1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:01pm.

2. General Public Comment

Commissioner Keehn announced virtual meeting instructions. Program Associate Tara Peterson announced public comment instructions.

Commissioner Keehn called for public comment.

Richard Rothman public comment: 

“Hello, my name is Richard Rothman, and I want to talk about the incident at Coit Tower. One of the water pipes sprung a leak and caused damage to several murals at Coit Tower. It would be good if the committee asked staff to report on this incident. This incident could've been avoided, but now the Art Commission needs to raise funds to repair the murals.  The community needs to set up a fundraising effort to repair the murals. I do not think the Art Commission should pay for the work. In reading the staff report of what happened, PUC should be the one paying for the repairs.”

3. Consent Calendar

1. Motion to approve Chinese Pattern and Landscape Mural, a mural design by artist Sorell Tsui. The mural will cover the north side of 1201 Powell St., facing Woh Hei Yuen Park. The painted mural will be two panels; the left panel measuring approximately 45 ft. by 21 ft.; and, the right panel measuring approximately 48 ft. by 18 ft. 6 in. The project is funded by the Chinatown Community Development Center and a Community Challenge Grant. The painted mural will not become part of the Civic Art Collection.

2. Motion to approve Construction Document phase deliverables for the artwork by Norie Sato for the Headworks Facility of PUC’s Southeast Wastewater Treatment Facility.

3. Motion to issue a letter of conditional acceptance to Julie Lepinard and the JSLH Foundation for the gift of La Rose des Vents by Michel Othoniel for installation in Golden Gate Park; the letter of conditional acceptance acknowledges that all contractual obligations prior to installation of the sculpture have been met and the donors may proceed with delivery and installation of the artwork.

4. Motion to accept into the Civic Art Collection the artwork titled Circadian Transit, 2019, by Tahiti Pehrson. The laser jet cut painted aluminum work is suspended from the ceiling at the San Francisco International Airport: Hyatt Hotel and measures approximately 12 ft. by 6 ft. by 23 ft. The artwork depicts moiré patterns that reference the realms of mathematics, arts and crafts, and explores the interplay between light, shadow, and architectural space.

4. COVID Command Center Art Projects
Meg Shiffler

SFAC Galleries Director Meg Shiffler presented projects engaging artists in the COVID prevention and recovery effort. Ms. Shiffler is currently serving as the Arts Recovery Liaison at the Covid Command Center and is working with artists to aid in the prevention and recovery process. The three projects that Ms. Shiffler conceived of and is managing are:

Artist in Residency Program, Artist Designed Face Masks, and Clarion Alley Mural Project.

Other City-funded Community Projects that Engage Artists and Intersect with the COVID Command Center are: K-Rail murals in the Tenderloin, Artist-designed masks for the Latinx community, Children’s art masks distributed by the faith community, Bayview mask and photo project, and YBCA managing a grant of 30+ new murals on boarded up storefronts by Paint the Void and artists as Community Health Ambassadors in shared spaces and events.

Commission Keehn asked Deputy Director of Programs Joanne Lee to report back to the Visual Arts Committee during the December 2020 meeting on how the Covid Command Center and SFAC might collaborate on the artist in residency program.

5. Potrero Gateway
Zoë Taleporos

Project Manager Zoë Taleporos presented the Project Outline for the Potrero Gateway public art project. The location of this project is 17th Street between Vermont Street and San Bruno Avenue, bordering the 101 freeway. Artwork opportunities at this site include: murals on the four 8’ x 8’ concrete piers at sidewalk level, murals and/or tile on retaining walls and concrete planters/seaters that will be added to the site, or ground embedded up-lighting installed along the sloped area, if budget and site constraints allow.

The artwork at this location will be on Caltrans property and therefore subject to Caltrans requirements. Ownership of the artwork will be transferred to Caltrans upon completion and will not be accessioned or maintained by the Civic Art Collection.

The project goals are to execute an artwork that transforms the 17th Street area into an engaging, beautiful, and compelling public environment and thoroughfare. It is envisioned that the artwork would connect to the larger Potrero Gateway Project, enhances way-finding, enriche the experience of traveling through the area. If possible within the budget, the work would have both a day and night presence.

The budget for this project is $350,000; the artist contract is $217,000.

6. 2020 Art on Market Street Poster Series
Craig Corpora

Program Associate Craig Corpora presented the final design by Justin Hall for the 2020 Art on Market Street Poster Series. For his series Marching Toward Pride, Hall created six double-sided comic posters (12 total), depicting pivotal moment in San Francisco LGBTQ history during the 15 years leading up to (and including) the city’s first Pride Parade. Hall conducted extensive research for his stories. Each poster was vetted by historians for accuracy and most of the text comes from quotes. The 6 poster stories are colored to reference the rainbow flag and they will be installed in chronological order.

7. San Francisco International Airport: Harvey Milk Terminal 1
Marcus Davies

Project Manager Marcus Davies presented the completed artworks by Gay Outlaw for the San Francisco International Airport, Harvey Milk Terminal 1 Courtyard. 

Commissioner Keehn called for public comment; there was none.

Motion: Motion to approve as installed the completed artworks Bird Plane House, 2020, aluminum, paint; Intersection, 2020, concrete, terrazzo; Shell, 2020, steel, concrete, paint, by Gay Outlaw for the San Francisco International Airport, Harvey Milk Terminal 1 Courtyard.Moved: Beltran/Ferras

8. Fire Station #35
Marcus Davies

Mr. Davies introduced Project Manager Sarita Schreiber from Hood Design Studio, who presented the revised final design deliverables by Hood Design Studio, Inc. for an artwork at Fire Station #35. Ms. Schreiber described the images selected that will be produced in glass and installed within the tessellated steel structure of the artwork.The left side of the sculpture will show images celebrating San Francisco Fire Boat History. The right section will depict fireboats and firefighters battling various San Francisco disasters. The final panel (image #8 of the presentation) be replaced with an image of the fireboat’s response to the four-alarm fire at Pier 45 on May 23, 2020. The image will be internally approved at a later date.

9. New Business and Announcements

Commissioner Ferras announced that she is included in the art show 10xTEN, which is being held at Faultline Art Space at 850 42^nd Ave., Oakland, CA. The show runs from November 20, 2020 until February 20, 2021. 

Commissioner Walker announced a meeting organized by several arts organizations and economic task force members to follow up with and check-in with the community about pandemic recovery efforts. The meeting is scheduled for Thursday, December 17^th at 3:30pm.
