1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:06pm.

3. Consent Calendar

Commissioner Keehn called for public comment; there was none.

  1. Motion to approve We Live Here, ten vinyl wrapped utility box designs by artist Mel Vera Cruz. The artwork will be installed on ten utility boxes located in South of Market. The project is funded by a grant from the Zellerbach Family Foundation Community Arts Program. The artwork will not become part of the Civic Art Collection.
     
  2. Motion for the Director of Cultural Affairs to approve the artist honoraria to the following individuals: Sam Contis $2,000, Carolyn Lazard $600, and Carmen Winant $2,600 for the development of works that will be included in the SFAC Main Gallery exhibition Bed of Trouble.
     
  3. Motion to authorize the Director of Cultural Affairs to increase the contract with White Light Inc. for an artwork at Central Subway Union Square Market Street Station from $448,623 to an amount not to exceed $458,723 (an increase of $10,100) to allow for additional engineering services required of the project.
     
  4. Motion to authorize the Director of Cultural Affairs to increase the contract with Demiurge LLC for fabrication of an artwork at Central Subway Union Square Market Street Station from $819,287 to an amount not to exceed $872,806 (an increase of $53,519) to allow for additional labor and materials required of the project.
     
  5. Motion to approve the arts professional Micki Meng, Founder of &Art&, as a panelist for public art selection panels for the 2019-2020 and 2020-2021 Fiscal Years.

4. Salesforce Transit Center—Jenny Holzer

Public Art Trust and Special Initiatives Director Jill Manton sought approval for a contract modification of the existing agreement with Kiboworks, the fabricator of the Jenny Holzer artwork, White Light. As the two project mockups were installed in the fall and early winter, we were not able to accurately anticipate the brightness of the summer sun in San Francisco and its impact of the legibility of the text-based artwork on sunny afternoons. The upgrade solution will increase the brightness of the work by 17% and based upon studies performed by outside consultants at the artist’s request, will have the intended impact of increased readability on sunny days. The additional funds will come from the contingency set aside from the project budget. Ms. Manton assured the Commissioners that the increased brightness will not be visible outside of the building.

Motion: Motion to authorize the Director of Cultural Affairs to modify the existing agreement with Kiboworks, the fabricator of the Jenny Holzer text-based LED artwork at the Salesforce Transit Center, from $1,263,061 to an amount not to exceed $1,331,069 (an increase of $68,008). The amended agreement will also authorize an additional scope of work to be performed that will upgrade the brightness of the LED lighting system and extend the contract completion date until December 1, 2021.

5. SFAC Main Gallery Exhibition

Assistant Curator Jackie Im introduced the 2020 SFAC Main Gallery exhibition Conversation 8: Harry Dodge and Alicia McCarthy. Conversation is an ongoing series of exhibitions at the San Francisco Arts Commission Gallery featuring a local artist alongside an artist from another point on the globe. Harry Dodge is a visual artist, whose interdisciplinary practice is characterized by its explorations of relationships and materiality. Dodge’s sculpture, drawings, and video work has been exhibited at many venues nationally and internationally. Dodge was one of the founders of the San Francisco community-based performance space, The Bearded Lady, which served as a touchstone for a pioneering, queer, DIY literary and arts scene in the 1990s. Alicia McCarthy is an Oakland-based artist and is a member of San Francisco’s Mission School. She has exhibited both nationally and internationally and her work is included in several important public and private collections. Conversation 8: Harry Dodge and Alicia McCarthy will be curated by Nancy Lim, who is assistant curator of painting and sculpture at the San Francisco Museum of Modern Art, where she focuses on postwar, contemporary, and California art.

Motion: Motion for the Director of Cultural Affairs to approve the curatorial honorarium of $4,000 to Nancy Lim for the research and development of the SFAC Main Gallery exhibition Conversation 8, set to open on April 17, 2020.

6. Golden Gate Golf Club House

Civic Art Collection and Public Art Program Director Susan Pontious requested reallocating art enrichment funds that are allocated to the Golden Gate Golf Club House The $30,000 in art enrichment funds that the construction of the Golden Gate Golf Club House would generate is inadequate to execute a meaningful art project there and the funds could better support other ongoing Recreation and Parks Department projects.

Commissioner Keehn called for public comment; there was none.

Motion: Motion to reallocate the $30,000 art enrichment funds generated by the construction of the Golden Gate Golf Club House to supplement the budgets of other Recreation and Parks Dept. public art or conservation projects because the art enrichment funding generated by the golf club house is inadequate to execute a meaningful art project there.

7. 49 South Van Ness

A. Prefunction Gallery Wall— Meghann Riepenhoff

Project Manager Marcus Davies presented Meghann Riepenhoff’s final imagery and material and fabrication mockup as part of the Construction Document Phase deliverables for the Gallery Wall Artwork at 49 South Van Ness. Ms. Riepenhoff’s final work will consist of six 8 ft. tall by 4 ft. wide dye-sublimated printed aluminum panels, installed across a 20 ft. long wall.

Motion: Motion to approve artist Meghann Riepenhoff’s Construction Document phase deliverables, including final imagery and a material and fabrication mockup for the Gallery Wall Artwork at 49 South Van Ness.

B. Forum Sculpture—Sanaz Mazinani

Mr. Davies presented Sanaz Mazinani’s material and fabrication mockup as part of the Construction Document Phase deliverables for the Forum Artwork at 49 South Van Ness. The sculptural installation will consist of 20 cast steel forms, ranging in size from 3 ft. to 6 ft. tall. All the individual objects will be fully ADA complaint and a sun study will be conducted to make sure the glare off the reflective surface is safe.

Motion: Motion to approve artist Sanaz Mazinani’s Construction Document phase deliverables, including a material and fabrication mockup for the Forum Artwork at 49 South Van Ness.

Guy Place Park—Adriane Colburn

Mr. Davies presented the fabrication mockup produced by Gizmo Art Production for Adriane Colburn’s artwork at Guy Place Park. The galvanized panels are coated with Tnemec paint and each cut in the panels have been ground down to eliminate any sharp edges.

Mint Plaza
Aleta Lee

Project Manager Aleta Lee presented HYBYCOZO’s final design of for the artwork, Aurum, which will be installed at Mint Plaza. The 11 ft. tall exploded star form, will be composed of intricately patterned laser-cut stainless steel panels and will sit on an ADA compliant concrete base.  

Commissioner Keehn called for public comment; there was none.

Motion: Motion to approve the final design by HYBYCOZO for the Mint Plaza public art project.
