Action
 
1. Motion to approve Tompkins Avenue Stairs, a tile stairway design by artist and architect Andre Rothblatt. The porcelain tiles will be installed on the Tompkins Stairs on Tompkins Avenue between Nevada and Putnam Streets, measuring approximately 140 ft. by 5 ft. The project is funded by the Community Challenge Grant, and is sponsored by the San Francisco Parks Alliance; the tile stairway will not become part of the Civic Art Collection.
 
2. Motion to approve Longfellow Mural: Our Path to Peace, a mosaic mural design by artist Ross Holzman. The mosaic mural will be installed at Longfellow Elementary School at 755 Morse Street, along the exterior walls on Morse and Lowell Streets. The mosaic mural will measure approximately 150 ft. by 8 ft. on Morse Street and 120 ft. by 8 ft. by 13 in. on Lowell Street. The project is funded by the Community Challenge Grant and Public Education Enrichment Funds, and is sponsored by the Longfellow Elementary School Parent Teacher Association; the mosaic mural will not become part of the Civic Art Collection. The approval is pending a signed Memorandum of Understanding from the San Francisco Unified School District.
 
3. Motion to approve the following billboard designs by the listed artists for the Art in Public Billboard Project. The billboard designs will be installed along 3rd Street as listed below. The project is funded by the Community Challenge Grant and Oryx Development, and is sponsored by Imprint City; the billboard designs will not become part of the Civic Art Collection.

The project is funded by the SF Shines Storefront Improvement General Fund, and is sponsored by the Office of Economic and Workforce Development - SF Shines; the painted mural will not become part of the Civic Art Collection.
 
5. Motion to approve Untitled, a mural design by artist Alicia McCarthy. The mural will be installed at the Proper Hotel at 1100 Market Street, along an exterior wall facing west towards Charles J. Brenham Place, between McAllister and Market Streets. The painted mural will measure approximately 61 ft. by 111 ft. The project is funded by the Office of Economic and Workforce Development and the Sara and Evan Williams Foundation, and is sponsored by the Luggage Store; the painted mural will not become part of the Civic Art Collection. 
 
6. Motion to approve Ruby Throated Hummingbird SF, a mural design by artist Eric Norberg. The mural will be installed at the Hummingbird Farm at Crocker-Amazon Park, along an exterior wooden fence that will be built at 1669 Geneva Avenue. The painted mural will measure approximately 90 ft. by 8 ft. The project is funded by the San Francisco Arts Commission Special Projects Grant, and is sponsored by the People Organizing to Demand Environmental and Economic Rights ("PODER"); the painted mural will not become part of the Civic Art Collection. The approval is pending one letter of community support.
 
7. Motion to approve the Construction Documents for Leonardo Drew’s artwork for the San Francisco International Airport: Terminal 1, Boarding Area B, Bulkhead 1 Project.
 
8. Motion to approve Jason Jägel’s revised design Development Document for his mosaic mural for the San Francisco International Airport: Terminal 1, Boarding Area B, Holdroom 10 Project. The revised design features a mosaic border framing the image.

4. January 2019 SFAC Galleries Exhibition

SFAC Galleries Director Meg Shiffler presented the upcoming January 2019 SFAC Galleries Exhibition. Ms. Shiffler stated that Iranian-American visual artist, curator, and arts educator Taraneh Hemami will be curating the currently untitled exhibition. The exhibition at the SFAC Main Gallery will pre-date San Francisco State University’s Center for Iranian Diaspora Studies inaugural international conference, Forty Years and More: Iranian Diaspora Studies starting March 28 through March 30, 2019. Ms. Hemami will be curating a related show starting March 29, 2019 at Minnesota Street Project.
 
The following artists will be featured in the SFAC Main Gallery Exhibition from January through March 2019: Tannaz Farsi, Gelare Khoshgozaran, Sahar Khoury, and Minoosh Zomorodinia. The SFAC Galleries will be commissioning a brand new artwork from Ms. Khoury. 
 
Ms. Shiffler requested to adjust Ms. Zomorodinia’s name to reflect her legal name required for an honorarium payment.

Motion: Motion for the Director of Cultural Affairs to approve artist honorarium for the following artists to develop artwork for the SFAC Main Gallery exhibition, title to be determined (January– March 2019): Tannaz Farsi, $3,500; Raheleh Minoosh Zomorodinia, $1,700; Gelare Khoshgozaran, $2,500; and Sahar Khoury, $1,700.

5. Proposed Gift to the City: Irish Famine Memorial

Civic Art Collection and Public Art Program Director Susan Pontious and John O’Riordan presented the concept of a gift of an Irish Famine Memorial from the San Francisco Irish Famine Memorial, Inc. Mr. O’Riordan is the Chair of Concept Design at San Francisco Irish Famine Memorial, Inc. The memorial is to be sited at Lincoln Park on a site overlooking the 17th hole of the Lincoln Park Golf Course.
 
Ms. Pontious shared that she has been working with the Irish Famine Memorial Committee since 2013, regarding their efforts to create a memorial to the famine. Ms. Pontious stated that the Recreation and Park Department said they can use the Lincoln Park site as the location for their memorial. Senior Registrar Allison Cummings and Ms. Pontious met with the committee at Lincoln Park to view the site.
 
Mr. O’Riordan stated that the San Francisco Irish Famine Committee has been working on the proposal for four to five years. While there will be fundraising necessary in order to provide required endowment funds for the care and maintenance of the artwork, Mr. O’Riordan is confident the San Francisco Irish Famine Committee can raise the money. They also plan to pay for a feasibility study for the site to check on the quality of the soil. 
 
Commissioners Beltran and Keehn asked Ms. Pontious explain the current moratorium on gifts to the Civic Art Collection. Ms. Pontious answered that the reason there is currently a moratorium on gifts to the collection is because at the time of the moratorium approval in 2011 there was not a senior registrar or staff to manage the maintenance, not enough maintenance funds, and no endowment requirements to pay for the maintenance of gifts to the city. 
 
Commissioners Beltran and Keehn discussed the need for more information about artwork maintenance, the feasibility study, and a Board of Supervisors approval. Since there is a moratorium on gifts to the Civic Art Collection, the Committee would prefer an approval from the Board of Supervisors first. Since the Arts Commission has only accepted two gifts since 2011, the Committee feels it is best to get an approval to rationalize why to go beyond the moratorium. Mr. O’Riordan thanked the Committee for their time and direction for next steps.

THE FOLLOWONG MOTION WAS TABLED
Motion: Motion to approve the concept of a gift of an Irish Famine Memorial from the San Francisco Irish Famine Memorial, Inc. The memorial is to be sited at Lincoln Park on a site overlooking the 17th hole of the Lincoln Park Golf Course, with the understanding that design and imagery of the memorial shall be the creative work of the selected artist.
 
6. San Francisco International Airport 
 
A. Terminal 1 Central, AC-06 Project – Emily Fromm

Ms. Pontious presented alternative designs for Emily Fromm’s mosaic panels for the San Francisco International Airport: Terminal 1 Central, AC-06 Project, representing Chinatown and Mission District neighborhoods. Ms. Pontious shared that the Committee previously approved final designs for Ms. Fromm’s artwork but Ms. Pontious noticed the lack of diverse neighborhoods in the artwork. 
 
The Committee thanked Ms. Pontious for her observation and agreed that Chinatown and Mission District neighborhoods would be a good representation of diverse groups. 
 
Commissioner Keehn announced that the Committee would postpone discussion on Item #6A while the staff located the explanatory documents. She stated the Committee would continue with the following items.
 
B. Terminal 1 Center, TSA Security Checkpoint – Liz Glynn

Ms. Pontious presented design development documents for Liz Glynn’s suspended sculpture at the San Francisco International Airport: Terminal 1 Center, TSA Security Checkpoint. Ms. Glynn joined the meeting via Skype. 
 
Ms. Pontious explained that an additional island and binary ribbons (also referred to as binary bands) that link the continents together were added to the artwork design. The ribbons refer to a technological computer language along with the circuit board designs on top of the islands. Ms. Pontious shared that it has since been determined that is technically possible to add the ribbons to the artwork as they will not be in the way of security cameras and the fire sprinkler system. 
 
Commissioner Beltran asked about the material of the ribbons. Ms. Glynn stated they are made of stainless steel and she is very happy with the aesthetic result. Commissioner Beltran stated she did not remember the ribbons from the original proposal and expressed her concern that the artwork would look very busy and the ribbons would dominate the design. Commissioner Keehn continued by sharing her excitement for the project but that the ribbons might be distracting from the rest of the artwork. Ms. Glynn said that while she feels the ribbons complement the artwork, she would like to move forward with the Committee’s preference.
 
Ms. Pontious also presented a material replacement for the terra cotta tiles with Formglas due to the weight issue with Ms. Glynn’s artwork. In order to alleviate some of the weight concerns with the terra cotta material choice, the Arts Commission staff is recommending a glass fiber reinforced gypsum called Formglas because it is lightweight. Ms. Pontious shared that artist Ann Preston’s artwork in the International Terminal is made out of a similar material.
Ms. Pontious also explained that the increase to Ms. Glynn’s contract amount is necessary to expedite the work in order to install the sculpture prior to the Terminal 1 activation. A change in the airport’s schedule requires expediting the artist’s work to make installation feasible.
 
Commissioner Keehn stated that the Committee will move forward with the motion, acknowledging the removal of the ribbons.

Motion: Motion to authorize the Director of Cultural Affairs to modify the agreement with Liz Glynn to increase the contract amount from $800,000 to $1,089,628 (an increase of $289,628) to accommodate expedited work on fabricating sculpture in order to meet Airport’s accelerated timeline for completing the security check point area of Terminal 1.

C. SFO Consolidated Administration Campus, Phase One Building Lobby

Ms. Pontious presented the Design Development Phase deliverables (artwork renderings) by THEVERYMANY for the entry lobby of the San Francisco International Airport: Consolidated Administration Campus Building. Claudia Corcilius, the project manager for THEVERYMANY, joined the meeting via phone. Lead artist Marc Fornes was not available at the time of the meeting.
 
Ms. Pontious stated the previous questions the Committee had regarding the artwork design from the June 29, 2018 Visual Arts Committee Meeting. The Committee wanted to know if the material will be reflective or matte. Ms. Pontious relayed the artist’s response of 40-60% gloss. 
 
Commissioner Keehn asked about the color of the artwork. Ms. Pontious shared that the artist prefers that the artwork is entirely white because due to the design and construction of the artwork, he was concerned it would look striped if multiple colors were used. Commissioner Keehn followed up by asking about the colors of the walls and ceiling. Ms. Pontious and Ms. Corcilius could not confirm the exact colors, but said they know they are neutral, possibly a light grey ceiling with white walls. Commissioner Keehn expressed that it is important to have varied white and grey hues in order to have contrast. 
 
Commissioner Keehn asked to have a confirmation about the finishings of the artwork, as the design documents show two types of finishes. Ms. Pontious stated that the two finishes in the design documents are the finishes the artist has chosen. Commissioner Keehn expressed her concern for the current design of the finish that does not attach to the wall. Ms. Corcilius shared that the intention of the artist is to create a finish that is inspired by an airplane turbine. Commissioners Beltran and Keehn expressed their liking for the finish style used for nonLin/Lin commissioned by the FRAC Centre in France.
 
Ms. Pontious expressed to Ms. Corcilius that the Committee is responding to the nonLin/Lin artwork because the finish has a more organic look. The current design for the Consolidated Administrative Campus looks more truncated and does not have a finished look.
 
Commissioner Keehn stated the motion would be pending determination of color of surrounding interior and resolution around artwork finishings that are not attached to the wall.

A. Terminal 1 Central, AC-06 Project – Emily Fromm

Commissioner Keehn commented on the main figure in the Mission District panel and the Committee agreed that Ms. Fromm needs to rework the figure. Mr. DeCaigny commented that the main figure is also wearing a San Francisco Giants logo on his shirt and it would be best to confirm copyright. 
 
Ms. Pontious asked the Committee what four panels should be selected since the location cannot accommodate all six panel designs created by Ms. Fromm. The Committee agreed on Chinatown, Mission District, Castro District, and the Embarcadero as the mosaic panel choices for the AC-06 location at the airport.

D. AirTrain Lot DD; Relocation of Deborah Butterfield’s sculpture Pohina

Ms. Pontious presented the relocation of Deborah Butterfield’s sculpture Pohina from San Francisco International Airport: Terminal 1, Boarding Area C to the terminus of the AirTrain at Lot DD (parking garage). Ms. Pontious stated the current location of the sculpture is in Boarding Area C but the area is very congested and the Airport would like the artwork relocated. At the same time, the terminus of the AirTrain at the new Long-Term Parking Garage is in need of sculpture. If moved, Pohina will be under skylights with lighting. The location also provides for a good viewing distance and is enclosed.

Motion: Motion to approve relocation of Deborah Butterfield’s sculpture, Pohina (SFAC Accession ID 2003.4) from Terminal 1, Boarding Area C to the new terminus of the AirTrain at lot DD (parking garage).

E. Grand Hyatt Hotel – David Wilson

Project Manager Trisha Lagaso Goldberg presented artist David Wilson’s conceptual design proposal. Ms. Lagaso Goldberg stated Mr. Wilson’s conceptual design for the SFO Grand Hyatt Hotel was presented and approved at the August 15, 2018 Visual Arts Committee Meeting. The following motion to enter into contract with Mr. Wilson was not included on the August agenda and is required to move forward with the project.

7. Mint Plaza

Ms. Lagaso Goldberg presented selected artist collaborative, HYBYCOZO, and their artwork proposal for Mint Plaza. Ms. Lagaso Goldberg stated that the artist selection panel met on September 25, 2018. She shared the proposal titled, Aurum, and explained that the artist team will create a unique pattern--related to “gold” as a concept and element--to be cut into the metal sheeting that will form the artwork. The final location for the installation of the sculpture in the plaza is to be determined. The work will include a light fixture at the center of its structure, to be illuminated at night. 
 
Commissioner Keehn asked about the pointed elements of the figure. Ms. Pontious stated that HYBYCOZO has installed artwork with similar elements without any previous issues. 
 
Ms. Lagaso Goldberg shared that the artwork is ten feet in all directions and will be made of either powder-coated or painted stainless steel.

8. 2019 Art on Market Street Kiosk Poster Series

Project Manager Zoë Taleporos presented the selected artists for the 2019 Art on Market Street Kiosk Poster Series. The artist selection panel met on September 14, 2018, where six finalists presented their proposals for the 2019 Art on Market Street Kiosk Poster Series. The theme of the 2019 series is 24/7, focusing on Market Street and transit. The artist selection panel selected artists Jessalyn Aaland, Lukaza Branfman-Verissimo, Taraneh Hemami, and Kate Rhoades.

9. 1550 Evans Southeast Community Center

Project Manager Mary Chou presented the selected finalists for the two sculptural opportunities at 1550 Evans Southeast Community Center. The artist selection panel met on September 12, 2018, where panelists were given an overview of the two sculptural opportunities. One opportunity is a large sculpture in the main plaza that will be a focal point on the campus and draw people in from Third Street. The second opportunity is a sculpture or series of sculptures integrated with the gardens. The panelists were presented with qualifications from 39 artists and from the shortlist selected four finalists for each project: Flaming Lotus Girls, Lead Pencil Studio, Alison Saar, and Hank Willis Thomas for the Outdoor Plaza Sculpture opportunity, and Mildred Howard, Amana Brembry Johnson, Dana King, and Joe Sam for the Outdoor Gardens Sculpture opportunity.

10. Bayview Arts Master Plan

Ms. Chou presented a draft of the Bayview Arts Master Plan for input and feedback from the Committee. The Bayview Arts Master Plan provides the context for meaningful arts investment in the Bayview District and defines the scope of the San Francisco Public Utilities Commission’s art investment over a 20-year period. Ms. Chou stated that the Bayview District has experienced rapid transformation due to redevelopment plans, and due to citywide economic and demographic pressures, as well as local environmental concerns, there are many social challenges. The strong African-American heritage and multicultural outlook in the Bayview provides a foundation and opportunity to move forward by investing in the community’s needs and interests.
 
She described the outreach process, which include youth, presented outreach findings, and summarized the two overall goals of the project: (1) to create a destination and proud neighborhood asset, and (2) to provide a local benefit. She then presented the various projects that will be funded by the Public Utilities Commission (“PUC”), including artworks for at the plant, for the new Community Center and in other sites in the Bayview. 
 
Blair Randall, Arts and Education Program Manager at the PUC, stated that he and Ms. Chou presented the Bayview Arts Master Plan to PUC senior leadership and they were incredibly supportive and receptive of the arts master plan, and especially appreciative of the process. Mr. Randall discussed the process as finding ways to lower identified barriers by supporting the community with Bayview Artist Registry application assistance and photography of artwork for the registry. Ms. Chou and Mr. Randall also presented the Bayview Arts Master Plan to the facilities and design committee at the Southeast Community Facility Commission and they were also incredibly receptive and felt that the community’s response and needs are included in the arts master plan. 
The Committee thanked Ms. Chou for all of her work and effort to create the Bayview Arts Master Plan.

11. 49 South Van Ness

Public Art Program Associate Craig Corpora presented on behalf of Project Manager Marcus Davies. Mr. Corpora presented the selected artists and artwork proposals for 49 South Van Ness. The artist selection panel met on September 11, 2018, as a combined panel for two 49 South Van Ness opportunities: the forum entryway sculpture and the prefunction gallery wall.
 
Artist Sanaz Mazinani and her proposal, Rolling Reflection, was selected for the forum entryway sculpture project. Ms. Mazinani’s proposal is 37 sculptural forms spanning over 150 feet, made of stainless steel mirror and tinted chrome plate. Artist Meghann Riepenhoff was selected for the prefunction gallery wall. Ms. Riepenhoff proposed a mural entitled Sea + Sky, a triptych totaling 11 feet by 37 feet to be scanned and printed on to aluminum.
