The project team reminded commissioners of the location of the project to be on the Westside of Yerba Buena Island. They stated that the project goal is to make travel on and off the island more efficient and safe through improved roadways. They explained that the design of the retaining wall system is intended to both blend into natural landscape while also creating a work of fine art to be enjoyed from different vantage points both near and far. The team explained that the design is meta in that it depicts the island from the island. They also stated that they have added more muted colors from the local landscape in repose to commissioner’s previous feedback. The team explained that the retaining walls will first be covered with Shotcrete, and then the texture gets applied, and finally the staining is applied after the concrete is cured. They stated that the concrete will be sculpted by hand with a subtle rock texture and that the lines of the design will be troweled in. The team also specified that Wall 1 will be textured and Walls 2-6 will be cast-in-place concrete with a smooth texture. The team stated that TIDA (Treasure Island Development Authority) will maintain the walls and the design. They will be spraying on a graffiti sealant and stated that damage to the walls will be essay to repair. 

 

Commissioners commended the team on the design and stated that it has progressed nicely since the last meeting. They also expressed concern that the Shotcrete texture was too pronounced and would take away from the design. They suggested that a smoother finish would be better for the readability of the design and asked to see material examples at the next phase of review.

Commissioner Schnair, seconded by Commissioner Askew moved to approve Phase 2 of the YBI Westside Bridges Retrofit Project with the understanding that commissioners have a preference for a smoother trawled expression in the artwork.

The project team started by introducing the site to be in the Southeast part of the city near the Islais Creek Channel. They reminded commissioners that the facility will be temporary and will consist primarily of an open-air bus charging and parking area, three buildings including a bus wash, fare collection, and employee facility, and a bioswale. The team addressed the wayfinding question commissioners brought up in previous meetings. They presented multiple wayfinding options to the client who preferred more subtle signage and so the team settled on blade signage for the site. The team explained that the buildings will be made of aluminum siding and will contain a large red Muni logo on the exterior. The color scheme is graphite, light gray, and red. The team decided to keep the current perimeter fence throughout the site and have detailed out the bioswale to be something that supports wildlife habitat and responds to waterfront context the site is in. They also shared that the plant palette is the same with the addition of street trees--Arbutus X Marina, a pollinator species that will help support wildlife habitat at the site. 

 

Commissioners complimented the team on their progress on the project. They suggested a different design treatment for the exterior of the building and asked for more information on how the concrete base and metal structure of the buildings meet. Commissioners commented that they liked the blade style signage although it has a bit of a retail feel. They would have liked to see a more graphic approach but understands that they team had to consider the client’s interests. They also commented that the landscape design looked nice and clean and congratulated them on getting it approved.

Commissioner Woolford, seconded by Commissioner Schnair moved to approve Phase 3 of the Muni Metro East Expansion Project with the blade signage.

The project team presented the location of the site to be on the southside of the city, just south of McLaren Park and near the Sunnydale neighborhood. The stated that the overall goal of the project is to create a safe and family friendly space for the community and visitors alike. The team outlined a number of small but necessary changes to the building. Namely, a slight reorganization of the outside area to the north end of the site due to PG&E and SFPUC requirements to the switchgear, a slightly larger storage space that is more appropriate to Rec and Park’s needs, and the relocation of a photovoltaic panel to be closer to the electrical equipment. The team also presented an update to exterior finishes to include the Crossville porcelain tile, which is shade consistent and has texture variation. The team then stated that the landscape design has not changed and is continuing to move along nicely. The fitness terrace is the same. The equipment has been selected and is durable. The team stated that they are working on repurposing the existing trees that need to be removed from the site and are considering using them as potential boulders for a natural planting scheme. They stated that the overall concept for the landscape is to have more formal planting towards the city edge, moving towards a natural habitat planting to the west, and finally turf planting near the ball field. They stated that they will be integrating native species into the site and mentioned that there will be quite a bit of grade change to the site in order for it to integrate seamlessly with the larger Herz Playground Park.  
 

Commissioners congratulated the team on a delightful project and said that they were very much looking forward to visiting the site when it is complete.  .

Deputy Director Lee presented on the proposed changes to the CDR Guidelines which included requiring project teams to submit a signed Art Enrichment Report prior to Phase 1 review, updating the language in the Art Enrichment section to provide teams with a better understanding of the importance of public art, adding Post-Phase 3 Review information to the guidelines for teams whose projects have changed after Phase 3 approval, adding project examples to all phases of review, and adding links to all legislation referenced in guidelines. 

 

Commissioners commended and thanked staff for their work on updating the guidelines and working with Public Art staff on the art enrichment aspect of CDR.

Deputy Director Lee reported on an Administrative Review of a Post-Phase 3 Review of the SFPUC Southeast Plant Headworks Project. She also followed up on the Harvey Milk Plaza Project question regarding the CEQA review process. She stated that the project team is currently working out issues with DPW and MTA. After those issues are resolved, the team will work with the Planning Department on the second phase of the historic resources examination. If plans are approved, the team will be exempt from CEQA requirements. Deputy Director Lee also updated commissioners on the hiring of Paris Cotz as the new CDR Program Associate starting November 15 and the transition of current Program Associate Maysoun Wazwaz back to the Galleries program.  

 

Commissioners thanked Maysoun Wazwaz for her public service and positive attitude throughout the past year working with CDR.
