  3. Treasure Island Waterfront Plaza Public Restroom: Conceptual Presentation

    The team presented the project, reviewing the site, context and design precedents.
     
    The Committee discussed the project, asking the team to clarify the relationship between the subordinate restroom structure and the heroic ferry terminal, and to consider material choices as well as landscape and seating.
     
    There was no public comment, and there was no motion.
     
  4. Lombard Street Garage Improvements Project: Phase 1

    Commissioner Ordeñana arrived at 2:45 p.m.
     
    The design team presented the project, reviewing changes made in response to the Committee’s prior review.
     
    The Committee discussed the project, initially asking whether there had been any discussion of using the site for housing. Ms. Manton reminded the Committee that this policy question was outside its jurisdiction; the Committee requested staff to bring up the matter with the client department.
     
    The team presented two alternative designs, explaining how they addressed the Committee’s comments in its prior review.
     
    The Committee encouraged the team to simplify the project, and to explore different color palettes. They also discussed planting, lighting and community input.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 1 of the Lombard Street Garage Improvements project, contingent upon: (1) submission of color studies at Phase 2 review, showing at least two or three options for review, including both multi-color and single-color/multiple-value panel schemes with a gray background for the building, and with material samples; (2) submission of LED samples.
     
  5. San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility: Phases 2 and 3

    The team reviewed the project, discussing changes made in response to the Committee’s comments at its prior review, and showing material samples.
     
    The Committee discussed the project and made some suggestions. There was no public comment, and the motion was approved unanimously as follows.
     
    Motion to approve Phases 2 and 3 of the San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility Project, contingent upon: (1) uplighting the underside of the fueling station roof; (2) making the underside of the roof a darker color close to the fascia color; (3) considering round columns instead of square ones; (4) changing the light fixtures on the wash station.
     
  6. SFO Firehouse #3 and South Field Checkpoint Relocation: Phases 2 and 3

    The design team presented the project, reviewing changes made in response to the Committee’s comments at its prior review. They also presented material samples.
     
    The Committee discussed the project and asked about the landscape plan.
     
    The Committee recommended an informal review of the landscape plan with Commissioner Stryker, and asked the team to return for a combined review of Phases 2 and 3. They recommended better integrating the door into the glazing system, and changing the rear louvers to champagne to better blend with rest of the wall. There was no public comment, and no motion.
     
    The Committee took a brief recess at 4:01 p.m., and reconvened at 4:09 p.m.
     
     
  7. Alameda Creek Recapture Project: Phase 2

    The team presented the project, discussing changes made since the Committee’s previous review.
     
    The Committee discussed the project in detail, suggesting several changes and asking about the landscape plan.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 2 of the Alameda Creek Recapture project, contingent upon: (1) changing the white finish to galvalume, painted to match; (2) changing the size of the doors to approximately 3’6” wide by a height to align with the roof; (3) creating a more random and naturalistic layout for the trees; (4) submitting a drawing showing the swale and groundcover.
     
  8. Southeast Plant Power Feed and Primary Switchgear Upgrades: Phase 1

    The team presented the project and design precedents.
     
    The Committee discussed the project in detail, requesting that the design be clarified and simplified. They requested information about the context and other structures on the site.
     
    There was no public comment, and there was no motion.
     
  9. Alameda Creek Watershed Center in Sunol: Phase 3
    Paul De Freitas, Project Designer, Bureau of Design and Construction, Public Works
    Bryan Dessaure, Project Manager, San Francisco Public Utilities Commission
    Will Kwan, Project Architect, Bureau of Design and Construction, Public Works
    Martha Ketterer, Project Landscape Architect, Bureau of Design and Construction, Public Works
     
    The Committee thanked the team for presenting the project to the full Commission at its last meeting, and praised the project.
     
    The team discussed changes made since the Committee’s previous review, including changes in the landscape plan to deal with a plant pathogen recently found in the soil.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 3 of the Alameda Creek Watershed Center in Sunol project.
     
  10. Sunol Yard Improvements: Phase 3

    The team presented the project, discussing changes made since the Committee’s previous review, including similar changes to the landscape plan to address the soil-borne plant pathogen mentioned above.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 3 of the Sunol Yard Improvements project.
     
  11. Visual Arts Committee Update
    Commissioner Keehn reported on the artwork for Fire Station #5. She reported on the panel recommendation for the Moscone project, and was concerned about the recommendation and about how the Visual Arts Committee responded to staff concerns about maintenance issues with a recommended project. She noted that the architect had made extensive changes after Phase 3, significantly changing the context for one of the artwork sites. Commissioner Keehn left the meeting at 5:30 p.m.
     
  12. Staff Report
    Ms. Manton thanked Vice President Ordeñana for his service on the Committee, and announced that he would be leaving this Committee for the Community Arts, Education and Grants Committee. She also discussed how the Committee might accommodate its growing list of projects, and the Committee discussed design teams presenting certain other projects to the full Commission.
     
    There was no public comment.
