  3. Director of Cultural Affairs Report
    Due to scheduling concerns, there was no Director’s Report.
  4. Cultural Centers Overview and Presentation
    The seven Cultural Centers presented an overview of programmatic and organizational activities for FY19-20.

    Program Officer Robynn Takayama presented a brief introduction of the Cultural Center programs and introduced the Cultural Center directors. Ms. Takayama commended the leadership, guidance and support by Director of Community Investments Barbara Mumby Huerta and Senior Program Officer Jaren Bonillo in uplifting the Cultural Centers. Ms. Takayama shared historical context of how the community advocated for the importance of creative space and how they helped secure the four buildings. She shared examples of how the Cultural Centers fill the needs of their communities, and how they are distinct from other cultural hubs throughout the city because they pay $1 per year in rent to the San Francisco Arts Commission. Ms. Takayama recognized that the Cultural Centers have added responsibilities because they are in a partnership with the City, which they have been adept at managing.

    The African American Art & Culture Complex, Mission Cultural Center for Latino Arts, SOMArts, Bayview Opera House, Queer Cultural Center, Asian Pacific Islander Cultural Center, and the American Indian Cultural Center presented on programmatic highlights, fiscal health, board governance, and organization vision. The presenters referred to their presentations posted with the agenda.
     
    Chair Collins and Commissioner Shelby left the meeting and President Ordeñana chaired the remainder of the meeting. President Ordeñana thanked the Cultural Centers staff and leadership as well as the San Francisco Arts Commission staff for the informative presentations. President Ordeñana confirmed that a quorum of the Committee remained for discussion of the Cultural Centers’ presentations.

    Commissioner Parker Pennington thanked the Cultural Center directors for their presentations. Commissioner Parker Pennington stated that as a new Commissioner, this was the exact reason why she was excited to join the Commission, to learn more about the Cultural Centers, what they do and how they impact our communities. Commissioner Parker Pennington expressed her continued support for all their work.

    Commissioner So appreciated the presentations and mentioned that she had the opportunity to tour a few of the Cultural Centers when she joined the Commission. She noted that today’s presentations helped to solidify her understanding of all the work they do day-to-day and their vision for the future.

    Mr. DeCaigny responded that it was important to look at the Cultural Centers in the context of the San Francisco Arts Commission’s work towards cultural equity. Mr. DeCaigny explained that diverse funding streams are a financial health indicator and shared that the Controller’s Office recommends nonprofit organizations receive no more than fifty percent of their funding from a government source.

    Ms. Mumby Huerta pointed out the differences between nonprofits operating in City-owned buildings and the virtual centers. She also discussed the uniqueness of each building, and the expenditures on their facilities over the years. Finally, she said how proud she was of the peer mentoring and camaraderie that has developed between the Centers.

    Ms. Takayama noted that the San Francisco Arts Commission is not the only City funder of the Cultural Centers and added that it’s good when the Cultural Centers secure grants from other City sources even if it does increase the ratio of government funding. Ms. Takayama noted some of the Cultural Centers are serving communities who can pay for ticketed events and programs, which generates earned revenue and other Centers need subsidies for serving youth and other vulnerable populations.

    President Ordeñana praised the work of Arts Commission staff, particularly in recent years, in addressing the capital needs of the Cultural Centers.

    Mr. DeCaigny said there has been an increase in capital funding over his tenure with the largest amount of capital funding going towards the Cultural Centers this year.

  5. New Business and Announcements
    Mr. DeCaigny reminded the Committee of the upcoming annual grants convening on September 12th at the Herbst Theatre from 5 p.m. to 7 p.m. that will include an overview of FY19 grantees and a review of progress made on the Commission’s cultural equity goals. Aunt Lute Books co-founder Joan Pinkvoss will receive the Artistic Legacy Grant, and the Ebony McKinney Arts Leadership Award will be announced. Ms. Mumby Huerta introduced two new Community Investments Program team members, Program Associates Christina Wiley and Thanh Hong.
