1. Call to Order, Roll Call, and Agenda Changes

Commissioner Ferras called the meeting to order at 3:03pm.

3. Consent Calendar

  1. Motion to approve Blue Whale, a mural design by artist Mike Ritch. The mural will be installed on the building at 2645 Ocean Ave. at Lagunitas. The painted mural will measure approximately 18 ft. high by 90 ft. wide. The project is funded by a District 7 Participatory Budget Grant. The painted mural will not become part of the Civic Art Collection.
  1. Motion to approve Words of Wisdom, a mural design by artist Antoine Marnata (1AM Projects). The mural will be installed on the building at 1142 Grant Ave and 277-279 Columbus Ave. The painted mural will measure approximately 11.5 ft. high by 73 ft. wide. The project is funded by a Community Challenge Grant. The painted mural will not become part of the Civic Art Collection.
  2. Motion to approve Butterflies Forever, a mosaic mural design by artist Susan Cervantes (Precita Eyes). The mural will be installed in Precita Park Playground at 405 Precita between Harrison St. and Alabama St. The mosaic mural will measure approximately 3 ft. high by 136 ft. wide. The project is funded by a Community Challenge Grant. The mosaic mural will not become part of the Civic Art Collection.
  3. Motion to approve A Bounty of California Natives, a mural design by artist Velia de Lulis. The mural will be installed in 298 7th St. at Folsom St. The mural will measure approximately 10 ft. high by 17 ft. wide. The project is funded a Soma West Community Benefit District, private funds, and SFOEWD Art Activation Grant. The mural will not become part of the Civic Art Collection.
  4. Motion to approve Steps to Wisdom, a mosaic design by artist Phillip Hua.  The mosaic will be installed on the Goettingen Stairs at the terminus of the 700 block of Goettingen St. between Olmstead St. and Dwight St. The mosaic design be on 59 stair treads and five landings, totaling 96 ft. 7.5 in. The project is funded by a Community Challenge Grant. The mosaic mural will not become part of the Civic Art Collection.

4. Reopening Exhibition at City Hall

San Francisco Arts Commission Galleries Director Meg Shiffler presented on the reopening exhibition and details about the four COVID Command Center Artists in Residence and partnership with Catchlight. The exhibition will potentially feature six artists, who worked deeply within diverse communities during the pandemic. The San Francisco Covid Command Artist in Residence program was the only Artists in Residence in the nation working inside a citywide COVID Command operational headquarters. The residents had unprecedented access to Moscone Center and various community operations. Mabel Jimenez, S. Renee Jones, Ajuan Mance and Bo Rittapa were artists in residence at SF COVID Command Center from December 2020 – March 2021. Each resident created portfolios that will be submitted into the SFPL’s COVID Community Time Capsule housed inside the official City Archive.

Yesica Prado and Felix Uribe were 2020 Bay Area Fellows with the local organization Catchlight. The Fellows worked with communities on long-term visual stories representing how economic inequality affects their lives.

Motion: for the Director of Cultural Affairs to approve an artist’s honorarium in the amount of $700 to each: Mabel Jimenez, Renee Jones, Ajuan Mance, and Bo Luengsuraswat Rittapa for their participation in the SFAC Galleries exhibition at San Francisco City Hall, opening in September, 2021.

5. Patricia’s Green – 2021/2022 Proposed Installation

Director of the Public Art Trust Jill Manton presented the artwork Cathenge by artist David Normal as recommended by the Patricia Green Review Panel. A public competition was conducted to solicit proposals for sculptures in Patricia’s Green located in Hayes Valley. The review panel recommended David Normal’s Cathenge sculpture to be the installed, beginning October 2021 and ending October 2022. The installation consists of six 13-foot-tall illumination cat sculptures. The sculptures will be 3D printed and constructed out of PETG (Polyethylene terephthalate glycol), a type of sturdy plastic. There will be a purring sound element, however, this component will be part of a negotiation with the Hayes Valley Community.

Motion: to approve the Cathenge installation by artist David Normal for a period of one year commencing in October 2021 and concluding in October 2022, which shall include six 13 ft. high illuminated cat sculptures with a purring sound component, to be installed upon a raised pedestal. The artist shall receive a total payment of $40,000 for the artist’s fee and all related project expenses, pending subsequent approval by the Recreation and Park Commission, ADA compliance, and approval of the sound component by the Hayes Valley Neighborhood Association.

6. Patricia’s Green – 2022/2023

Ms. Manton presented the artwork Chrysalis by artist Dana King as recommended by the Patricia Green Review Panel. The sculpture will be a 20 ft. sculpture, fabricated using 3D printing and coated in epoxy, which will be installed, beginning October 2022 and concluding October 2023.

Motion: to approve a 20 ft. sculptural installation by Dana King entitled Chrysalis to be fabricated using 3D printing and coated in epoxy for durability in Patricia’s Green for a period of one year commencing in mid to late October, 2022 for a total amount of $40,000 which includes the artist’s fee and all related project expenses, pending approval by the Recreation and Park Commission, and approval of the subsequent design of the pedestal upon which the sculpture will be placed.

7. Gene Friend Recreation Center
(1:09:18)

Senior Registrar Allison Cummings presented a Staff report on the request for deaccession of the artwork A World View by artist Martha Heavenston at Gene Friend Recreation Center. A request from Recreation and Parks Department was sent to SFAC to remove and deaccession the existing artwork located at Gene Friend Recreation Center to make way for the construction of a completely new facility. Arts Commission staff undertook extensive research to investigate the feasibility of removing the artworks and re-siting them within the proposed new construction. The artworks have been appraised for “replacement value” by an accredited fine arts appraiser.

The conclusion is that estimates for removing and re-siting the works are very high and are in excess of the value of the artworks themselves. Re-fabrication of the works is not feasible as the glazes and materials used to create the originals are no longer made. Rec and Park has reached out to core community stakeholders over the last several years to alert community members to the possibility of deaccession the existing artwork, and no opposition has been encountered as part of this process. Arts Commission staff have been in contact with the artist and alerted her to these conclusions and the likelihood of deaccession. The artist has been accepting of this outcome. The new Gene Friend Recreation Center budget does include Art Enrichment Funds for new work and Public Art staff will be working with Rec and Park and community members to integrate significant and meaningful artwork within the new facility.

8. San Francisco International Airport: C3C Secure Connector

Project Manager Aleta Lee presented the Construction Document Phase deliverables final mock-up by Carter-Lynch (Carter-Lynch LLC) for the SFO C3C Secure Connector Wall. The Carter-Lynch designed artwork will be 40' long by 5' high and is fabricated out of glass and dibond. The dibond layer will be inset into the window niche with about a 4" air gap between the dibond layer and the glass surface layer. This shall add physical depth to the artwork piece, which viewers will see through the glass layer. The team will work with the same fabricator as the other two artists which shall provide consistency in quality and production.

9. India Basin Shoreline Park—900 Innes

Ms. Lee introduced artist Raylene Gorum, who presented the Design Development Phase deliverables (final design) for the India Basin Shoreline Park—900 Innes Project. Ms. Gorum described that her revised design is based on feedback from the artist review panel and client agency, regarding feasibility of the original design. She removed the outline of the body and the blue tones and expanded the Lady Bayview design to cross over the metal trim of the pier.

Removing the background blue color and spacing out the wind barbs allowed Lady Bayview to occupy the whole pier with her wind and water inspired patterns. She is now rendered in a palette of purples and maroons which complement the site and work well with the concrete base. The Universe/Sky circular element at her center will now be a shimmering midnight blue to better contrast the surrounding concrete base color.

10. Southeast Health Center Expansion Project

Project Manager Jackie von Treskow presented the Construction Document Phase deliverables (material samples) by Ron Saunders for the Southeast Health Center Expansion Project. The glass artwork panels will be facing waiting rooms on 2nd floor of the health center and will act as wayfinding and provide privacy for the staff spaces that are located behind the glass. The photogram images are of medicinal and ornamental plants: African Acacia (green), and Amaryllis Belladonna (blue). The fabrication process and materials consist of:  printed, tempered, laminated, low iron glass over acid etched glass. The photogram image was printed and then captured between the two layers of glass. Each design will be installed as two glass panels in February 2022.
