1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:08 pm.

2. General Public Comment

Commissioner Keehn called for public comment; there was none.

3. Consent Calendar

Commissioner Keehn announced that Item #4 of the Consent Calendar would be severed and tabled. Commissioner Keehn called for a vote on the remainder of the Consent Calendar. There was no public comment and Items #1–3 of the Consent Calendar was approved unanimously as follows.

  1. Motion to approve Sanctuary City Project—The Billboards by Sergio de la Torre. The artworks will be installed on three 14 ft. by 20 ft. billboards at the corners of Mission St. and 14th St., Valencia St. and 14th St., and South Van Ness and Howard St. from January 2020 to March 2020. Each billboard will be up for approximately one month.  The project is funded by an Individual Artist Commission (IAC) grant from the San Francisco Arts Commission. 
  2. Motion for the Director of Cultural Affairs to approve the artist honoraria for the following individuals, Harry Dodge $5,000, and Alicia McCarthy, $5,000, for the development of works that will be included in the SFAC Main Gallery exhibition Conversation 8.
     
  3. Motion to authorize the Director of Cultural Affairs to enter into contract with Lite Brite Neon Studio LLC for an amount not to exceed $632,000 for fabrication and transportation of an artwork by Andrea Bowers (DBA Radical Patience Inc.) for the San Francisco International Airport: Terminal 1 Underpass Lighting Project.

    THE FOLLOWING MOTION WAS SEVERED AND TABLED
  4. Motion to approve the Construction Document Phase deliverables (Structural Engineering Drawings) for Yumei Hou’s artwork for the Central Subway Chinatown Station.
     

4. San Francisco International Airport: International Terminal, BAA & BAG Recompose
Marcus Davies

Project Manager Marcus Davies presented the artists review panel’s recommended artwork proposals for the SFO: International Terminal, BAA and BAG Recompose Walls. Linda Geary will be recommend to the Full Commission as the artist for the SFO: International Terminal, BAA Recompose Wall. Ranu Mukherjee will be recommend to the Full Commission as the artist for the SFO: International Terminal, BAG Recompose Wall.

Commissioner Keehn called for public comment; there was none.

Motion: Motion to approve the artists’ proposals by Linda Geary and Ranu Mukherjee for the SFO: International Terminal, BAA and BAG Recompose Walls, as recommended by the artist review panel.

Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with Linda Geary for an amount not to exceed $250,000 for design, engineering, fabrication, transportation and installation consultation of an artwork for SFO: International Terminal, BAA Recompose Wall.

Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with Ranu Mukherjee for an amount not to exceed $250,000 for design, engineering, fabrication, transportation and installation consultation of an artwork for SFO: International Terminal, BAG Recompose Walls.

The motion was unanimously approved

Commissioner Shiota entered the meeting at 3:10 pm.

5. Southeast Health Center Expansion Project
Jackie von Treskow

Project Manager Jackie von Treskow presented the final design of Ronald M. Saunders’s artwork for the Southeast Health Center Expansion Project. The new design is a photogram of a double-stemmed Amaryllis Belladonna, or Belladona Lily, an ornamental plant that is native to South Africa, but has naturalized in the coastal areas of California, including the Bayview. Amaryllis is associated with determination, beauty, and love, and some species of this plant help with depression, seizures and anxiety. The white depicted in the rendering will be opaque, acid-etched glass, which will provide privacy, while also allowing for ample light to pass through the piece. The project team liked the simplicity and the movement of the flower composition.

Motion: Motion to approve final design of Ronald M. Saunders’s artwork for the Southeast Health Center Expansion Project.

6. Margaret Hayward Playground—Emory Douglas

Aleta Lee

Project Manager Aleta Lee presented the final design of Emory Douglas’s artwork, titled Respect Mother Earth, for Margaret Hayward Playground. The work will be UV acrylic ink printed on wood. There is an option to have details of the image in metallic paint and/or CNC routed and incorporated into the design as relief elements.

Public comment was collected December 2–16, 2019 and the feedback from the community was overwhelmingly in support of Emory Douglas’s design.

Motion: Motion to approve final design of Emory Douglas’s artwork for Margaret Hayward Playground.

The motion was unanimously approved

7. 
New Business, Old Business, and Announcements

Commissioner Keehn thanked the San Francisco Arts Commission staff for a great year and welcomed the new commissioners on the Committee.
