Commissioner Ferras called the meeting to order at 3:00pm.
She announced a correction to the second motion under item 9 Southeast Community Center at 1550 Evans – 2D artwork program. The correct line should read “Louisiana Bendolph, Look Underneath, 2013, Color Intaglio Print, 37 in x 32 in, $2,500.” The former line, “Louisiana Bendolph, Shared Legacy, 2007, Color Intaglio Print, 31 in x 34.5 in, $3,000” is incorrect.
Commissioner Ferras also reminded everyone that the September 2021 VAC meeting will be held a week earlier, on September 8, to accommodate the September holidays.

- Motion to rescind Resolution # 0106-20-021 authorizing the Director of Cultural Affairs to enter into contract with Lite Brite Neon Studio LLC for an amount not to exceed $632,000 for fabrication and transportation of an artwork by Andrea Bowers (DBA Radical Patience Inc.) for the San Francisco International Airport: Terminal 1 Underpass Lighting Project.
- Motion to authorize the Director of Cultural Affairs to enter into contract with Lite Brite Neon Studio LLC for an amount not to exceed $45.660 for design of an artwork by Andrea Bowers (DBA Radical Patience Inc.) for the San Francisco International Airport: Harvey Milk Terminal 1 Underpass Lighting Project.
- Motion to approve Together We Grow, a mosaic design by artist Kim Jensen. The mosaic will be installed on the Ramsell Streel Stairs (Brotherhood Way). The mosaic will be installed on 24 steps, measuring 5.5 ft. high by 8 ft. wide. The project is funded by a Community Challenge Grant. The mosaic will not become part of the Civic Art Collection.

4. Minna Natoma Streetscape Project

Director of Public Art Trust Jill Manton presented the selected artists and their design proposals for the Minna Natoma Streeetscape Project. Public Works has provided voluntary allocation funding to transform Minna and Natoma streets into art corridors; Minna running from Transbay Terminal to a staff entrance at SFMOMA and Natoma running from the Transbay Terminal to 3rd Street. This project contains five art opportunities; two streetscape paving patterns for Minna Street and one for Natoma Street as well as two street furniture (seating, bollards, bicycle racks) design commissions, one for each street.
Artists Masako Miki and Jesse Schlesinger were selected to design the sculptural street furniture. Artist Muzae Sesay was selected to design the street paving for Natoma Street. Artists Barbara Stauffacher Solomon and Mel Vera Cruz were selected to design the street paving for one block of Minna Street each and artist Kelly Ording was selected as an alternate for both the Natoma and Minna Street paving opportunities. Ms. Manton stated that there will be a meeting with all artists and Public Works so the designs can be incorporated into the construction documents for the project and to allow the artists to work together to make sure their designs complement each other.

Sculptural Street Furniture Commission
Motion: to approve the selection of Masako Miki and Jesse Schlesinger to design the sculptural street furniture for the Minna Natoma Art Corridor Project for a fee of $35,000 to be paid to each artist with one artist to be assigned to Minna and one to be assigned to Natoma.
Motion: to authorize the Director of Cultural Affairs to enter into contracts with Masako Miki and Jesse Schlesinger to design the sculptural street furniture for the Minna Natoma Art Corridor Project for an amount not exceed $35,000 each for the Minna Natoma streetscape project.
Streetscape Paving Design Commission
Motion: to approve the selection of Muzae Sesay to design the street surface paving for Natoma Street for a fee of $30,000 as part of the Minna Natoma Streetscape Project with Kelly Ording as an alternate.
Motion: to authorize the Director of Cultural Affairs to enter into contract with Muzae Sesay street surface paving for Natoma Street for an amount not exceed $30,000 for the Minna Natoma streetscape project.
Motion: to approve the selection of Barbara Stauffacher Solomon and Mel Vera Cruz to design the street surface paving for Minna Street for a fee of either $30,000 or $35,000 depending upon which section of Minna Street is delegated to the Artist with Kelly Ording as an alternate.

5. 2022 Art on Market Street Kiosk Poster Series

Program Associate Craig Corpora presented the approved artists’ and their respective conceptual proposals for the 2022 Art on Market Street Kiosk Poster series.
A.C. Esguerra will create posters exploring the rich history of San Francisco’s poetry scene, particularly poetry of marginalized voices which call for action and seek justice and the liberation of oppressed people. Featured poets are: Janice Mirikitani, June Jordan, Al Robles, Pat Parker, Victor Martinez, and Alejandro Murguia.
Kayan Cheung-Miaw and Vida Kuang’s comics poster series will highlight the stories of Chinatown’s workers and tenants. Drawing on real life stories of tenants, youth, and elders, each poster will present a vignette, in a hand-rendered comic. The visual narratives will foreground the themes of love, caring across generations, survival, and resistance to displacement.
Frederick Noland’s poster series will focus on African American contributions to San Francisco culture and history. Fred’s goal with the poster series is to reverse the erasure of Blacks from San Francisco history. Each poster focuses on a different person and their contributions. Poster subjects include: Mary Ellen Pleasant, Maya Angelou, Bob Kaufman, Sly and the Family Stone, and Sylvester.
Gaia Weise will explore her great-grandmother’s experiences while living in San Francisco in the early 20th century, with their own parallel story depicting Gaia’s coming to San Francisco to go to art school. The poster of Daisy’s story will be rendered in a painterly style and in sepia tone; Gaia’s story will be rendered in a full color comic-style.

6. SFO Harvey Milk Terminal 1 Underpass Lighting Project

Project Manager Zoë Taleporos presented the design phase deliverables by Andrea Bowers for the San Francisco International Airport: Harvey Milk Terminal 1. The artwork will be in the arrivals sections outside of baggage claim. The artwork is comprised of a series of neon elements including quotes from Harvey Milk and disco balls. The neon will be house in a metal structure which will be attached to the ceiling. The artist is working in close collaboration with construction/architectural design to make sure the artwork avoids fire sprinklers, lights, etc. and to keep the energy output within LEED standards.

7. Southeast Health Center Expansion Project – Community History Wall

Project Manager Jackie von Treskow introduced artist William Rhodes who described his conceptual design proposal for the Southeast Health Center Expansion project – Community History Wall which will be installed in the first floor corridor. Mr. Rhodes described past projects that are similar to his process for this project. Mr. Rhodes proposes to make four quilts based on the history/activism of/in the Bayview in four themes; Healthcare activism, Bayview/Hunter’s Point Housing, Fight for Social and Political Justice, and Environmental Justice. He has been working with the community to identify people/events to include in each of these themes. Mr. Rhodes paints portraits of people that border a central image on the quilts. He is working with a professional textile conservator to make sure all materials used in the construction and framing of the quilts will allow them to have the longest lifespan possible. Mr. Rhodes plans to have an informational component with the quilts (label, QR code, etc.) that will explain who all the people/events in the quilt are, to make sure the information/history he has gathered during this process is shared with/accessible to the community.

8. Southeast Community Center—Alex Pitcher Room

Ms. von Treskow introduced the Southeast Community Center – Alex Pitcher Room project and artist Kenyatta A.C. Hinkle. Ms. Hinkle is creating a large mural that will be printed on aluminum and installed in the pavilion community room at the Center. Ms. Hinkle had a one-year residency in the neighborhood in which she engaged with the community to learn and identify the people and places important to the community. She hand-painted blue on to multiple canvases to represent water and collaged historical photos on to it to create the mural. The images used on the mural fit four general themes; iconic architectural sites, community roles, intergenerational relationships and gatherings/celebratory events – fitting an overall theme of relationships that connect community members of various generations to one another throughout time.

9. Southeast Community Center at 1550 Evans – 2D Artwork Program

Ms. von Treskow presented the revised list of artwork selected for the 2D program at the Southeast Community Center at 1550 Evans Street. After studio visits with the previously approved artists, staff in collaboration with PUC recommended changing a few artworks so that the two selected pieces from a single artist better complement each other. Additionally, two of the artworks selected from Ata'ataoletaeao McNealy were part of a series of four artworks, staff recommends obtaining all four pieces at a smaller size than the original two selected to accommodate all four within the budget.

10. Mission Branch Library

Project Manager Aleta Lee presented the summary of the panel two artist selection for the Mission Branch Library project and the selected proposal by Juana Alicia Araiza. Ms. Lee stated that the project had a large amount of public comment from the community. Ms. Araiza’s design depicts a Nopal or Prickly Pear Cactus full of both flowers and fruit for the glass panel artwork for the Main Reading Room at Mission Library. The panes of the window will be made of fused glass layers that are baked in a kiln with both painted and collaged pieces to produce highly saturated, refractive and textured surfaces. The artist plans to explore (online audio tour, QR code, etc) how to make the artwork and its meaning accessible to all people including those with low vision or blindness.

Motion: to approve the selected artist, Juana Alicia Araiza, and proposal for the Mission Branch Library Project, as recommended by the Mission Branch Library Artist Review Panel.
Motion: to authorize the Director of Cultural Affairs to enter into a contract with Juana Alicia Araiza for an amount not to exceed $71,500 for the design, engineering, fabrication, transportation and installation consultation of an artwork for the Mission Branch Library Project.

11. India Basin Shoreline Park – 900 Innes

Ms. Lee presented the construction document phase deliverables, including sample mock ups, for the artwork Lady Bayview by artist Raylene Gorum for the India Basin Shoreline Park at 900 Innes project. The in ground design spans the entire pier with the figure in a palette of purples and maroons and the universe/sky element in blue so both contrast the surrounding concrete base color. Some sections have colored glass added to the lithocrete in addition to the color palette to add more dimension and reflectiveness.
