1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:03 pm.
2. General Public Comment
Commissioner Keehn called for public comment.
Public Comment: What is the status of the RFQ for the Maya Angelou project and would like an update and some transparency around the funding of that project.
Commissioner Keehn stated that all RFQ information should be on the SFAC website.
Civic Art Collection and Public Art Program Director Susan Pontious asked the caller to email her questions about the project.
Commissioner Keehn announced the virtual meeting instructions and Program Associate Craig Corpora announced the public comment instructions.
3. Consent Calendar
Commissioner Keehn asked if any Commissioner needed to recuse themselves from any item; no one did.
- Motion to authorize the Director of Cultural Affairs to increase the contract with artist Michael Bartalos, for design, fabrication, and consultation during installation of an artwork gates for the Ambulance Deployment Facility from $311,200 to an amount not to exceed $327,500 (an increase of $16,300) for additional artwork engineering and materials as a result of expansion of the gate size from 8 ft. to 10 ft. in height. Contract originally authorized under Resolution No. 0806-18-253.
- Motion to extend the display of Middleground, a temporary interactive installation focused on social psychology developed in partnership by the Civic Center Commons Initiative, the SF Public Library Main Branch, and the Exploratorium's Studio for Public Space and funded by the National Science Foundation. The installation is located on Larkin Street plaza in front of the main entry to the Library. The interactive exhibit shall be on extended display until December 2020 with the Exploratorium's commitment to remove the Middleground exhibit upon request of the Arts Commission and pending the Maya Angelou sculpture installation date.
- Motion to approve Portola Blossoms, a mural design by artist Kseniya Makarova. The mural will be installed at Hawaiian Drive-Inn, which is located on 2600 San Bruno Ave. at Burrows St. The painted mural will measure approximately 20 ft. by 30 ft. The project is funded by the Portola Neighborhood Association. The painted mural will not become part of the Civic Art Collection.
- Motion to approve The Interconnectedness of All Things, a mural design by artist Georgia Hodges. The mural will be installed on the side of a residential building facing the Far Out West Community Garden, which is located on 3830–3832 Judah St. at 43rd Ave. The painted mural will measure approximately 32 ft. by 40 ft. The project is funded by a Community Challenge Grant. The painted mural will not become part of the Civic Art Collection.
- Motion to approve the following artists for the StreetSmARTS Murals Program Artist Pool as recommended by the Artist Review Panel. The pool will be valid for a two-year period, expiring at the end of Fiscal Year 2022:

4. COVID-19 Poster project
Meg Shiffler
SFAC Galleries Director, Meg Shiffler, presented the COVID-19 Poster Project thanking frontline healthcare workers and featuring commissioned artwork by ten local artists. The posters will be displayed in the JCDecaux Kiosks on Market Street and distributed to hospitals and quarantine sites. The ten diverse artists range from emerging to established. Ms. Shiffler shared an image and short description of each poster which will be posted and distributed in July.
Commissioner Beltran asked if there were similar future plans for the gallery to display art during the current Health Crisis.
Deputy Director of Programs, Joanne Lee and Ms. Shiffler stated that the Veterans Building where the SFAC Main Gallery is located is not slated to reopen until Phase 4 (12-18 months from now). The Galleries have projects at other sites that may re-open sooner. The Arts Commission is part of the City’s/Mayor’s Economic Recovery Task Force and is looking at ways to partner with other organizations to help the arts during this time.
Commissioner Walker suggested the use of this project be expanded to other venues, perhaps with MTA or other public places, to help educate/remind people about the importance of wearing masks/following health ordinances while supporting artists/the arts.
Commissioner Ferras stated that the expanded use of this project would be especially helpful as the pubic becomes fatigued from the existing city issued health directive posters.

5. Southeast Wastewater Treatment Plant (SEP) – Headworks Building

Presentation of final design of artwork on Headworks Building by artist Norie Sato for the Southeast Wastewater Treatment Plant on Evans Street, the planned artwork is on a wall 30 feet high by 300 feet wide. The bottom 10 feet of the wall must be solid as per SFPUC directive. The dots, perforations and fins are varied so there is no straight line in the look of the artwork.
Commissioner Schnair asked if there has been any value engineering of the construction project that may affect the artwork.
Senior Project Manager for Public Art, Mary Chou said that at this time there have been no design changes that will affect this artwork. Civic Art Collection and Public Art Program Director Susan Pontious stated that the art budget is set so that if there are cuts in other areas of the project it will not affect the artwork.

Motion: Motion to approve final design of artwork (final color and overall design) on the Headworks Building by Norie Sato for the Southeast Wastewater Treatment Plant.

6. SFO Terminal 1
Zoë Taleporos
Presentation by Project Manager Zoe Taleporos of the completed installation of The Color of the Horizons by Dana Hemenway at San Francisco International Airport Harvey Milk Terminal 1. This is San Francisco based artist Dana Hemenway’s, known for merging macramé and weaving techniques with utilitarian objects, first major permanent public art commission. The artwork is inspired by San Francisco’s changing sky due to wind and fog; and the title is inspired by Rebecca Solnit’s “A Field Guide to Getting Lost”.
Commissioner Keehn called for public comment; there was none.
Motion: Motion to approve as installed the completed artwork entitled The Color of the Horizons by Dana Hemenway for San Francisco International Airport Harvey Milk Terminal 1. The artwork is installed in the pre-secure departures area and consists of wood, steel, rope, extension cords, ceramics and LED lights.

7. Fire Station #35
Marcus Davies
Presentation by Project Manager Marcus Davies and artist Walter Hood of Hood Design Studio, Inc. of the revised design narrative of his artwork Bow for Fire Station #35. The artwork has been shifted slightly to the corner of the pier deck to capture views of the Bay Bridge and the new Fire Station, and will interrupt the pier’s guardrail to cantilever out above the water. The images printed on glass will be tessellated and angled, and will use archival materials to depict the history of the fireboats and their role in the response to the Loma Prieta Earthquake.

Motion: Motion to approve the Revised Design Development Phase deliverables by Hood Design Studio, Inc. for an artwork for Fire Station #35.

8. Margaret Hayward Playground
Aleta Lee
Presentation by Project Manager Aleta Lee for the artist Emory Douglas’ final imagery and material and fabrication mockup as part of the Construction Document Phase deliverables for the artwork at Margaret Hayward Playground. The artwork will be installed in the community building above the fireplace. The artwork consists of UV acrylic ink on wood with CNC routed components.
Commissioner Keehn called for public comment; there was none.
Motion: Motion to approve artist Emory Douglas’ Construction Document phase deliverables, including final imagery, material and fabrication mockup for the artwork at Margaret Hayward Playground.

9. Southeast Health Center Expansion Project—Community History Wall

Presentation by Project Manager Jackie von Treskow of the project outline for the Southeast Health Center Expansion Project-Community History Wall. Extra money in the budget has allowed for a new $47,000 art opportunity. The artist will be selected from the Bayview Registry Prequalified Artist pool. The selected artist will collaborate with the community to identify images/ephemera that reflect the activist history of the health center to create a new artwork(s).

10. New Business, Old Business, and Announcements
Commissioner Ferras announced that the San Francisco Police Department is sponsoring a youth program for young artists and musicians. They are having conversations about how the arts community is moving forward from the current health and economic crisis and they invite the Commissioners to participate.
Commissioner Beltran stated that she, Commissioner Walker and Deputy Director of Programs Joanne Lee are working on the San Francisco Economic Recovery Task Force focusing on the arts. Commissioner Beltran asks arts groups to share their responses with the task force.
