Motion to approve the design of Growing Together, a painted mural, by artists Susan Cervantes, Yuka Ezoe and Max Marttila that will be painted on an exterior wall of 272 McAllister Street; 47 ft. high by 25 ft. wide. The project is funded with a Community Challenge Grant and is sponsored by the Precita Eyes Muralists Association, Inc.; the painted mural will not become part of the Civic Art Collection.

Motion to approve and accept into the Civic Art Collection the artwork entitled New Generation, 2015, by Louisiana Bendolph. The artwork consists of ceramic tiles mounted on wood panels, measuring 9 ft. high by 16 ft. wide. The abstract geometric image was derived from a quilt designed by the artist,which was translated into an etching and then reproduced on ceramic tile. The artwork is located at San Francisco International Airport, Terminal 3, Gate 71.

4. SFAC Galleries
Meg Shiffler
Galleries Director Meg Shiffler presented an overview of an exhibition, co-curated by Jason Hanasik and herself, which will run November 2016 through March 2017. The multimedia exhibition will highlight imagery and themes of individuals that support active United States soldiers and veterans, bridging a dialogue between veterans and arts communities. There will be fourteen artists featured in the exhibition and multiple public programs presented in the summer of 2016 leading up to the exhibition with partners such as Combat Paper, Warrior Writers, Echo Theater Suitcase, Veteran Artists, American Legion. Justseeds Artist Cooperative. Iraq Veterans Against the War.

Motion: Motion to approve artist honoraria to the following artists participating in a fall 2016 SFAC Galleries exhibition focusing on the communities that support U.S. soldiers and veterans: $2000 each to Jason Hanasik and Whitney Lynn; $1000 each to Amber Hoy, Ehren Toole, Michael Hall and Rodney Ewing; $400 each to Althea Thauberger, Amanda Lucier, Jennifer Karady, Jessica Hines, Julie McCarthy, Monica Haller and Suzanne Opton.

5. Art/Lit Living Innovation Zone
Justine Topfer; Cassie Hoeprich, San Francisco Planning Department; Allison Wyckoff, Asian Art Museum; and Youth Art Exchange
Action
Cassie Hoeprich from the San Francisco Planning Department and Allison Wyckoff of the Asian Art Museum presented a Living Innovation Zone project to be located on Fulton Street, in front of the Asian Art Museum from July 2016 – July 2018. The project features a sculptural dragon mounted on a galvanized steel leg structure with a two-sided gallery wall that spans the length below it, along with interactive telescopes stationed alongside it with views into the windows of the Asian Art Museum. The project will feature multiple artists and programs throughout the duration of the exhibit. The project is co-sponsored by Asian Art Museum, Youth Art Exchange, San Francisco Public Library and the Civic Center Community Benefit District with an overall budget of $150,000.
The maintenance and stewardship of the artwork will be additionally funded and led by a private and public partnership with the Asian Art Museum Maintenance team, the Civic Center Community Initiative, Office of Economic Workforce Development, Public Works, Planning and the Recreation and Parks Department. The program will employ at risk youth and adults who to maintain and serve as docents of the project. She also ensured that the plans for the project are being reviewed by the Mayor’s Office of Disability.

6. Transbay Terminal – Jenny Holzer
Director of Cultural Affairs Tom DeCaigny on behalf of Jill Manton
Action
Director Tom DeCaigny introduced Ron Alameida program manager for Public Works and newly appointed Director of Design Construction for the Transbay Project. Mr. Alameida has requested that the Arts Commission to manage the fabrication LED artwork by Jenny Holzer for the new Transbay Terminal. He stated it was his desire to restructure the relationship of the Art Commission’s role from consultant to manager of the fabrication of the artwork. It is his desire to have the fabrication integrated early on in the construction phase of the project much like the recent partnership and successful completion of the General Hospital projects.

Motion: Motion to approve the modification of the Arts Commission’s Intergovernmental Agreement with the Transbay Joint Powers Authority to authorize the Arts Commission to issue and manage the fabrication agreement for an LED artwork by Jenny Holzer for the new Transbay Terminal.

7. Art on Market St Kiosk Poster Series – Jeffrey Canham

Action
Project Manager Justine Topfer presented Jeffrey Canham’s six final poster designs for the current Art on Market Street Kiosk Poster Series Utopian Visions: The Changing Face of Market Street. His text based series, entitled The Best Show in Town, are based upon catch phrases found on old theaters’ billboards along Market Street Based; with the oldest from 1928 and the most recent from 2015. The series will be on display from July 18 through mid-October, 2016.

9. San Francisco International Airport – Hotel
Susan Pontious
Discussion
Program Director Susan Pontious presented an overview of artwork opportunities for a new hotel being planned for the San Francisco International Airport. The proposed city property will include a signature opportunity in the public lobby area, through which the SFO Air Train will stop. She stated there may be opportunities to also integrate portions of the existing permanent collection, such as Yin and Yang, 1992 by Robert Arneson. Additionally, there will be the opportunity to hang artwork in individual hotels rooms. She stated that it may be possible to license artworks for reproductions, citing Laguna Honda and General Hospital has having had successfully used the licensing model. However, the Committee suggested that further counsel and clarification be requested from City Attorney as to if such an agreement would be considered proper utilization of Art Enrichment funds. The project is estimated to produce an Art Enrichment budget of $2.8 million.

10. Civic Art Collection: Recent Conservation Projects
A. Mother’s Building

Staff Report
Senior Registrar Allison Cummings and Project Manager Jennifer Correia presented the recent assessment of the WPA mural Noah and His Ark, 1934 by Dorothy Wagner Puccinelli and Helen Forbes (Accession No. 1936.4) at the San Francisco Zoo, Mother’s Building. The assessment was completed by Architectural Resources Group in conjunction with Recreation and Parks Department. The immediate recommendation is to gain environmental control of the building. Ms. Cummings stated that the mural has been identified as an historical asset and that the assessment will be utilized for capital requests to begin restoration. However, project planning can’t begin until RPD and the Zoo specify how the building will be utilized. It is the hope that that the zoo and private citizens will also assist in raising funds.

Ms. Cummings provided photo documentation of the successful re-installation of multiple artworks from the Civic Art Collection: Hesperides, 1981 by Bruce Beasley (Accession No. 1979.39); Azul, Azul Y Hacer, 1978 by Gustavo Rivera (Accession No. 1979.36); Letter's Missing, 1985 by Raymond Saunders (Accession No. 1986.24); and Storm, Stars and Stripes, 1960 by David Simpson (Accession No. 1979.37) at San Francisco International Airport, Terminal 3 East.
Commissioner Keehn called for public comment. Richard Rothman thanked the commission for their work on the assessment of the Mothers Building and stated he is working with the zoo who is currently engaged in reviewing multiple ideas for the future use of the Mother’s Building.
11. New Business, Old Business, and Announcements

Director DeCaigny stated he will give a full report to Full Commission on July 11 regarding his and staff’s recent attendance to the Americans for the Arts, Public Art Network Conference in Boston. He stated the conference is slated to be held next in San Francisco, in June 2017. The Arts Commission staff, in conjunction with SF Travel, are already in the early stages of planning.
