President Ordeñana announced virtual meeting instructions.
Commission Secretary Alyssa Ventre announced public comment instructions.
- Approval of Minutes
Commissioner Beltran, seconded by Commissioner Parker Pennington moved to approve the December 7, 2020 minutes.
Commissioner Walker left the meeting due to technical difficulties at 2:17 p.m.
There was no public comment.

RESOLUTION NO. 0104-21-001: Motion to approve the December 7, 2020 minutes.
- General Public Comment
Public Comment:
Richard Rothman said he was concerned about the care of the WPA murals on city buildings but particularly those in the Mother's Building and those in Coit Tower after the recent water incident. He proposed that there be better coordination among city departments and suggested that the Arts Commission take the lead so there can be a plan set in place to save the murals and prevent major damage. He said the murals are a valuable city asset and they need to be protected.
Commissioner Walker rejoined the meeting at 2:21 p.m.
President Ordenana asked that information on the Coit Tower incident be included in the Director's Report.
- Director’s Report
Acting Director Bradley-Tyson gave a status update of the most recent grant cycle including a report out on number of applications received. She shared information about the artist's residency program at the City’s Covid Command Center, the upcoming Jock McDonald project, and the final series of the 2020 Art on Market Street Posters. She continued sharing about the recent ABBA event where the Mayor introduced Ralph Remington to the arts community. She also provided an update on a proposal to waive the fee for the Arts Commission’s Art Vendors. She also congratulated Commissioner Shelby and local artist Rhodessa Jones in the movie, Soul.
She announced that this would be her last Director’s Report as Mr. Remington will be starting his position as the permanent the Director of Cultural Affairs. She thanked the Commission for the opportunity for serving and thanked the Arts Commission staff as well as the Mayor’s Office staff for their support in her temporary role.
President Ordeñana thanked Acting Director Bradley-Tyson for her stewardship in her temporary role. He said he appreciated her partnership with the staff, acknowledged her effective leadership and stewarding relationships in the community. He also thanked her for helping with the transition to the permanent Director of Cultural Affairs.
Commissioners Collins, Walker, Beltran and Shelby added their thanks, gratitude and appreciation for Acting Director Bradley-Tyson.
Acting Director Bradley-Tyson thanked the commissioner for their wonderful acknowledgments.
Civic Art Collection and Public Art Program Director Susan Pontious and Senior Registrar Allison Cummings gave an update on the monuments restoration and graffiti abatement strategy in addition to a brief Coit Tower incident summary.
President Ordeñana announced information about the special Community Investments meeting scheduled for January 13, at 1 p.m.

- Committee Reports and Committee Matters
- Executive Committee – Roberto Ordeñana, Chair
President Ordeñana shared that Senior Racial Equity & Policy Analyst Sandra Panopio presented a final overview of the Racial Equity Action Plan. He thanked Ms. Panopio for her leadership and thanked staff and commissioners who provided input in the process. He explained that there is a lot of work to do as laid out in the plan but he is confident that they will meet these goals by working together. He suggested a discussion around the section relating to the commission at a future meeting. He also explained that the Executive Committee passed a motion, currently in the consent calendar, to recommend one candidate to the Advisory Committee of the Street Artist and Crafts Examiners. He also confirmed that the upcoming Director of Cultural Affairs Ralph Remington will be starting on January 19.

- Civic Design Review Committee—Kimberlee Stryker, Chair
Vice President Stryker reported that the committee reviewed and approved one project: Elevator Tower at Castro Plaza Muni Station.

- Visual Arts Committee—Dorka Keehn, Chair
Commissioner Keehn asked Civic Art Collection and Public Art Program Direction Susan Pontious to provide an update relating to the action item requesting approval for the Policy and Guidelines of the Civic Art Collection as updated on 12/9/2020. Ms. Pontious provided a summary of changes to the document which included updating panel wording, adding the racial equity statement, revising the mission statement and civic art collection goals to include racial equity goals, updating minor changes in roles and responsibilities, revising scoring criteria, and updating the contract threshold allocations.
Commissioner Walker commented on the need for prioritizing San Francisco artists. Commissioner Keehn confirmed that both San Francisco and Bay Area artists are prioritized in the visual arts process. Ms. Pontious added this is a complex issue and suggested providing a report at an upcoming Visual Arts Committee meeting.

Commissioner Schnair, seconded by Commissioner Beltran moved to approve the Policy and Guidelines of the Civic Art Collection as updated on 12/9/2020.

RESOLUTION NO. 0104-21-002: Motion to approve the Policy and Guidelines of the Civic Art Collection as updated on 12/9/2020.
Commissioner Keehn shared images from an upcoming artwork by local artist Mildred Howard at the new Southeast Community Center in the Bayview. She also shared images of Walter Kitundu’s upcoming artwork for the Alameda Watershed Center.
Commissioners added their appreciation for the upcoming, site-specific artworks and discussed further details of Walter Kitundu’s piece.
Acting Director Bradley-Tyson thanked Commissioner Keehn for their leadership. She suggested that the oral narratives be available to the public through the library. Ms. Pontious clarified that she will discuss the future public education component with Program Manager Jackie von Treskow.

Commissioner Collins, seconded by Commissioner Beltran moved to approve the consent calendar items, as presented.

- New Business and Announcements
Commissioner Beltran shared that Sundance may be partnering with San Francisco’s Roxie Theater to show films at the Fort Mason Center drive-in.
Commissioner Shelby added that Healdsburg Jazz will be celebrating Martin Luther King Jr. Day with a special, free concert online on January 15. He said Healdsburg Jazz also created a free MLK day student resource guide for kids and families. He also shared his experience working on the movie, Soul.
Commissioners congratulated Commissioner Shelby and encouraged all to watch it.
