The meeting commenced at 3:01 p.m.

Commissioner Keehn announced that motion for the “Comfort Women” Memorial was moved to the Consent Calendar.

3.    Consent Calendar
Action 

1.    Motion to approve Miguel Arzabe, artist, and Susie Kantor, Curatorial Associate, Yerba Buena Center for the Arts, as panelists for public art selection panels for the 2017/18 Fiscal Year. 

2.    Motion to approve and to accept into the Civic Art Collection the artwork entitled Shadow Kingdom, 2015, by Adriane Colburn. The artwork consists of five laser-cut, painted steel panels, each in varying heights from 75 in. to 144 in. The individual panels feature abstracted designs of flora and fauna that once inhabited the area. All of the panels are installed within the landscape so that when viewed from a distance they visually line up and take the shape of a California grizzly bear, while creating shadow designs on the ground.  The installation is also inclusive of the surrounding granite curb stones, marking the perimeter of the site. The artwork is located at Daggett Plaza on 16th Street between Hubbell and 7th streets.

3.    Motion to approve and to accept into the Civic Art Collection the artwork entitled Garden Guardians, 2016 by the artist team Wowhaus (Ene Osteraas-Constable and Scott Constable). The artwork is composed of two stylized bronze owls, the first measuring 36 by 24 by 16 inches; and the second 28 by 18 by 12 inches. The artwork is located in Noe Valley Town Square at 3861 24th Street.

4.    Motion to approve the final full scale clay figures for Women’s Column of Strength, by Stephen Whyte, with approval to proceed to fabrication and approval of proposed site at the Kearny and Pine Street corner of St. Mary’s Square Extension Plaza.

5.    Motion to approve the projection of floral images by Obscura Digital onto the façade of the Conservatory of Flowers for a duration of five months, from June until October 2017.

6.    Motion to approve an honorarium payment of $1000 to Cliff Hengst for the research and development of a public program related to the termination of the SFAC Galleries window installation program at 155 Grove Street.

7.    Motion to approve the following curatorial consultants to develop a list of artists whose work may be considered for purchase for San Francisco International Airport, and approval to pay each an honorarium of $1,500 for their services:

8.    Motion to approve the construction document phase deliverables (final drawings and final budget) by Leslie Shows for the Central Subway: Yerba Buena/Moscone Station Ticketing Hall.

9.    Motion to authorize the Director of Cultural Affairs to increase Leslie Shows’s contract for the Central Subway: Yerba Buena/Moscone Station Ticketing Hall from $350,000 to $439,502 (an increase of $89,502) to increase artwork size, increase the number of individual glass panels, and upgrade to low iron glass.

4.    Bill Graham Civic Auditorium - Joseph Kosuth

Action

Director of Public Art Trust and Special Initiatives Jill Manton presented the artwork proposal by Joseph Kosuth for the western façade of the Bill Graham Civic Auditorium Public Art Project. Ms. Manton stated that this was the first project of the Public Art Trust which was made possible by a contribution from the Emerald Fund, which was designated specifically to fund the artwork on the western façade. Ms. Manton stated that Mr. Kosuth was one of three finalists and was selected on the basis of his past work and conceptual approach. The proposed text-based illuminated neon artwork by Mr. Kosuth is a derivation of the words civic and auditorium, which is unique and specific to Bill Graham Civic Auditorium.

One of the many stakeholders involved in the review and approval of the project is the Historic Preservation Commission (“HPC”). HPC staff contributed guidelines that were included in the original Request for Qualifications used to announce the project. HPC’s purview is to ensure the long-term preservation of the design and historic fabric of the Bill Graham Civic Auditorium façade. The method of attaching the artwork to the building will be through the mortar so that there will be no damage to the historic brick cladding. Ms. Manton stated that the application for a Certificate of Appropriateness from the Historic Preservation Commission will soon be submitted. 

Ms. Manton also stated that interpretive plaques will be placed on the lower façade of the building in different languages to provide additional access to non-English speakers. 

Mr. Kosuth, under contract with the Commission, will design and fabricated the artwork. The electrical and neon installation work will be performed under a contract with the Department of Public Works. Ms. Manton said that the goal is to finish the project by the end of 2017. 

Commissioner Keehn participated in a meeting with the multiple stakeholders for the project and stated it is exciting to be working with an artist like Joseph Kosuth.

James Haas stated that San Francisco’s Civic Center focuses not on just one building, but all of the buildings within the area. He stated that the design of Civic Center buildings was to improve the community and lives of the citizens and that this collection of important neoclassical architecture is unparalleled in the US, except in Washington, DC and that it was worth representing this in the artwork on the western façade of Bill Graham Civic Auditorium. He stated the artist should revisit the art opportunity and consider using other words that relate more to the Civic Center instead of to just the Civic Auditorium. 

Motion: Motion to approve the proposal entitled W.F.T. (San Francisco), 2016 submitted by Joseph Kosuth for a text-based illuminated neon artwork to be installed on the western facing facades of the Bill Graham Civic Auditorium for a total project budget of $1,200,000.

Commissioner Beltran announced that she would like to acknowledge that for Item #7 on the Consent Calendar, she is a member of the board at Fort Mason Center for Arts and Culture and Item #7 mentions curatorial consultant Aimee Le Duc, Director of Exhibition and Public Programs at Fort Mason Center for Arts and Culture. She stated she there is no direct conflict and does not have any financial interest.

5.    Treasure Island Phase One Projects

Ms. Manton presented the project outline for three phase one projects for Treasure Island, pending approval of the Treasure Island Arts Master Plan by Treasure Island Development Authority (“TIDA”). Ms. Manton stated that the opportunity to redevelop Treasure Island with a budget up to $50 million for artwork will enhance public-owned space.

Ms. Manton said that the Arts Commission will manage and implement the artwork with support from the Visual Arts Committee on TIDA’s behalf and will function in an advisory capacity. TIDA has the final authority to approve all projects. Commissioner Keehn stated that it might be best to conduct a joint meeting to better understand the art project development of Treasure Island.

Ms. Manton presented the project outline for the Water Front Plaza, Cityside Waterfront Park, and the Yerba Buena Island Hilltop Park. The Water Front Plaza offers a significant opportunity for a gateway sculpture. The Cityside Waterfront Park provides an opportunity for a series of sculptures to be installed along the shoreline. Development on Yerba Buena Island will also be included in the Treasure Island Arts Master Plan, specifically a project on the Yerba Buena Island Hilltop Park. The northern hilltop offers an opportunity for another full-scale sculpture. Each of the three projects has a budget of $1.7 million.

Ms. Manton said that she looks forward to recommendations from the Commissioners regarding artists for these three projects. 

Ms. Manton stated if the Commissioners have any questions about the Treasure Island Arts Master Plan to please contact her before it is presented to the Full Commission Meeting on June 5, 2017.

6.    Garfield Pool

Action

Project Manager Zoë Taleporos presented the selected finalists for the Garfield Pool public art project. The artwork will be located at the renovated Garfield Pool building on the west facing glass façade of the natatorium. She stated that the artwork will likely be fabricated as a film laminate or ceramic frit pattern on the upper portion of the wall, and that the artists will have to design around certain constraints for transparency and sun protection. 

The artist selection panel met on May 8, 2017, where it was presented with the qualifications of 16 artists.  From that group, the panel selected artists Miguel Arzabe, Favianna Rodriguez, and Muzae Sesay as finalists for the project. Benicia Gantner was selected as the alternate.

Commissioner Sklar. who served on the panel, stated that there was a good selection of artists to choose from and the panelists were very rigorous about the selection process.

7.    Van Ness Bus Rapid Transit (VN-BRT) – Jorge Pardo

Project Manager Justine Topfer presented artist Jorge Pardo’s conceptual design and revised location at Geary Stations for the Van Ness Bus Rapid Transit (“VN-BRT”) art project. Ms. Topfer stated that there is not much art in that area of the city which will supplement the extension of bus routes in the coming years. 

Ms. Topfer showed the Commissioners the revised location for the artwork, where the artwork will not only take up more space but will face each other at the Geary Station. Ms. Topfer said that there are not any updated drawings for the site.

Commissioner Keehn agreed that it is a great location for the artwork.

Ms. Topfer stated she will need to obtain approval from the California Department of transportation for the installation.

8.    San Francisco International Airport

A.  Terminal 1, Temporary Boarding Area B – Jason Jagel

Ms. Topfer presented the design development deliverables for artist Jason Jagel’s temporary artwork, When Pink Elephants Fly, which will be located at the San Francisco Airport: Terminal 1, Temporary Boarding Area B. 

Ms. Topfer stated that the installation of the artwork will begin soon in order to offer the Americans for the Arts (“AFTA”) visitors and Public Art Network (“PAN”) Tours in mid-June. The artwork will be on the temporary wall for about a year and half.

B. International Terminal, Boarding Area G, Gate Room 100 – Kota Ezawa

Ms. Topfer and artist Kota Ezawa presented the design development and construction phase deliverables for Mr. Ezawa’s artwork, Mondrian Meets the Beatles, for the San Francisco International Airport, International Terminal, Boarding Area G, Gate Room 100. Mr. Ezawa explained the design development and construction process to the Commissioners and shared images of the artwork. Ms. Topfer explained that the mock up is ten feet tall so it could not be brought to the meeting

Commissioner Keehn asked if the artwork is made of metal.

Mr. Ezawa stated that it is painted wood with water-based paint. 

Ms. Topfer stated there is about six inches between each layer and is about 26 feet tall and will cover a majority of the wall in Gate Room 100.

The artist selection panel met on April 24, 2017, where panelists were given an overview of the SFO Terminal 1 and Hotel suspended art opportunities, including the specific project details for the Terminal 1 TSA checkpoint project. The panelists were presented with qualifications from 10 artists and selected four finalists. The artist selection panel selected artists Liz Glynn, Jacob Hashimoto, Ranjani Shettar, and Tomás Saraceno.

The panelists were presented with qualifications from 11 artists and selected three finalists. The artist selection panel selected artists Jacob Hashimoto, Dana Hemenway, and Tahiti Pehrson.

Ms. Topfer presented the selected finalists for the San Francisco International Airport, AirTrain Extension, North Concourse Wall, art glass public art project. The artist selection panel met on May 8, 2017, where panelists were given an overview of the potential SFO art glass public art sites, including the specific project details for the AirTrain Extension, North Concourse Wall project. The panelists were presented with qualifications from 9 artists and selected four finalists. The artist selection panel selected artists Sarah Cain, Jeffrey Gibson, Sarah Morris, and Meghann Riepenhoff.

The AirTrain Extension, North Concourse Wall is part of the opportunity to provide a new station for the new hotel. The art opportunity is about 11 feet tall by 110 feet. The artwork will lead into the concourse.

The artist selection panel met on May 8, 2017 to review the qualifications of 10 artists. The panel then selected artists Bernadette Jiyong Frank, Alicia McCarthy, and Meghann Riepenhoff as project finalists.

9.    N-Judah Gateway Plaza

Mr. Davies presented the selected finalists for the N-Judah Gateway Plaza public art project. The artist selection panel met on April 27, 2017 to review the qualifications of 14 artists. The panel then selected artists Aileen Barr, Sarah Hotchkiss, and Jesse Schlesinger as project finalists.

10.    1500 Mission Street – Atrium Lobby

Senior Program Manager Jennifer Lovvorn presented the selected finalists for the atrium lobby of the 1500 Mission Street Office Building. The artwork will be a suspended piece in the atrium lobby. The lobby will be publically accessible, and viewed when entering the building for permits and other City services. The artist selection panel met on the morning of May 17, 2017, where panelists were given an overview of the public art project. The panelists were presented with qualifications from 21 artists and selected four finalists and one alternate. The artist selection panel selected artists Sanaz Mazinani, Tomas Saraceno, Ranjani Shettar, Sarah Sze, and alternate Liz Glynn.

11.    Bayview Gateway

Action

Project Manager Mary Chou presented the final design deliverables for the public art project by Cliff Garten for Bayview Gateway. Ms. Chou stated that the conceptual design was presented to the Commissioners over a year ago. The artwork is an 18-foot sculpture inspired by Islais Creek; it is made of bronze, with what the artist describes as a blue patina, and stainless steel. To complement the sculpture, on the east side of the site there will be a horizontal banner on the fence near the fire station. The material will be printed on a vinyl, UV-resistant material. Ms. Chou displayed a sample of the proposed color for the fence fabric for approval; she also explained that the artist proposes placing the sculpture on a planted mound in order to highlight the sculpture, as well as deter vandalism around the sculpture base.

12.    Westside Pump Station Reliability Improvements Project

Ms. Chou presented artist Jetro Martinez’s proposal selected for the Westside Pump Station Reliability Improvements Project. Ms. Chou stated that the panel reviewed three artists’ proposals: Jet Martinez, Aileen Barr, and Jovi Schnell. Ms. Chou stated that the panelists liked how Mr. Martinez was able to create an artwork that is timeless, elegant, and calming. Mr. Martinez proposes using Keim paint, which will strongly adhere to the concrete surface at the Westside Pump Station. Mr. Martinez stated there was enough money in the budget for art treatment around the tower as well as the proposed location.

Public Utilities Commission (“PUC”) Representative, Blair Randall, sat on the artist selection panel. He stated that the PUC is really pleased with Mr. Martinez’s work both aesthetically and its long-term durability.

Commissioner Beltran, who also served on the artist selection panel, stated Mr. Martinez was almost unanimously selected.

Ms. Topfer presented the selected artists for the second iteration of the Peephole Cinema project. The San Francisco International Airport: Terminal 1, Temporary Boarding Area B, Peephole Cinema project offers travelers the opportunity to view a series of silent films. Ms. Topfer stated that after a year of the current art installations at the interim Boarding Area B, new films will be displayed at the Peephole Cinema location. Ms. Topfer presented the Commissioners with video artwork from artists Jefferson Pinder, Chris Sickels, and Kate Rhodes.

Commissioner Beltran and Keehn announced there will be an opening reception for the Masters of Fine Arts (“MFA”) Exhibition at the San Francisco Arts Institute on May 19, 2017 and the exhibition will continue through May 21, 2017. The MFA Exhibition at Mills College is currently on display until May 28, 2017. The University of California, Berkeley MFA Exhibition will be on display from May 17 through June 11, 2017. Commissioner Beltran stated that the California College of the Arts had their MFA exhibition conclude the previous week.
