Commission President JD Beltran called the meeting to order at 2:08 p.m.

   There was no public comment, and the minutes were unanimously approved as follows.

3. General Public Comment
   There was no public comment.
    
4. Director’s Report
   Mr. DeCaigny began by recognizing the service of Cass Calder Smith, who served on the Commission for over eight years, largely as Chair of the Civic Design Review Committee. Mr. DeCaigny praised former Commissioner Smith as a fearless champion of high-quality design, with a keen understanding of the need to balance budget and schedule considerations with design excellence. He added that he has learned a great deal from Mr. Smith, and seen many public structures benefit from his service to the City.
    
   President Beltran was delighted to have worked with Mr. Smith, whom she praised as a visionary renowned in his field. She recalled having sat in on Civic Design Review Committee meetings as Interim Director, and observed that Mr. Smith was willing to devote a great deal of time and attention, both in public meetings and behind the scenes, to even small details for excellence in design. She pointed out that several years ago, projects frequently came to the Committee at a very late stage. She credited Mr. Smith, and Director of Special Projects Jill Manton, with turning around the relationship with other City departments who now see the Civic Design Review Committee as a valuable collaborator in their design process.
    
   Commissioner Keehn said that it was really a pleasure to serve with Mr. Smith on the Civic Design Review Committee; that it was a lot of fun, and she, too, had learned a great deal from him. She echoed President Beltran's remarks about his influence in improving both the relationship with other City departments and the corresponding quality in design.
    
   Commissioner Woolford, too, praised Mr. Smith, adding that he walked the fine line of not designing projects for City colleagues, but encouraging their own creative and thoughtful solutions. Commissioner Schnair said that while she has served on the Committee for only a few months, she admired Mr. Smith's expertise and she, too, has learned a lot from him. Commissioner Chew added that he has followed Mr. Smith's career for a long time, and wished him ongoing success.
    
   Mr. Smith thanked the Commission for their very kind words, and said it had been a great pleasure to work with the Commissioners, and with Ms. Manton, in a really collaborative way. He said that he was very proud of the fact that Public Works now sees the Civic Design Review Committee as an ally rather than an adversary, and he looks forward to seeing the completion of the many projects now underway, from Van Ness Bus Rapid Transit to the much-needed bathrooms for Muni drivers. He added that his time on the Commission had been really interesting, and he, too, had learned a lot.
    
   To general applause, Mr. DeCaigny thanked Mr. Smith once again.
    
   Turning to other matters, Mr. DeCaigny reported on the ribbon-cutting ceremony at Bayview Opera House on July 20, showing several images from the event. He acknowledged House Leader Nancy Pelosi's long-standing efforts on behalf of the building, and was glad she took time to attend. He listed the many officials who attended, and praised the leadership of the late Carla Johnson of the Mayor's Office on Disability, a great force in the renovation of the building, who was represented by her colleague and friend Arfaraz Khambatta, Interim Director of the Mayor's Office on Disability, and by her wife and daughter. He reported that the neighborhood matriarchs, and the family of Ruth Williams, for whom the Opera House's theater is named, were also in attendance, and the community was pleased and enthusiastic. He announced that the tenant organization will soon be back in the building, and will hold a grand opening in mid-September. He thanked Community Investments Director Judy Nemzoff for her leadership on the project, praising it as a signature success in her career at the Arts Commission, and thanked the Community Investments staff, as well as Opera House Director Barbara Ockel and her staff, and the Commission. President Beltran added that many speakers praised Ms. Nemzoff from the stage. Mr. DeCaigny also acknowledged Communications Director Kate Patterson-Murphy, whose efforts yielded three television stories, as well as other press coverage.
    
   Mr. DeCaigny reported on the recent quarterly meeting of public relations professionals and arts and culture journalists convened in collaboration with Lisa Hasenbalg of San Francisco Travel. Commissioner Keehn requested that Commissioners be notified about similar events in the future, and Mr. DeCaigny agreed.
    
   Finally, Mr. DeCaigny sadly announced the passing on July 1 of abstract painter Peter Rodriguez at 90. Born in Stockton, he founded the Mexican Museum, was instrumental in the creation of Galeria de la Raza, and served on the Arts Commission and the National Endowment for the Arts.

5. Committee Reports and Committee Matters
   1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee had a brief update on the strategic plan, noting that staff would present updates to the full Commission periodically. The Committee also approved a project at the Moscone Parking Garage, and a grant for a documentary film by Jim Yager on the City's water and wastewater systems, with funds from the San Francisco Public Utilities Commission. She invited Mr. Yager to speak; he briefly described his experience as a documentary filmmaker for some thirty years, including an Emmy-nominated film for KQED last year on City Hall. He described his longtime fascination with the water system, his meetings with the Public Utilities Commission, and his hopes for the upcoming documentary on how water gets to the city, and what happens to it when it goes down the drain.

   2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. In the absence of Commissioner Stryker, Commissioner Woolford reported that the Committee reviewed several projects of varying scale and impact, including Oak Plaza, which will transform the corner of Market and Van Ness in a very interesting way; the thoughtfully designed Willie "Woo Woo" Wong playground, mostly unknown outside the neighborhood; and the finely crafted and detailed full-scale mockup of the railing for Van Ness Bus Rapid Transit.
          
         There was no public comment.
          
   3. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. In the absence of Commissioner Melania, Commissioner Collins reported that the Committee discussed new grant guidelines prepared by staff, and praised their improvements. He reported that staff also gave an update on the Cultural Centers, and the Committee approved their Management and Programming Plans and Budgets for the new fiscal year.
          
         President Beltran added that it has taken years and a great deal of work to get to the point where the programs all have the same deadlines and better metrics. She congratulated Community Investments staff on this achievement.

   4. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee reviewed several projects.
          
         There was no public comment.
          
6. Consent Calendar
   Vice President Ordeñana recused himself from consideration of item 4 of the agenda, regarding the Queer Cultural Center, because they sometimes rent space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Community Center. Commissioner Keehn recused herself from consideration of item 21 of the agenda, regarding the artwork at the Moscone Parking Garage, because she is a founder of Sites Unseen, the organization installing the artwork. Commissioners Ordeñana and Keehn left the room at 2:46 p.m. President Beltran called for a vote on the two items as follows. There was no public comment, and the motions were approved unanimously approved as follows, with the recusal of Commissioners Ordeñana and Keehn.
    
   RESOLUTION NO. 0801-16-220: Motion to approve the proposed FY2016-2017 Management and Programming Plan (“MPP”) and Budget for the African American Art & Culture Complex (“AAACC”) for a grant amount not to exceed $638,880: $534,628 to AAACC and $104,252 to sub-grantee Queer Cultural Center (“QCC”), pending MPP and budget revisions.
    
   RESOLUTION NO. 0801-16-237: Motion to approve modifications to the previously approved untitled mural designs by artist Barry McGee, to be painted and installed on seven locations (under Resolution No. 0404-16-100) at the Moscone Parking Garage located at 255 Third Street. Modifications include the addition of mural designs at the top and lower portions of the Third Street side of the tower at Third and Clementina streets.
    
    
   Vice President Ordeñana and Commissioner Keehn returned to the meeting room at 2:47 p.m.
    
   President Beltran called for a vote on the remaining Consent Calendar. There was no public comment, and the remaining Consent Calendar was approved unanimously as follows.

   5. RESOLUTION NO. 0801-16-222: Motion to approve the proposed FY2016-2017 Management and Programming Plan (“MPP”) and Budget for Mission Cultural Center for Latino Arts (“MCCLA”) for a grant amount not to exceed $563,938, pending MPP and budget revisions.

   7. RESOLUTION NO. 0801-16-224: Motion to approve Post-Phase 3 of the Treasure Island Ferry Shelter.
       
   8. RESOLUTION NO. 0801-16-225: Motion to approve Phase 1 of the Oak Plaza Project.
       
   9. RESOLUTION NO. 0801-16-226: Motion to approve Phase 1 of the SFO Consolidated Administration Campus Project contingent upon: 1) anticipating the arrival of the pedestrian bridge; 2) revisiting the design of the entry and making it more unique; 3) investigating the issue of the one-story window below the two-story space; 4) investigating the potential of a continuous skylight for the entry hall; and 5) considering another solution for the grey band at the roof of the building.
       
   10. RESOLUTION NO. 0801-16-227: Motion to approve Phase 2 of the San Francisco Airport Building 624 Project.
        
   11. RESOLUTION NO. 0801-16-228: Motion to approve Phase 1 of the Central Shops Replacement Facilities (Selby-Galvez Site) Project contingent upon: 1) considering eliminating the cant of the roof plane, and keeping all the windows aligned horizontally; 2) focusing more resources on the design of the lower floor; 3) simplifying the design; 4) using patterns for the concrete panels; and 5) investigating integral color with a sealer.
        
   12. RESOLUTION NO. 0801-16-229: Motion to approve Phase 3 of the Van Ness Avenue Bus Rapid Transit Project contingent upon: 1) increasing thin sections of rail by a half inch; 2) using material other than ungalvanized or non-stainless steel; 3) making the light fixtures located under the top of the railing vandal-proof or easily replaceable; and 4) using the color dark grey, reference number 038/91098 without metallic for the rail structure.
        
       Visual Arts Committee Recommendations (July 20, 2016)
        
   13. RESOLUTION NO. 0801-16-230: Motion to approve Design Development and Construction Document deliverables for the mural by Jason Jägel for the Balboa Pool Improvement Project.
        
   14. RESOLUTION NO. 0801-16-231: Motion to approve revised place names (part of Design Development deliverables) for Scott Oliver’s Points of Departure artwork for the Masonic Avenue Streetscape Improvement Project.
        
   15. RESOLUTION NO. 0801-16-232: Motion to approve the project proposal concept for Oak Plaza Art Canopies. The project is sponsored and developed for One Oak, a new residential tower by: Build:Public; Snøhetta; David Delgado and Dan Goods; and artists from the NASA Jet Propulsion Laboratory. The project’s 1% for Art fee will be utilized to convert approximately 16,000 square feet of the Oak Street public right-of-way between Franklin Street and Van Ness Avenue into a new public pedestrian plaza with art canopies. The art canopies will be freestanding trellis-like structures with cantilevered segments, supported by vertical columns. Conceptual approval is given pending review of final designs.
        
   16. RESOLUTION NO. 0801-16-233: Motion to approve the installation of a long-term temporary artwork by Joel Pratt at no cost to the City to be located at 645 Texas Street to be sponsored by Trumark Properties.
        
   17. RESOLUTION NO. 0801-16-234: Motion to approve the public art project outline for Rossi Pool.
        
       Executive Committee Recommendations (July 25, 2016)
        
   18. RESOLUTION NO. 0801-16-235: Motion to authorize the Director of Cultural Affairs to enter into a grant agreement for fiscal years 2016-2018 with Booker T. Washington Community Service Center for a grant not to exceed $440,000 to produce a documentary film on San Francisco’s water and wastewater systems in collaboration with filmmaker Jim Yager, pending receipt of funds from the San Francisco Public Utilities Commission.
        
   19. RESOLUTION NO. 0801-16-236: Motion to approve new program objectives for the SFAC Galleries for the strategic plan.
        
7. New Business and Announcements
   Mr. DeCaigny announced that the October meeting of the full Commission will be cancelled, and that the September meeting will be held on September 12, since the first Monday, September 5, is the Labor Day holiday.
    
   Commissioner Chew recommended the show at the Asian Art Museum.
    
   There was no further news or announcements, and there was no public comment.
