Commissioner Ferras called the meeting to order at 3:03pm.

Commissioner Ferras announced that Items 6, 7, and 8 were tabled.

2. General Public Comment

Consent Calendar

  1. Motion to enter into agreement with First Exposures, a San Francisco based nonprofit arts organization, working through Tides Foundation as their fiscal agent, to provide services related to a youth art photography program for residents of Treasure Island during the summer of 2022 for a total fee not to exceed $25,000 which shall be paid from the Treasure Island Art Program budget, inclusive of a fiscal agent fee, if required.
     
  2. Motion to authorize the Director of Cultural Affairs to increase the contract with Narduli Studio for design, fabrication, and consultation during installation of an artwork for the Traffic Company and Forensic Services Division from $900,000 to an amount not to exceed $1,150,000 (an increase of $250,000) for increased material costs.

4. 78 Haight Street

Independent Art Consultant Lynne Baer presented the materials sample for 78 Haight Street. The design of Kota Ezawa’s artwork Octavia Boulevard and the Central Freeway (now and then) was previously approved at the December 15, 2021 Visual Arts Committee Meeting. However, the Commissioners had some questions and requested Ms. Baer to come back for approval of the material. Ms. Baer presented several images of the sample artwork at different distances and angles and noted that the film used for the artwork reduces glare from the sun on the solar panel. The committee was satisfied with the presentation of the materials sample.

There was no public comment.

Motion: to approve the materials of the artwork Octavia Boulevard and the Central Freeway (now and then) by Kota Ezawa to be installed at 78 Haight Street, located at the corner of Haight Street and Octavia Boulevard. The artwork is funded by city, state, and federal credits. Tenderloin Neighborhood Development Corp (TNDC) will be responsible for ongoing maintenance. The work will not become part of the Civic Art Collection.

5.  Ocean Beach Climate Change Adaptation Project

Project Manager Aleta Lee gave a brief overview of the Ocean Beach Climate Change Adaptation Project and presented the artist finalist. The artwork will be located at the new public plaza at Sloat Blvd. and will be an anchor point/landmark sculpture that addresses climate change, complements views of the ocean and scenic coastal views, and is visually compatible with the character of the site and surrounding areas, including a forthcoming mural by Jet Martinez and existing sculptures by Mary Fuller at the nearby Westside Pump Station. The three artists recommended by the review panel to create conceptual proposals for this project are: Mark Baugh-Sasaki, Leo Bersamina, and Ana Teresa Fernandez. All three artists are Bay Area based and have a connection to the site.

Arts and Education Program Manager Blair Randall thanked Ms. Lee for her work on the project thus far and Commissioner Ferras for serving on the panel. He noted that the art is funded by a voluntary contribution from the San Francisco Public Utilities Commission and that it was the foresight of former Public Art and Civic Art Collection Director Susan Pontious for identifying this location as a potential site for an artwork.

Motion: to approve the selected finalists Mark Baugh-Sasaki, Leo Bersamina, and Ana Teresa Fernandez for the Ocean Beach Climate Change Adaptation Project, as recommended by the artist review panel.

Deputy Director Joanne Lee shared that there is one open call for artists. The San Francisco Public Utilities Commissions’ City Distribution Center at 2000 Marin Street project to create a monumental artwork integrated into the façade of the parking garage at the new campus is currently open and the deadline to apply is June 3, 2022.

Ms. Lee also stated that there will be a presentation on the Mother’s Building at the July 20th Visual Arts Committee meeting.


Regarding ArtCare, Ms. Lee stated that the Arts Commission is currently working with the Ethics Commission, reviewing the legislation passed by the Board of Supervisors and the upcoming ballot initiative on behested payments to get a better understanding of what the future relationship with ArtCare can be.
