Director of Cultural Affairs Report

Director of Cultural Affairs, Tom DeCaigny asked the Director of Community Investments, Barbara Mumby, to give a general overview of the Community Investments current developments and announcements including 1) an overview of the two-day Arts Impact Endowment Working Group and highlights of their recommendations 2) a report out of the Embarcadero Plaza Art Market Report 3) and strategic and programmatic plans for the racial equity initiative.

Ms. Mumby asked Program Officer, Anne Trickey, to provide the overview of the highpoints of the Embarcadero Plaza Art Market Report. Ms. Barbara Mumby then gave an overview of the Arts Impact Endowment Working Group and their suggestions and reported on the strategic and programmatic plans for the racial equity initiative.

Commissioner Roberto OrdeƱana commended the Arts Impact Endowment Working Group for lifting up transitional age youth support. Mr. DeCaigny encouraged the commissioners to feel comfortable providing their recommendations for requests for proposals to determine how the cultural centers will be assessed and how they can continue to improve their performance in relation to the community.

Mr. DeCaigny suggested to reconvene at the August 27, 2019 Community Investments Committee meeting to discuss how to structure in more time for conversations about the action items on the agenda at the next Committee meeting. They also stated they will continue to engage individual with commissioners to discuss the $225,000 racial equity initiative ideas and $50,000 for a cultural center assessment. A more robust and formal conversation around these individual discussions will take place at the August 27, 2019 Community Investments Committee meeting.

WritersCorps Teaching Artist in Residence Grant
Motion to approve the WritersCorps Teaching Artist in Residence Grant panel recommendation to the following individual for up to three fiscal years (2019-2021), pending availability of funds; and to authorize the Director of Cultural Affairs to enter into grant agreements with fiscal sponsor.

Imani Hollingswoth (Fiscal Sponsor Intersection for the Arts), $52,000, annually.

Kebo Drew (payment to be made to Queer Women of Color Media Arts Project-Qwocmap)

Shamsher Virk (payment to be made to ZERO1: The Art and Technology Network)

Motion to increase the Individual Artist Commission Grant to Erina Alejo (authorized by Resolution No. 0506-19-110) by $1,000 and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $15,000 at this time.

New Business and Announcements

Mr. DeCaigny proposed the creation of a smaller panel, a subset of the larger Community Investments Committee, which would participate in the street artist disciplinary hearings. Commissioner OrdeƱana supported this proposal and inquired if the committee would we be able to engage in a calendared item by August 2019. Mr. DeCaigny stated theyā€™d have to consult with the City Attorney and then the chair of the Community Investments Committee would need to announce the motion at the next full commission meeting for approval.

Commissioner OrdeƱana motioned to calendar a conversation about a new sub-committee at the August 27, 2019 Community Investments Committee meeting.

Commissioner Parker-Pennington inquired whether or not the proposed sub-committee needs to be the same three to four commissioners at each Street Artist disciplinary hearing or could it be a rotating appointment. Mr. DeCaigny indicated he would follow up with the City Attorney about this suggestion.
