnell, Kindah Khalidy, Kyle Pellett, Lordy Rodriguez, Jessalyn Aaland and Paul Morgan.

Motion: Motion to approve artist Jessalyn Aaland nine final designs for the 2019 Art on Market Street Kiosk Poster Series.

10. Margaret Hayward Playground
Zoë Taleporos
Project Manager Zoë Taleporos presented the Conceptual Design for an artwork by Emory Douglas and Caleb Duarte for Margaret Hayward Playground. The artwork will be located in the Community Room of the new Clubhouse. Due to budget constraints, Mr. Douglas will update an existing historic image of his but make it site-specific to the location. Ms. Taleporos stated that there will be a community meeting at the end of September to be held at the African American Arts & Cultural Complex, where Mr. Douglas will give an artist talk and the community can give input on what they would like to see in the final design.

Motion: Motion to approve the Conceptual Design for an artwork by Emory Douglas and Caleb Duarte for Margaret Hayward Playground.
Motion: Motion to authorize the Director of Cultural Affairs to decrease Caleb Duarte’s contract for an artwork at Margaret Hayward Playground from $33,200 to $17,000 (a reduction of $16,200) to decrease the scope of work to design only. Fabrication, transportation and installation of the artwork will be managed by the Arts Commission through contracts with preapproved fine arts services providers.

11. Garfield Pool
Mary Chou
Senior Program Manager Mary Chou presented the glass samples for an artwork by Favianna Rodriguez for Garfield Pool. The artwork is being printed on glass and will be a ceramic digital frit print. Ms. Chou will be working with the glass fabricator to receive more iterations of the color.
Ms. Chou will bring back Ms. Rodriguez’s revised design for the Committee’s approval at a later date.

Motion: Motion to approve the Design Development Phase deliverables (material sample) for Yumei Hou’s artwork for Central Subway Chinatown Station.
13. Department of Homelessness and Supportive Housing
Jackie Von Treskow
Project Manager Jackie von Treskow presented the final design for Muzae Sesay’s artwork Where Community Begins for the Department of Homelessness and Supportive Housing Administrative Offices at 440 Turk. Mr. Sesay took into account the panelists’ feedback and revised his original design to remove some of the vertical panels and allow for expanded planes and sections of colors. He also further refined some of his color selections based colors available from Artaic for the 3/8” vitreous glass tiles.

14. New Southeast Community Facility at 1550 Evans
Jackie Von Treskow
Ms. von Treskow presented the selected finalists for the new Southeast Community Facility at 1550 Evans Plaza Sculpture project. The meeting was held on Monday, July 15th and the Artist Selection Panel choose four finalists. The finalists are: Mildred Howard, Adia Millett, Xaviera Simmons, Lava Thomas.
San Francisco Public Utilities Commission Arts and Education Program Manager Blair Randall stated that the SFPUC is thrilled with the artist selection process and the selected finalists and they are looking forward to working with the Arts Commission and the artists on this opportunity.

Motion: Motion to approve the selected finalists, Mildred Howard, Adia Millett, Xaviera Simmons, Lava Thomas, for the new Southeast Community Facility at 1550 Evans Plaza Sculpture project.

15. New Business, Old Business, and Announcements
Mr. DeCaigny announced that there will be a public program honoring the 50th anniversary of the San Francisco Public Art Program. The event will take place at SPUR located at 654 Mission St. in San Francisco, beginning at 12:30pm on Thursday, August 1st.
Ms. von Treskow informed the Committee that the RFQ for the Alameda Creek Watershed Center Public Art Project was issued on Thursday, July 11, 2019 and will close on Wednesday, August 28, 2019. She asked the Commissioners to forward any artist recommendation they may have for the project to her.
Commission Ferras announced that her gallery CIQ will hold a Macanese inspired group art show, opening August 10th and closing October 1st. The gallery is located at 3423 Balboa St. in San Francisco.
Commissioner Beltran recommended the Suzanne Lacy exhibition at both the San Francisco Museum of Modern Art and Yerba Buena Center for the Arts. The exhibition dates are April 20 through August 4, 2019.
