1. Call to Order, Roll Call, and Agenda Changes

The meeting commenced at 3:00pm.

Commissioner Keehn announced tabling of Item #5D SFO ITB Phase 1—Alicia McCarthy, Item #6 Moscone Expansion Project, and Item #9 Margaret Howard Playground.

2. General Public Comment

Commissioner Keehn called for public comment. There was no public comment.

3. Consent Calendar

  1. Motion to authorize the Director of Cultural Affairs to increase the amount of the agreement with Liz Glynn Studios, Inc. from $1,209,628 to an amount not to exceed $1,219,628 (an increase of $10,000) for increased shipping costs.
     
  2. Motion to extend the display of Art/Lit LIZ, a temporary public art sculpture located on Fulton Street, in front of the Asian Art Museum from June 2019–May 2020.
     
  3. Motion to authorize the Director of Cultural Affairs to increase the agreement with A. Zahner Company from an amount not to exceed $1,100,000 to an amount not to exceed $1,240,000 (an increase of $140,000) to include change in materials from 304 stainless steel to 316 stainless steel, and to include approximately two-years of storage.

4. Recommendation to Deaccession Ruth O’Day’s Guardian Serpent, 2001

Allison Cummings; Michael DeGregorio, Project Manager, SF Recreation and Parks

Commissioner Keehn stated that the re-design and renovation of the Turk and Hyde Mini-Park had not gone through the Civic Design Review process and therefore she recommended tabling the agenda item.

Senior Registrar Allison Cummings relayed that artist Ruth O’Day had been contacted regarding the deaccession of the artwork Guardian Serpent, 2001. Ms. O’Day had previously signed a CAPA/VARA waiver and there is no legal recourse for the removal and destruction of materials making up Guardian Serpent, 2001.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to deaccession from the Civic Art Collection, at the request of the San Francisco Recreation and Parks Department, Ruth O’Day’s Guardian Serpent, 2001 (Accession #2001.3) due to park renovations that require the removal and replacement of the current fence support structure to which the artwork is permanently attached. Guardian Serpent is currently installed along the outer perimeter fence line of Turk and Hyde Mini-Park.

Motion: Motion to approve, at the request of the San Francisco Recreation and Parks Department, the removal and destruction of materials making up Ruth O’Day’s Guardian Serpent, 2001 (Accession #2001.3), as a function of park renovations and as the artwork cannot physically be salvaged.

5. San Francisco International Airport

A. 
Terminal 3 West
Susan Pontious

Director of Public Art Program and Civic Art Collection Susan Pontious presented the Public Art Program Outline for San Francisco International Airport: Terminal 3 West. The project area is located between the secure connector to International Terminal Boarding Area G and T3 Boarding Area E. The art opportunities for this project include a free standing or suspended artwork or a wall opportunity in the F Plaza area, and a suspended artwork, a wall piece on wall adjacent to walkway, or purchased art for walls adjacent to gate room holding areas in the F Finger area.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the Public Art Program Outline for San Francisco International Airport: Terminal 3 West.

B. Terminal 1 Center, AC-16 Project – Gay Outlaw

Project Manager Rebecca Camacho and artist Gay Outlaw presented the Design Development Phase deliverables for her work Bird Plane House, Shell, and Intersection for the San Francisco International Airport: Terminal 1 Center, AC-16.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve as installed the completed artwork titled Roll, 2019 by Brendan Monroe, located on the south wall of the Paseo walkway at Moscone Center.

7. Fire Station #5

Mr. Davies presented the completed artwork Flow, 2019 by Bernadette Jiyong Frank, for Fire Station 5.

Motion: Motion to approve as installed the completed artwork titled Flow, 2019, by Bernadette Jiyong Frank, ceramic enamel on glass spanning the east curtain wall of Fire Station 5 at Webster and Turk streets.

8. 2020 Art on Market Street Kiosk Poster Series

Program Associate Craig Corpora presented the selected finalists: Sadie Barnette, Justin Hall, Jamil Hellu, Jonesy and Jaime C. Knight, Win Mixter, and Marcela Pardo Ariza for the 2020 Art on Market Street Kiosk Poster Series. 

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the following finalists for the 2020 Art on Market Street Kiosk Posters Series Artist Selection Panel as recommended by the Artist Selection Panel: Sadie Barnette, Justin Hall, Jamil Hellu, Jonesy and Jaime C Knight, Win Mixter, and Marcela Pardo Ariza.

9. Margaret Hayward Playground

Motion: Motion to approve the Conceptual Design for an artwork by Emory Douglas and Caleb Duarte for Margaret Hayward Playground. 

Motion: Motion to authorize the Director of Cultural Affairs to decrease Caleb Duarte’s contract for an artwork at Margaret Hayward Playground from $33,200 to $17,000 (a reduction of $16,200) to decrease the scope of work to design only. Fabrication, transportation and installation of the artwork will be managed by the Arts Commission through contracts with preapproved fine arts services providers.

10. Alameda Creek Watershed Center

Project Manager Jackie von Treskow presented the project outline for the Alameda Creek Watershed Center public art project. The San Francisco Public Utilities Commission (SFPUC) is currently constructing the Alameda Creek Watershed Center (ACWC) in Sunol near the Sunol Water Temple. Located on the aboriginal homeland of the Muwekma Ohlone Tribe of the San Francisco Bay Area, the Center's mission is to educate the public about the Alameda Creek Watershed, the SFPUC water system, and the history and heritage of the Muwekma Ohlone people through interpretive and interactive exhibits. Art opportunities include a large outdoor sculpture located at the entrance to the Center’s gardens, and two-dimensional, wall-mounted artwork for the Center’s Community Room.

11. Southeast Treatment Plant Headworks Facility Construction Safety Fence

Ms. von Treskow presented the project outline for the Southeast Treatment Plant Headworks Facility Construction Safety Fence temporary public art program. The art opportunity for this project is a series of temporary artworks for the SEP Headworks Facility construction safety fence on Evans Avenue between Rankin and Phelps Streets. Each installation will be on view for approximately one year starting summer 2020 through summer 2024. In conjunction with the SEP Headworks Construction Fence Temporary Public Art Program, an annual summer internship opportunity will be offered to Bayview high school students through an established SFPUC internship program.

12. Animal Care Facility

Ms. von Treskow presented the final design of Favianna Rodriguez’s artwork for Animal Care Facility. Ms. Rodriguez’s revised artwork includes updated animal designs and additional species, including wildlife for the intake/reception area and additional figures for the main lobby wall. The background wall design and color was also revised to address client feedback. The Animal Care team is very pleased with the updated designs.

Commissioner Keehn thought that a few of the revised design lost some of what makes Favianna Rodriguez’s work distinctive and asked that the artist keeps that in mind when completing the project.

13. North Beach Branch Library

Senior Project Manager Mary Chou presented an update to the sound installation by Bill Fontana at the North Beach Library. Mr. Fontana’s original installation consisted of eight Meyer Sound speakers installed in the roof eaves on the exterior façade of the North Beach Library along Columbus Avenue and Mason, which featured the soundscape Sonic Dreamscape, 2014. Shortly after installation, the Library received quite a bit of feedback from library patrons and surrounding residents that the sounds from the work carried across the street into people’s homes and inside of the library, which was not the intention of the artwork; there were also some sounds in the mix that people found to be disorienting in a public setting.

To address these concerns, the artist worked with SFAC and the Library to replace the existing speakers with four Holosonic speakers, which emit much more directional sounds that would be heard just by people walking along Columbus Avenue. In addition, Mr. Fontana will play his soundscape Spiraling Echoes, originally commissioned for temporary installation at San Francisco City Hall in 2009, for permanent installation at the Library. The work will be on during library hours and SFAC staff will modify the signage on the building to notify people of the new work.

Motion: Motion to rescind RESOLUTION NO. 0602-14-155, which approved Bill Fontana’s artwork Sonic Dreamscape, 2014 as installed along the exterior of the North Beach Branch Library.

14. New Business, Old Business, and Announcements


Mr. DeCaigny announced that Judge Cynthia Ming-mei Lee ruled in favor of the City for the removal of Early Days statue at the Pioneer Monument. The judge specifically addressed the San Francisco Arts Commission’s policy to remove a work after significant adverse public reaction over an extended period of five years or more. Mr. DeCaigny thanked City Attorney Lauren Curry and Ms. Cummings for their hard work on this case.

Mr. DeCaigny relayed that the San Francisco General Hospital Foundation is seeking jurors for their annual Hearts auction and asked if Commissioners might be interested in participating.

Commisioner Keehn stated there will be an opening celebration for the Dana Albany sculpture Tara Mechani. The party is on Saturday, June 22nd from 5:00–8:00pm at Patricia’s Green in Hayes Valley, San Francisco.

Ms. Von Treskow announced that the deadline for the Southeast Community Facility Plaza Sculpture Project has been extended. The new deadline is Monday, July 8th at 11:59pm. 

Mr. DeCaigny congratulated artist Julie Chang who was recognized by Americans for the Arts’ Public Art Network as one of best public art works in the country for her terrazzo floor piece The Secret Garden located in Transbay Terminal.
