1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:04pm.

Commissioner Keehn announced Item #8 Mission Creek Park Extension is to be tabled.

2. General Public Comment

Commissioner Keehn called for public comment. There was no public comment.

3. Consent Calendar

1. Motion to approve Portola Longview, a mural design by artist Arthur Koch. The mural will be installed at Golden State Pizza & Grill, which is located on 2414 San Bruno Ave. at Silver Ave. The painted mural will measure approximately 8 ft. by 50 ft. The project is funded by the San Francisco Office of Economic and Workforce Development. The painted mural will not become part of the Civic Art Collection.
2. Motion to approve Portola, The Garden District a mural design by artist Charles Dabo. The mural will be installed at Golden State Pizza & Grill, which is located on 2414 San Bruno Ave. at Silver Ave. The painted mural will measure approximately 12 ft. by 11.5 ft. The project is funded by the San Francisco Office of Economic and Workforce Development. The painted mural will not become part of the Civic Art Collection.
3. Motion to approve Campton Place Neon Light Art Project, a neon light installation by artist Meryl Pataky. The neon light installation will be installed at the back of 240 Post St on Campton Place. The project is funded by the Community Challenge Grant Program which is a division of the City Administrator’s Office and the Union Square Business Improvement District. The neon light installation will not become part of the Civic Art Collection.
4. Motion to rescind RESOLUTION NO. 1001-18-326 authorizing the Director of Cultural Affairs to enter into contracts with the selected artist, HYBYCOZO, for an amount not to exceed $168,500 for design, engineering, fabrication, transportation and installation consultation of a three-dimensional exterior artwork for Mint Plaza.
5. Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist, HYBYCOZO (DBA COZO Industries LLC), for an amount not to exceed $168,500 for design, engineering, fabrication, transportation and installation consultation of a three-dimensional exterior artwork for Mint Plaza.

4. Mercy Housing Public Art Design Approval
Lynne Baer

Project Manager on the Mercy Housing Project Lynne Baer presented the artworks to be installed at the Mercy Housing California project. Past Forward, by Michael Arcega will be installed at the Main Portal Gate located at 1064 Mission St. Leah Rosenberg’s Pasalubong Passage will be sited at the Community Open Space between 1064–1068 Mission St. and 1036 Mission St. Respect, Justice, Mercy by David Kim will be installed along Mission St. between 6^th St. and 7^th St. and This Bird, by Rosana Castrillo Diaz will be located on the Stevenson St. windows.

Ms. Baer confirmed to the Committee that there is a budget allocation set aside for maintenance and conservation of the works.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the design of the following artworks to be installed at the Mercy Housing California project to be located at 1064-68 Mission St.: Past Forward, by Michael Arcega; Pasalubong Passage, by Leah Rosenberg; Respect, Justice, Mercy by David Kim; and This Bird, by Rosana Castrillo Diaz. The artworks are funded and will be owned by the project developers, Mercy Housing California and the Episcopal Community Services. They will not become part of the Civic Art Collection.

5. Irish Famine Memorial
Susan Pontious

Director of Civic Art Collection and Public Art Program Susan Pontious presented the Irish Famine Memorial Committee’s proposal for a memorial commemorating the Irish Famine (1845-1852). The project sponsors have obtained approval from the Board of Supervisors and have also obtained approval from Recreation and Park for the site located off of El Camino Del Mar in Lincoln Park. 

Commission Keehn expressed the importance of having the Arts Commission being a part of the artist selection process and in administering the project since the memorial will ultimately become part of the Civic Art Collection.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the proposal from the Irish Famine Memorial Committee, a not for profit organization, for a memorial, to be located off of El Camino Del Mar in Lincoln Park, commemorating the Irish Famine (1845-1852). The memorial is supported by a Resolution from the Board of Supervisors and will be privately funded. Upon completion, the work will become part of the Civic Art Collection.

6. 2020 Art on Market Street Posters Series
Craig Corpora

Program Associate Craig Corpora presented the selected artists Sadie Barnette, Justin Hall, Roger Win Mixter, and Marcela Pardo Ariza for the 2020 Art on Market Street Kiosk Poster Series.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve artists Sadie Barnette, Justin Hall, Roger Win Mixter, and Marcela Pardo Ariza and their conceptual proposals for the 2020 Art on Market Street Kiosk Poster Series as recommended by the artist selection panel.

Motion: Motion to authorize the Director of Cultural Affairs to enter into contracts with Sadie Barnette, Justin Hall, Roger Win Mixter, and Marcela Pardo Ariza for an amount not to exceed $12,000 each for the 2020 Art on Market Street Kiosk Poster Series

7. Central Subway, Chinatown Station – Yumei Hou
Jackie von Treskow

Project Manager Jackie von Treskow presented the Design Development Phase deliverables (material sample) for Yumei Hou’s artwork for Central Subway Chinatown Station. The cut metal artwork for the Central Subway Chinatown Station will be located on the South Mezzanine landing and North Ticketing Hall walls and was based on original paper cuts made by Ms. Hou. The metal panels are 316 Marine Grade Stainless Steel and will be painted with a Tnemec paint system.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the Design Development Phase deliverables (material sample) for Yumei Hou’s artwork for Central Subway Chinatown Station.

8. Mission Creek Park Extension

Motion: Motion to approve the project outline for the Mission Creek Park Extension public art project. 

9. Southeast Treatment Plant Construction Fencing
Jackie von Treskow

Ms. Treskow presented the selected artists for the Southeast Treatment Plant Construction Fencing temporary art program. A Qualification panel was held on Monday, September 16, 2019. The panel reviewed the applications of 39 artists, who were shortlisted from the Bayview Artist Registry. 18 applications moved forward for consideration by the Artist Selection Panel, from which two finalists, Sirron Norris and Malik Seneferu, were selected for the opportunity.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the selected artists Sirron Norris and Malik Seneferu for the Southeast Treatment Plant Construction Fencing temporary art program, as recommended by the artist selection panel.

Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with the selected artists Sirron Norris and Malik Seneferu for an amount not to exceed $22,000 each for the Southeast Treatment Plant Construction Fencing temporary art program.

10. Public Art Program 50^th Anniversary
Susan Pontious

Ms. Pontious presented of an overview of the Public Art Program and notable public art projects.

11. New Business, Old Business, and Announcements

Ms. Pontious introduced the new Deputy Director of Programs Joanne Lee.

12. Adjournment
