1. Call to Order, Roll Call, and Agenda Changes

Commissioner Keehn called the meeting to order at 3:05 pm.
Commissioner Keehn recognized the service of Commissioner Sklar for her many years of work on the Arts Commission. Commissioner Sklar will now serve on the Disability and Aging Services Commission. Commissioner Beltran also acknowledged Commissioner Sklar’s decades of service, stating that she helped raise the level and what the Art Commission accomplished during her tenure.

3. Rose des Vents, Golden Gate Park
Susan Pontious
Civic Art Collection and Public Art Program Director Susan Pontious requested approval for the letter of conditional acceptance of Rose des Vents, a sculpture by Jean-Michel Othoniel, a gift of Julie Lepinard and the JSLH Foundation. Rose des Vents will be de-installed in February 2020. A new base for the work is being fabricated, which will raise the sculpture to prevent the public from touching the work. There will also be a fence surrounding the work for additional protection. The sculpture will be re-installed in March 2020 for an unveiling in April 2020.
The work will become part of the Civic Art Collection, who will be responsible for the maintenance. A condition of acceptance was that the donors provide an endowment covering the cost of maintenance for twenty years.
Commissioner Keehn called for public comment; there was none.
Motion: Approval to issue a Letter of Conditional acceptance to Julie Lepinard and the JSLH Foundation (donors), for of Rose des Vents, a sculpture by Jean-Michel Othoniel and gift to the City. The Letter of Conditional acceptance authorizes the donors to permanently install the sculpture in Golden Gate Park in accordance with the approved installation designs. The sculpture, upon final acceptance, will become part of the Civic Art Collection.

4. San Francisco International Airport
A. ITB Phase 1—Alicia McCarthy
Marcus Davies
Project Manager Marcus Davies presented the Construction Document Phase deliverables for the Alicia McCarthy work at the San Francisco International Airport: International Terminal, Boarding Area A, Holdroom 3, which is one of the first gate rooms you see when you enter the International Terminal. Mr. Davis is working with Dorothy Lenehan of Lenehan Architectural Glass, to ensure that evidence of the artist’s hand is in the final work. Installation will begin in late spring or early summer 2020.
Project artist Alicia McCarthy presented the glass sample, explaining that there are two planes of glass with hand painted lines, air brushed lines, and the use of sandblasting for texture. Ms. McCarthy is working closely with the glass fabricator to develop a visual vocabulary that reflects her idiosyncratic aesthetic.

B. Terminal 1—Three-story Atrium
Zoë Taleporos
Project Manager Zoë Taleporos presented the San Francisco International Airport: Terminal 1, Three-story Atrium Public Art Project Outline. The artwork will be sited in the pre-security three-story atrium area, which is primarily used by passengers exiting the terminal, and those coming to meet them. The artwork will honor the legacy of Supervisor Harvey Milk and be a mural treatment of the walls that traverse all levels of the atrium. Columns are also available art locations if the artist elects to use them. The project budget is $200,000. However, depending on the selected the proposal, the budget can be increased to accommodate a larger scope. A shortlist of artist will be developed from the 2019/2020 Prequalified Artist Pool.

5. 2020 Art on Market Street Poster Series
Craig Corpora
Program Associate Craig Corpora presented the final designs by Sadie Barnette for the 2020 Art on Market Street Kiosk Poster Series. Ms. Barnette’s project is titled The New Eagle Creek Saloon was Here and is extension of her project, The New Eagle Creek Saloon, which reimagined her father’s bar – the first black-owned gay bar in San Francisco that catered to a multi-racial clientele. The reimagined bar was installed at The LAB from May until the end of June 2019. After, the installation became a float in San Francisco’s Pride Parade. For her posters, Barnette mined the archival materials from the bar, which she used to create and photograph six tableaus that celebrate characters, artifacts, politics and style of the Eagle Creek Saloon.
Commissioner Beltran suggested that the fourth poster in the series could use a little contract between the background and the photographic images.

6. Southeast Community Center at 1550 Evans – Plaza Sculpture

Project Manager Jackie von Treskow presented the artist review panel’s recommended proposal for the Southeast Community Center at 1550 Evans Plaza Sculpture. The panel met on Tuesday, January 7, 2020 and reviewed the conceptual proposals by Frederick Hayes, Mildred Howard, Adia Millett, and Xaviera Simmons. The panelists selected Mildred Howard’s proposal for recommendation to the Commission. Ms. Howard’s sculpture consists of three bronze sculptures measuring 19 ft., 17 ft., and 15 ft. tall that take the form of West African currency traditionally worn as anklets that signify and embody the wearer’s success, status, and power. The artist positions these forms vertically, which vary successively in height (19 ft., 17 ft., and 15 ft.), subtly suggesting the outline of a ship’s hull. In addition to referencing to the history of shipbuilding in Hunters Point, Mildred’s desire is that the work will also stand as an homage to the travels, trials, and perseverance of immigrants of any race and ethnicity.
In alignment with the Bayview Arts Masterplan, one of project goals was also to develop a community engagement program as part of the artwork proposal. For this, Ms. Howard is proposing a program that will bring Bayview youths, between the ages of 15 and 18, together with five San Francisco Art Institute graduate students of various disciplines to discuss the realities of pursuing a career in the arts.
Public Utilities Commission (PUC) Art and Education Director Blair Randall thanked Commissioner Ferras for serving on the panel and stated that the PUC is pleased with the selected artist for the Southeast Community Center Plaza Sculpture project. On behalf of the PUC, Mr. Randall thanked Director of Cultural Affairs Tom DeCaigny for his leadership.

Motion: Motion to approve the artwork proposal by Mildred Howard for the Southeast Community Center at 1550 Evans Plaza Sculpture, as recommended by the artist review panel.
Motion: Motion to authorize the Director of Cultural Affairs to enter into a contract with Mildred Howard for an amount not to exceed $1,100,000 for the design, engineering, fabrication, transportation and installation consultation of an artwork for the Southeast Community Center at 1550 Evans Plaza Sculpture.

7. New Business, Old Business, and Announcements
Commissioner Beltran stated that on Tuesday, January 14, 2020 Mr. DeCaigny received a commendation from the Board of Supervisor for his eight years of service as the Director of Cultural Affairs of the San Francisco Arts Commission.
