1. Motion to approve and to accept into the Civic Art Collection the artwork entitled Auspicious Clouds | Heavy Fog, 2018, by Michael Arcega. The seven painted steel benches draw inspiration from cloud motifs found in traditional Chinese art and architecture. The artwork varies in height from 3 ft. to 4 ft., and in length from 5 ft. to 8-1/4 ft. The artwork was commissioned for the Department of Public Works Broadway Chinatown Streetscape Improvement Project, and is located along Broadway between the east end of the Robert C. Levy Tunnel and Columbus Avenue.
 
2. Motion to approve and to accept into the Civic Art Collection the artwork entitled Points of Departure, 2018, by Scott Oliver. The three sculptural signposts feature a number of arrows pointing in all directions with place names and distances inscribed on them. Each place name is a response to a particular question associated with each post. The artwork consists of painted aluminum and steel, and measures approximately 13 ft. by 7 ft. The artwork was commissioned for the San Francisco Municipal Transportation Authority Masonic Avenue Streetscape Improvements Project, and is located at the corner of Geary Boulevard and Masonic Avenue.
 
3. Motion to approve and to accept into the Civic Art Collection, the following 65 artworks. Imagery for each original artwork was licensed and reproduced as a digital print on aluminum plate for Zuckerberg San Francisco General Hospital Acute Care Building, Two-Dimensional Artwork Program.

4. Motion to approve the following panelists for public art selection panels for the 2018/19 and 2019/20 Fiscal Years:

Astria Suparak, Independent Curator, Writer, Adjunct Professor at California College of the Arts.
 
5. Motion to (A) rescind the approval of the purchase of the following artwork for display at the San Francisco International Airport: Grand Hyatt Hotel as recommended by the artist selection panel:
 
Ala Ebtekar, Zenith (IV), 2015, acrylic over cyanograph on canvas, 72 in. by 125 in., $50,000 (part of Arts Commission RESOLUTION NO. 0507-18-149)
 
and (B) approve the purchase of the following artwork for display at the San Francisco International Airport: Grand Hyatt Hotel:
 
Ala Ebtekar, Zenith (VII), 2016/17, acrylic over cyanotype exposed to sunlight on canvas, Quadriptych, 72 in. x 145 in. (72 in. x 36-1/4 in. each panel), $50,000, as approved by the Airport Commission (RESOLUTION NO. 18-0236).
 
6. Motion to approve Watch Our Garden Grow, a mural design by artist Elaine Chu. The painted mural will be installed at Paul Revere Elementary School at 555 Tompkins Avenue, along an exterior wall on Tompkins Avenue and Banks Street. The painted mural will measure approximately 4 ft. by 11 ft. by 27 in. The project is funded by the Community Challenge Grant, and is sponsored by the Paul Revere Elementary School Parent Teacher Association; the painted mural will not become part of the Civic Art Collection. 
 
7. Motion to approve A Garden of Our Own, a mural design by artist Elaine Chu. The painted mural will be installed at Paul Revere Elementary School at 555 Tompkins Avenue, along a community garden gate entrance on Tompkins Avenue and Banks Street. The painted mural will measure approximately 27 ft. by 5 ft. The project is funded by the Community Challenge Grant, and is sponsored by the Paul Revere Elementary School Parent Teacher Association; the painted mural will not become part of the Civic Art Collection. 
 
8. Motion to approve the Final Design Phase deliverables (construction documents and final design drawings) by Jim Campbell and Werner Klotz (DBA White Light Inc.) for an artwork at Central Subway: Union Square Market Street Station.

4. Treasure Island Art Program
 
A. Yerba Buena Hilltop Park – Andy Goldsworthy

Program Associate Aleta Lee presented on behalf of Director of Public Art Trust and Special Initiatives Jill Manton. Ms. Lee stated that artist Andy Goldsworthy was asked to submit preliminary designs for a stairway at Yerba Buena Island for the Treasure Island Art Program. Mr. Goldsworthy was a finalist for the Yerba Buena Hilltop Park project but was not awarded the project. The Treasure Island Development Authority and the Treasure Island Art Steering Committee were very enthusiastic about Mr. Goldsworthy’s proposal and asked that he move forward with developing his proposal designs on Yerba Buena Island. Ms. Lee added that Mr. Goldsworthy’s preliminary designs will be presented to the Committee for their review.

Motion: Motion to authorize the Director of Cultural Affairs to enter into a memorandum of understanding with Cheryl Haines Gallery for an amount not to exceed $35,000 for the submission of preliminary designs by artist Andy Goldsworthy for a project at Yerba Buena Island for the Treasure Island Art Program.

5. Muni Art 2019

Ms. Lee presented the 2019 Muni Art Project. The 2019 project will consist of integrating poetry into the art opportunity. Poems by five local poets were selected for the art project. Then, five local artists were selected for the opportunity to use Muni buses as a canvas for their art. Their artwork responds to the five poems.
 
Commissioner Silverman called for public comment. There was no public comment.
 
Motion: Motion to approve the slate of artists selected for the 2019 Muni Art Program sponsored by SF Beautiful including Nick Cook, Arthur Koch, Bhavna Misra, Crystal Vielula, and Christine Weibel, each of whom will have 20 Muni buses to use as a canvas for their artwork which was designed in response to poems by Francisco X. Alarcón, Brenda Hillman, C. Dale Young, Jane Hirshfield, and Cedar Sigo, from January 1 through April 30, 2019.

6. SFAC Galleries: Mik Gaspay Installation

SFAC Galleries Associate Curator Jackie Im presented Enter: 126, an annual exhibition that will be in the SFAC Main Gallery entryway starting January 25, 2019. The SFAC Galleries commissioned artist Mik Gaspay to create an artwork that will be on view for one year. The artist will create a suspended artwork that will resemble the pillars and archway of the San Francisco War Memorial Building. The artwork will be viewable from the hallway corridor.
 
Commissioner Silverman called for public comment. There was no public comment.
 
Motion: Motion for the Director of Cultural Affairs to approve an honorarium in the amount of $7,000 to Mik Gaspay for the research and development of his installation in the SFAC Main Gallery, opening January 25, 2019.

7. San Francisco International Airport 
 
A. Grand Hyatt Hotel – Tahiti Pehrson
Zoë Taleporos, Tahiti Pehrson 
Action
 
Project Manager Zoë Taleporos presented the design phase deliverables by artist Tahiti Pehrson for a suspended artwork at the 4th floor lobby of the San Francisco International Airport: Grand Hyatt Hotel. Ms. Taleporos was joined by Mr. Pehrson to present the updated design. Mr. Pehrson’s suspended artwork will be an oval form made up of multiple monochromatic white disks. Each disk will be fabricated from powder-coated aluminum and have an intricate system of overlapping patterns. 
 
Mr. Pehrson stated how the updated design of his artwork will be highlighted by the natural light of the nearby windows, creating transparency through the patterns on the disks. The work will be suspended slightly at an angle to create a more organic look. Ms. Taleporos shared that there will be five different configurations of the art disks.
 
Mr. Pehrson shared that the artwork will be off-white to mimic paper and will ensure that the hardware will be small to maintain the artwork’s lightweight feel.

B. Consolidated Administration Campus, Phase One Building Lobby

Project Manager Rebecca Camacho presented the design development phase deliverables (artwork renderings) by THEVERYMANY for the entry lobby of the San Francisco International Airport: Consolidated Administration Campus Building. Ms. Camacho explained that she is readdressing the September Visual Arts Committee presentation where commentary at that time requested the artist to redesign the endings of the artwork. 
 
The Commissioners all agreed that they liked the redesign of the endings much better. 
 
Ms. Camacho also addressed the overall color scheme requested by the Commissioners in September.

C. Grand Hyatt Hotel – Miguel Arzabe

Project Manager Trisha Lagaso Goldberg presented artist Miguel Arzabe’s conceptual design proposal for San Francisco International Airport: Grand Hyatt Hotel. Mr. Arzabe was commissioned to create one of his signature paper weavings for the hotel. The artist collects paper ephemera from Bay Area art exhibitions that he attends, which he uses as weaving material to create these pieces. Commissioner Silverman noted that one of the artworks included in his design is very recognizable and attributable to the artist. 
 
Ms. Lagaso Goldberg continued to explain how Mr. Arzabe has personal relationships with some of the artists included in his proposal. She shared that the patterning references the artist’s cultural heritage of Andean textile weaving and that Mr. Arzabe can make any particular image more or less obscure. 
 
Director of Cultural Affairs Tom DeCaigny asked if the copyright approvals for each image have been granted. Ms. Lagaso Goldberg replied that she would confirm with the artist regarding copyright approval for each image. 
 
Commissioner Silverman called for public comment. There was no public comment. 
 
Commissioner Silverman stated that the motion would move forward pending approval of copyrighted material.

8. Garfield Pool
Trisha Lagaso Goldberg

Ms. Lagaso Goldberg presented the design development phase deliverables (artwork renderings) by artist Favianna Rodriguez for the glass façade at Garfield Pool. The artwork will be on a west-facing wall along the pool building. The artwork will separate the pool interior from the courtyard outside. Ms. Rodriguez conducted a community workshop with youth to solicit feedback on her artwork and original design. The artist led them through an exercise and incorporated the findings into her design. For example, Ms. Rodriguez substituted desert plants with ocean-based plants. 
 
The artwork will span across five bays, at approximately 8 ft. by 23 ft. each. The design team asked for more natural light to be let into the pool building so, as such, Ms. Rodriguez will use clear glass where the color beige is used in her design.
 
Commissioner Beltran added that the black outlining on the figures added to the artwork and helps the figures to stand out.

9. Southeast Health Center Expansion Project

Ms. Lagaso Goldberg presented the selected artists and artwork proposals for the Southeast Health Center Expansion Project. The artist selection panel met on November 16, 2018, where two artists were selected for two different locations. Artist Ramekon O’Arwisters was selected for the Entry Lobby Wall, and Ronald M. Saunders was selected for the 2nd Story Glass Partition.
 
Ms. Lagaso Goldberg shared that Mr. O’Arwister’s proposal consists of a textile weaving made of strips of fabric that the artist will sew, crochet, and knit together. Civic Art Collection and Public Art Program Director Susan Pontious stated that the artwork will be enclosed in a Plexiglas case and there is an option to somewhat niche the wall to protect the artwork.
 
Ms. Lagaso Goldberg shared Mr. Saunders’ proposal of glass partitions for two waiting rooms located on the second floor of the center. The Southeast Health Center staff asked if glass partitions could be transparent enough to let in natural light, but provide privacy. On the two glass partitions, the artist proposes to use photogram images of medicinal plants as the source for his design. Mr. Saunders offered options for different plants, including the African Acacia and Gladiola.

10. Moscone Expansion Project – Paseo Mural

Project Manager Marcus Davies presented the final design phase deliverables by artist Brendan Monroe for an outdoor mural for the Moscone Expansion Project, to be located on the south wall of the Paseo between 3rd Street and Yerba Buena Children’s Garden. Mr. Davies shared that the client expressed interest in expanding the design to the service bridge. 
 
The artist will use KEIM paint and a graffiti coating for protection. The mural is scheduled to be installed in January.

11. 1550 Evans Southeast Community Center

Action
 
Project Manager Mary Chou presented the selected artists and artwork proposals for 1550 Evans Southeast Community Center. The artist selection panel met on November 2, 2018, where two artists were selected for two different locations. Ms. Chou presented selected artist Kenyatta Hinkle’s proposal for the Southeast Community Center: Main Lobby. Ms. Hinkle will be conducting a one-year residency in the Bayview District to inform the content and design of the artwork. Her work will use water as unifying element, as water is both a source of healing and connected to the work of the wastewater treatment plant. 
 
The artist selection panel felt that Ms. Hinkle’s artwork is better suited for the Alex Pitcher Room, as fellow selected artist Phillip Hua’s proposal is better suited for the Main Lobby. Mr. Hua’s proposal shows the six founders of the Southeast Community Center and their relationship to the Bayview. With quotes and text incorporated into his work, the selection panel felt Mr. Hua’s work would be best if redesigned for the Main Lobby.
 
Director DeCaigny commented on switching Mr. Hua’s proposal to the Main Lobby will break up the cohort in his design, which may be best represented in a unified manner. Ms. Chou replied that the Arts Commission staff will work with Mr. Hua to modify his design for the new space. Ms. Pontious shared that the panel felt that Mr. Hua’s artwork will be better suited in the Main Lobby because it would give visitors the opportunity to view details up close.
 
The San Francisco Public Utilities Commission’s Arts and Education Manager Blair Randall shared that the artists and their proposals are very well suited for the site. 

Commissioner Schnair commended the Arts Commission staff for their effort with the artist selection process at the Southeast Community Center.

12. Recommendation to Deaccession Ned Kahn’s Rain Portal, 2012, located at the Public Utilities Commission Headquarters

Ms. Pontious and Senior Registrar Allison Cummings presented the report on the San Francisco Public Utilities Commission’s (“SFPUC”) request and Arts Commission staff’s recommendation to deaccession from the Civic Art Collection Rain Portal, 2012 by Ned Kahn. Ms. Pontious stated that the artwork is made of polycarbonate laminate panels with tiny interior channels. Water is pumped to the top of the panel and flows down through the channels to the bottom of the panel where it is to be re-circulated. Ms. Pontious said that water tends to collect in the bottom of the panels allowing algae to grow in those areas. It was also discovered that cracks and failures in the panels were also contributing to the maintenance issues. Ms. Pontious also noted that replacement panels are not available. Fine arts conservators, ARG Conservation Services (“ARG”), reviewed and reported on the possibility to repair the artwork. The report showed that restoring the artwork would be unreasonable due to the high costs and that there would be ongoing maintenance even if repaired properly. Ms. Pontious stated that the artist has been contacted, is in agreement, and understand the work is not responding well. 
 
Commissioner Beltran commented that it is a challenge to get an artwork to always work properly when water and electronics are involved.
 
Mr. Randall stated that the SFPUC is grateful for the Arts Commission and their willingness to deaccession Rain Portal. While the SFPUC really enjoys Firefly (Ned Kahn artwork located outside of SFPUC headquarters at 525 Golden Gate Avenue), Rain Portal does not reflect the type of high quality artwork the Arts Commission provides to the city. 
 
Commissioners Beltran and Silverman asked what next steps are for that location. Mr. Randall shared that the SFPUC is working with Arts Commission staff to install a new artwork.  
 
Ms. Cummings commented that staff has been working with fine arts conservators and other contractors for years to resolve the issue with Rain Portal but as the staff report details, it would be expensive to repair and professionals are not sure if would work properly.
 
Commissioner Silverman called for public comment. There was no public comment.
 
Motion: Motion to recommend to the full Arts Commission, at the request of the Public Utilities Commission (SFPUC), the deaccession from the Civic Art Collection of Ned Kahn’s Rain Portal, 2012 (Accession #2014.4) due to unrepairable materials and systems failure. Rain Portal is currently installed in the entry of the Public Utilities Commission Headquarters at 525 Golden Gate Avenue.

Motion: Motion to approve, at the request of the Public Utilities Commission (SFPUC), the disassembly and dispersal of materials making up Ned Kahn’s Rain Portal, 2012 following the expiration of a 90 day notice period in which the artist or a party authorized by the artist is given the opportunity to remove and relocate the artwork.

Discussion
 
Commissioner Silverman shared that artist Woody De Othello’s artwork, represented by Jessica Silverman Gallery, will be presented at Art Basel Miami Beach from December 6, 2018 through December 9, 2018. Director DeCaigny added that the SOMArts Cultural Center will also be in attendance at Art Basel. 
 
Project Manager Jackie von Treskow shared that the Request for Qualifications deadline for the sculpture honoring Dr. Maya Angelou at the San Francisco Main Library is January 11, 2019.
 
Commissioner Silverman called for public comment. There was no public comment.
