RESOLUTION NO. 0106-20-001: Motion to approve December 2, 2019 Minutes. - General Public Comment
There was no public comment. - Directorās Report
Mr. DeCaigny made the bittersweet announcement that this was his last meeting as Director of Cultural Affairs, after eight years, and that he loved getting to work with Commissioners as colleagues, mentors and friends.
Mr. DeCaigny introduced Tal Quetone, the new Director of Communications, who had previously served as communications manager for City Administrator Naomi Kelly, and in the Mayorās communications office.
He also introduced Tara Peterson, the new Registrar in Collections. She came to the Arts Commission from the Walt Disney Family Museum, and is fluent in American Sign Language.
Mr. DeCaigny rported on the success of the Continuous Thread, the American Indian Initiative exhibitions and events, including the recent City Hall fashion show. He thanked staff, including Galleries Director Meg Shiffler, Director of Public Art Trust and Special Projects Jill Manton, and Community Investments Program Director Barbara Mumby.
He reported on recent Public Art projects, including a mural by Muzae Sesay at the Homelessness Services Center, and the Art on Market Street posters by Taraneh Hemami
Mr. DeCaigny announced that this was also the last Commission meeting for Commission Secretary Sharon Page Ritchie, retiring after sixteen years in the post. He noted that she has also served as Wellness Champion for the department. Mr. DeCaigny and Commissioners thanked her for her service, and offered many kind words.
Mr. DeCaigny reported that the announcement of his own departure had gone out in the newsletter, and a very nice article appeared in the San Francisco Chronicle on Friday, January 3.
Mr. DeCaigny reviewed his tenure as Director of Cultural Affairs, beginning with his appointment by the Commission under Mayor Lee. He discussed some of the highlights, and said that he was very pleased to be leaving the Commission in such good shape, particularly with the passage of Proposition E in November 2018, which provides dedicated and secure funding for the arts. He felt very lucky to work with the Commissioners and with the wonderful staff. In his new position as Executive Director of the California Alliance for Arts Education, he will come full circle.
Commissioners made many kind remarks, praising his leadership and expressing their gratitude at working with him.
President OrdeƱana explained that the Commission will work with a search firm to conduct a national search for a new director, and will incorporate a process to hear from staff, grantees and other stakeholders in making their decision.

President OrdeƱana called for public comment on all matters pertaining to the closed session.

There was no public comment, and the Commission voted to go into closed session, pursuant to Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b), for the possible action to appoint an Executive Secretary.

The Commission met in closed session from 3:11 p.m. until 3:24 p.m. All Commissioners present at the opening roll call, along with Mr. DeCaigny, Deputy Director Rebekah Krell and Deputy City Attorney Lauren Curry, were present in the closed session.

The Commission reconvened in open session at 3:24 p.m., with Commissioners OrdeƱana, Stryker, Beltran, Ferras, Jung, Keehn, Musleh, Schnair, Shelby, Shiota and Woolford, along with Mr. DeCaigny, Ms. Krell and Ms. Curry in attendance.
President OrdeƱana announced that the Commission had voted unanimously to appoint Alyssa Ventre to the position of Executive Secretary to the Commission.
Pursuant to San Francisco Administrative Code Section 67.12(a), the Committee voted not to report any of the discussions held in closed session.

- Consent Calendar
President OrdeƱana announced that he would need to recuse himself from consideration of agenda item 9, regarding Special Projects Grants to Fresh Meat Productions and the Queer Cultural Center (āQCCā), because both organizations occasionally rent space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Center. Commissioner Woolford announced that he would need to recuse himself from consideration of agenda items 14 and 15, regarding the San Francisco Police Department Traffic Company and Forensic Services Division (āTCFSDā) Facility and the San Francisco Airport Courtyard 3 Connector Project, because his employer is the architect on the projects, although he did not work on either of them. Commissioner Ferras announced that she would need to recuse herself from consideration of item 8, regarding Special Project Grants to the Richmond District Neighborhood Center and Artspan, because she has worked with both organizations.
President OrdeƱana called for a vote on the remainder of the Consent Calendar, excluding items 8, 9, 14 and 15. There was no public comment, and the Consent Calendar was approved unanimously as follows.

Civic Design Review Committee Recommendations (DecemberĀ 16, 2019) - RESOLUTION NO. 0106-20-014: Motion to approve the signage of La Cocina Municipal Marketplace on the Hyde Street faƧade of their building on 101 Hyde Street in San Francisco.
- RESOLUTION NO. 0106-20-015: Motion to approve post-Phase-3 renovations to incorporate a rooftop chiller and acoustic screen to provide air conditioning to the Castro Mission Health Center, located at 3850Ā 17th Street in San Francisco.
- RESOLUTION NO. 0106-20-018: Motion to approve PhaseĀ 3 of the Southeast Community Center at 1550 Evans.

Visual Arts Committee Recommendations (DecemberĀ 18, 2019) - RESOLUTION NO. 0106-20-019: Motion to approve Sanctuary City ProjectāThe Billboards by Sergio de la Torre. The artworks will be installed on three 14 ft. by 20 ft. billboards at the corners of Mission St. and 14thĀ St., Valencia St. and 14thĀ St., and South Van Ness and Howard St. from January 2020 to March 2020. Each billboard will be up for approximately one month. The project is funded by an Individual Artist Commission (IAC) grant from the San Francisco Arts Commission.
- RESOLUTION NO. 0106-20-020: Motion for the Director of Cultural Affairs to approve the artist honoraria for the following individuals: Harry Dodge, $5,000, and Alicia McCarthy, $5,000, for the development of works that will be included in the SFAC Main Gallery exhibition Conversation 8.
- RESOLUTION NO. 0106-20-021: Motion to authorize the Director of Cultural Affairs to enter into contract with Lite Brite Neon Studio LLC for an amount not to exceed $632,000 for fabrication and transportation of an artwork by Andrea Bowers (DBA Radical Patience Inc.) for the San Francisco International Airport: TerminalĀ 1 Underpass Lighting Project.
- RESOLUTION NO. 0106-20-022: Motion to approve the artistsā proposals by Linda Geary and Ranu Mukherjee for the SFO: International Terminal, BAA and BAG Recompose Walls, as recommended by the artist review panel.
