2. Public Comment

Commissioner Keehn called for public comment. There was no public comment.

3. Consent Calendar
Action

  1. Motion to approve the mural design, The Laughing Monk, by Shawn Bullen to be painted on a mural site located at 1439 Egbert Street, San Francisco, CA. The mural is a project of the Arts Commission’s StreetSmARTS Program, funded by the Department of Public Works.
  2. Motion to approve the mural design, Flowers and Faces, by Kristin Mays to be painted on a mural site located at 2774 Jennings Street, San Francisco, CA. The mural is a project of the Arts Commission’s StreetSmARTS Program, funded by the Department of Public Works.
  3. Motion to approve the artwork, Zephyros, 2015 by Rebar Art + Design Studio as installed at Palega Recreation Center.

Commissioner Keehn called for public comment. There was no public comment.

4. Temporary Art at Civic Center
Susan Pontious with Jon Paul Genet, Tournament Director, IMG Golf
Action

Program Director Susan Pontious presented Fancy Animal Carnival, an exhibition of work by artist Hung Yi proposed for Civic Center Plaza April 4 - May 7, 2015. Ms. Pontious stated that she has reviewed the proposal and it falls within the Civic Center Temporary Art Guidelines. She noted that the artist has letters of support from the Library, the Mayor’s Office, and the Asian Art Museum. She then introduced Jon Paul Genet, Tournament Director for IMG Golf to explain the proposal in detail.

Mr. Genet explained that IMG Golf is proposing 19 sculptures installed at Civic Center in conjunction with other sculptures installed at the Lake Merced Golf Club. Mr. Genet then reviewed the installation schedule, noting that all permits will be obtained, and that an engineer will be consulted on weight bearing constraints at the site.  He also noted that each sculpture will be coated with an anti-graffiti coating, and the artist’s team plans to inspect the work daily to monitor for maintenance concerns.

The Commissioners responded favorably to the proposal.

Motion: Motion to approve a temporary exhibition at Civic Center Plaza entitled Fancy Animal Carnival by artist Hung Yi sponsored by the Insian Gallery in Taiwan at no cost to the City in conjunction with the Swinging Skirts Golf Tournament to be held at the Lake Merced Golf Club, pending site approval from the Recreation and Park Commission. The installation will consist of 20 sculptures to be installed April 4 - May 7, 2015.

5. San Francisco International Airport: Temporary Boarding Area B

Action

Ms. Pontious reported that San Francisco International Airport’s Terminal 1 will undergo a complete remodel, during which time a temporary Boarding Area B will be in place for five years, generating approximately $500,000 in Art Enrichment funding for the temporary boarding area. She noted how this is an opportunity to create a temporary art plan that includes rotating mural opportunities and new media installations. Ms. Pontious introduced members of the project team who presented an overview of the temporary boarding area, and potential associated art locations.

Ms. Pontious noted that the timeline leading up to the installation of works at Boarding Area B is approximately 16 months. Artists will be selected from the 2015/16 Prequalified Artist Pool that is currently open to applicants. She added that a more detailed project outline and budget would be presented to the Committee at a later date.

Motion: Motion to approve the direction of an art plan to focus on temporary art installations for Temporary Boarding Area B at San Francisco International Airport.

6. Civic Art Collection Guidelines

Action

Ms. Pontious presented a draft revision of the Civic Art Collection Guidelines. Most notably, the revisions reflect the recent changes to Section 3.19 of the Administrative Code regarding Art Enrichment. The draft also incorporates the Public Art Trust as projects developed from that funding source may be managed by the Public Art Program and fall under jurisdiction of the Arts Commission to maintain. Additionally, revisions were made to the selection process and gift and loan policies to reflect preferred practices. Finally, a general streamlining of the document was performed. The Commissioners opted to vote on the revisions once the draft was more complete.

7. Alameda Creek Watershed Center

Action

Project Manager Mary Chou discussed the entryway and landscape artworks by Mark Brest van Kempen for the Alameda Creek Watershed Center. She informed the Commissioners that the design for the entryway artwork was not ready for review. She then discussed the budget for the landscape artwork, stating that she recently received cost estimates indicating that the project would cost over three times the allocated artwork budget for both the entryway and landscape artworks. She explained that the artist will be asked to explore significant alterations to his design to stay within the allotted artwork budget. This may mean using an alternative glass material and/or truncating the work significantly. In doing so, elements like handrails may also need to be added to meet Americans with Disabilities Act requirements. Ms. Chou added that if it is not possible to reduce the cost of the project to stay within budget, the landscape artwork may be cancelled with the recommendation to proceed with just the entryway piece. Ms. Chou said she would explore all options and return to the Committee with a project update at a later time.
