President Ordeñana called the meeting to order at 2:02 p.m.

President Ordeñana welcomed Commissioner Yiying Lu to the Arts Commission. Commissioner Lu thanked President Ordeñana.

4. Director’s Report
(13:00)
Director of Cultural Affairs Ralph Remington welcomed Commissioner Lu to the Arts Commission. He congratulated Commissioner Shelby as being part of winning an Oscar for Soul. He also acknowledged the passing of Olympia Dukakis and her contribution to the arts.

Director Remington reported the deadline for the Director of Public Art position and introduced Deputy Director of Finance and Administration Rally Catapang. Deputy Director Catapang thanked the Arts Commission staff for their support in absence of a CFO and said he looks forward to working together. Director Remington gave kudos to Finance and Accounting Manager Kevin Quan for supporting the finance role.

Director Remington announced that May is Asian Pacific American Heritage Month. He shared information about events he attended and participated in for APA Heritage Month.

He congratulated the Community Investments staff on completing their review panels and congratulated the Public Art team specifically Program Manager Zoe Taleporos on the completion of two major projects for the Central Subway.

He announced an update to our website where the Arts Commission can more easily promote and update the arts community on public health guidelines.

He also shared that he met with Director Sheryl Davis and General Manager Phil Ginsburg to review the committee members for the Monuments and Memorial Advisory Committee. He explained that once the list is finalized, the Arts Commission will have passed a major milestone in the efforts to examine the historic monuments in the collection, to assess them for their relevance to their values today and to consider how monuments will be handled in the future.

Commissioner Stryker shared images from the Portsmouth Square project.

Commissioners discussed the overall cultural significance of Portsmouth Square, how to preserve the history of Chinatown and how to engage the community in the area. President Ordenana asked Director Remington to share commissioner feedback with the Department of Rec Park since they are the project lead.

2. Community Investments Committee

Senior Program Officer Jaren Bonillo provided an overview of the Cultural Equity Endowment Overview. She reported on the technical assistance and outreach opportunities. She gave an overview of the organization applicants, individual applicants and panelists. She provided a breakdown of the grant allocation by category. She also reported on the organization and individual grantees including trends and funding history. She added information about the Artistic Legacy Grant and provided general program timelines and next steps.

Commissioners thanked Senior Program Officer Bonillo for their presentation. They discussed cultural center funding details and the need to support securing space, maintaining current spaces and helping support artists such as the shipyard artists. Senior Program Officer Bonillo provided a brief overview of the cultural center allocations.

Director Remington added comments on the overarching issues with cultural center agreements.

  1. Visual Arts Committee

    1. Visual Arts Committee Report
    Commissioner Ferras reported on projects recently reviewed which included completed artwork at the Central Subway, the Monumental Reckoning installation and Lift Every Voice by Illuminate.

    Commissioner Beltran asked Director of Public Art & Collections Susan Pontious to comment on the Central Subway projects. Director Pontious thanked Commissioner Beltran and congratulated her staff: Senior Public Art Project Manager Mary Chou and Project Manager Zoe Taleporos.

    Commissioner Walker congratulated staff on the Central Subway Project. She also applauded the temporary project, Monumental Reckoning.

    Commissioner Stryker added kudos to the two central subway projects and noted that the Civic Design Review Committee spent a lot of time discussing how the artwork would tie into the projects.

    2. Temporary Installation Approval

    Commissioner Ferras Director of Public Art Susan Pontious added correction of motion at Visual Arts Committee from one year to two years.

    RESOLUTION NO. 0503-21-083: Motion to approve the design of a temporary installation of Lift Every Voice, by Illuminate. The proposal is for an illuminated text installation on the Spreckels Temple of Music in the music concourse of Golden Gate Park. The installation period shall be for 2 years, from June 1, 2021 to June 30, 2023. The installation will not become part of the Civic Art Collection.

6. Consent Calendar

President Ordeñana introduced the consent calendar items. He recused himself from sub item 8 and 16. He said both items relate to the Queer Cultural Center which occasionally rents space from his employer, The LGBTQ Center, which may cause a potential financial conflict of interest.

He also asked to strike sub item 18. Director of Public Art Susan Pontious said that her team will no longer be amending the contract with ARG and will plan to enter into a new contract in the future.

President Ordenana left the meeting at 3:29 p.m.

Commissioner Collins called for discussion on sub item 8 and 16.

Commissioner Walker, seconded by Commissioner Schnair moved to approve sub items 8 and 16, as presented.

Community Investments Committee Recommendations (April 20, 2021)

8.      RESOLUTION NO. 0503-21-093: Motion to approve to extend the grant agreement to the African American Art and Culture Complex (authorized by Resolution No. 0601-20-062) and increase the grant amount by $822,182 from $916,591; a total of $1,216,924 for the cultural center ($635,223 plus $581,701); a total of $286,500 to support activities at the cultural center from the Department of Children Youth and Families (DCYF) (actual amount from DCYF in FY21 was $147,000 plus $139,500); a total of $235,349 to sub-grantee Queer Cultural Center (QCC) ($111,481 plus $123,868); and to authorize the Director of Cultural Affairs to enter into a Grant Agreement not to exceed $1,738,773 ($916,591 plus $822,182) for fiscal year 2021-2022 at this time.

9.      RESOLUTION NO. 0503-21-094: Motion to approve to extend the grant agreement to the Bayview Opera House Inc. (authorized by Resolution No. 0601-20-063) and increase the grant amount by $359,607 from $388,452 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $748,059 for fiscal year 2021-2022 at this time.

10.   RESOLUTION NO. 0503-21-095: Motion to approve to extend the grant agreement to the Mission Cultural Center for Latino Arts (authorized by Resolution No. 0601-20-064) and increase the grant amount by $574,667 from $627,408 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $1,202,075 for fiscal year 2021-2022 at this time.

11.   RESOLUTION NO. 0503-21-096: Motion to approve to extend the grant agreement to SOMArts (authorized by Resolution No. 0601-20-065) by $764,737 from $838,597; a total of $1,367,985 for the cultural center ($653,256 plus $714,729); a total of $235,349 to sub-grantee Asian Pacific Islander Cultural Center (APICC) ($111,481 plus $123,868); and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $1,603,334 for fiscal year 2021-2022 at this time.

12.   RESOLUTION NO. 0503-21-097: Motion to approve to increase and extend the grant amount of $123,868 (authorized by Resolution No. 0706-20-078) to the American Indian Cultural Center (Fiscal Sponsor: Intersection for the Arts) by $111,481 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $235,349 for fiscal year 2021-2022 at this time.

19.   RESOLUTION NO. 0503-21-104: Motion to approve revised construction document phase deliverables for Jesse Schlesinger’s currently untitled artworks for the Judah Streetscape Project.

24.   RESOLUTION NO. 0503-21-109: Motion to approve The Natural World, a mural design by artist Neil Ballard. The mural will be installed on the Faxon Garage at 545 Faxon Ave., at Ocean Ave. The work will measure approximately 10.5 ft h x 51.5 ft. w. The project is funded by a District 7 Participatory Budgeting grant. The mural will not become part of the Civic Art Collection.

25.   RESOLUTION NO. 0503-21-110: Motion to approve Forecasting the Time, a mural design by artist Elaine Chu. The mural will be installed on the 101 Fern St., rear of the building at 1268 Sutter St. The work will measure approximately 10’ 9”–14’ 9” h ft. x 82 ft. w. The project is funded by a Community Challenge Grant and Lower Polk neighbors. The mural will not become part of the Civic Art Collection.

26.   RESOLUTION NO. 0503-21-111: Motion to approve Moss Street Marsh, by artist Amanda Lynn, and Hot Off the Press by Antoine Marnata and Daniel Pan. Moss Street Marsh will be installed on 1074 Folsom St. and will measure approximately 25’ h x 64’ w, and also installed on 76 Moss St. and will measure approximately 20’ h x 16’ w. Hot Off the Press will be installed on 1069-1073 Howard St. and will measure approximately 35’ h ft. x 100’ ft. w. The project is funded by a Community Challenge Grant. The murals will not become part of the Civic Art Collection.

29.   RESOLUTION NO. 0503-21-114: Motion to approve the design of Monumental Reckoning, by See Black Womxn in partnership with the Museum of African Diaspora. The installation consists of three hundred-fifty 4’ figures surrounding the Francis Scott Key monument in Golden Gate Park. The installation will be from June 1, 2021-June 30-2023. The installation will not become part of the Civic Art Collection.

Commissioner Schnair added kudos for Melissa Smith who won an Oscar in Nomadland.

Commissioner Beltran encouraged all to support the arts.
