There was no public comment, and the Consent Calendar was approved unanimously as follows.1. Motion to approve Phase 3 of Guy Mini Place Park Project.
2. Motion to approve Phase 3 of North Lake Groundwater Pump Station Project.
3. Motion to approve Phases 3 of South Windmill Pump Station Project.
4. Motion to approve Phase 3 of Fire Station #5 Project.
- SFO Consolidated Administrative Campus: Informational and Conceptual Presentation

The team presented the project, reviewing the site, its context and design precedents. Pedestrian circulation, existing site conditions, phases of construction, and environmental conditions were also presented to the Committee at this time.
The Committee discussed the project, asking the team to consider user’s perspective in relation to viewpoints from particular points of the building and noise caused by airplanes. The Committee also asked the designers to consider height limits and various building dimensions to maximize the amount of useful daylight, and to think about the division of the plaza and the material choices for landscape.
There was no public comment, and there was no motion.
- SFO Terminal 1 Center Renovation Project (10011) and SFO New Boarding Area B Reconstuction Project (10011) Informational and Conceptual Presentation

The teams presented the projects, reviewing the site, project schedule, context, and design precedents. The team’s design approach took into account the stakeholders, integrated landscape, campus materials and layout, environmental factors, and user experience. Both projects were presented together.
The Committee discussed the projects, commenting that they would be interested in the following presentations that develop the vision statement of curated environments and its relation to the metal materials used in the architecture. In addition, there was a question posed about how technology would be integrated into the vision. The Committee looked forward to the seeing these comments addressed in the coming presentations.
There was no public comment, and there was no motion. - Lombard Parking Garage: Phase #2

The team reviewed the project, discussing changes made in response to the Committee’s comments at its prior review. The team showed renderings of the various options for the front and rear facades of the building. Material samples, showing color and finish, were also provided.
The Committee discussed the project and made some suggestions, including pattern choice and higher contrast of colors. The Committee preferred scheme four option with alternating gray panels, but suggested to have a greater contrast with the garage walls so the colors would stand out. There was no public comment, and the motion was approved unanimously as follows.
Motion to approve Phase 2 of the Lombard Street Parking Garage project, contingent upon: (1) making the background existing stucco color darker so that the panels contrast more; (2) bringing large-scale material samples for Phase 3 review.
- Eagle Plaza: Phase #1

The design team presented the project, reviewing changes made in response to the Committee’s comments at its prior review.
The Committee discussed the project and asked about the storm management component, number and selection of trees, the possibility of extending the steps to Bernice Street, and suggestion of seating options, such as amount and color. The project design was praised by the Committee. There was no public comment, and the motion was unanimously approved as follows.
Motion to approve Phase 1 of the Eagle Plaza project.
- 17th & Folsom Park: Phase #3

The team presented the project, discussing changes made since the Committee’s previous review in 2012.
The Committee discussed the project in detail, expressing concern over light fixtures, surrounding fence, entrance gate to the park, and the laser cut artwork panels that were to be integrated into the gate. The Committee also raised the issue of the project going to bid and the contract being awarded before Phase 3 approval.
Commissioner Woolford left the meeting at 5:26 p.m.
There was no public comment, and the motion was approved as follows – Aye: Commissioners Smith, Keehn, Schnair; Nay: Commissioner Stryker.
Motion to approve Phase 3 of the 17th and Folsom project, excluding the fence and gate.
- Visual Arts Committee Update
Commissioner Keehn reported on Jorge Pardo, the artist commissioned for the Van Ness Bus Rapid Transit (“BRT”) opportunity. She stated that the artist would come up with a new proposal, as there were issues with maintenance and the original proposal. She shared images of the artwork proposals for Fire Station #5, and showed proposals by artists Bernadette Frank, Ron Saunders and Amanda Weil.
- New Business & Announcements
Commissioner Stryker suggested that the landscape portion of many of the projects needs to be more deeply developed with more elevations and conceptual planting plans.
