2.            Public Comment
Discussion

Commissioner Keehn called for public comment. Richard Rothman stated that he is disappointed that an existing exterior mural at Rossi Pool is not not being considered for restoration as part of larger Rossi Pool  Improvement Project budget to take place.  He also stated he was pleased to hear that Supervisor Katy Tang had identified additional funds for the restoration of the murals at Mother’s Building and that the project was progressing.

3.            Consent Calendar
Action

1.            Motion to approve the Design Development phase deliverables by Bernadette Jiyong Frank for the Fire Station #5 Project.

2.            Motion to approve the relocation of Jason Jägel’s artwork for the Central Subway Construction Barricades Temporary Art Project from Yerba Buena Moscone station to Chinatown station.

3.            Motion to authorize the Director of Cultural Affairs to increase Jason Jägel’s contract from $25,000 to $33,000 (an increase of $8,000) for additional Design Development, for the Central Subway Construction Barricades Temporary Art Project to accommodate the relocation of the artwork from Yerba Buena Moscone station to Chinatown station.

4.            DREAM  Temporary Art Project
Jill Manton and Rebekah Rodriguez
Action

Director of Public Art Trust and Special Initiatives Jill Manton introduced Civic Engagement Manager at Yerba Buena Center for the Arts Rebekah Rodriguez. Ms. Rodriguez presented a proposal for a temporary public art project, DREAM, by artist Ana Teresa Fernández and the youth of the Martin Luther King Middle School. The project will be maintained and sponsored by Yerba Buena Center for the Arts. The sculpture consists of 10 ft. high block letters, made of metallic disks that spell the word DREAM to be located near the intersection of Jarboe Avenue and Peralta Street to be on display for a minimum of one year January 2017 through January 2018. It was also noted that Supervisor David Campos supports the project.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve DREAM, a temporary public art project by artist Ana Teresa Fernandez, and youth from the Martin Luther King Middle School. The sculpture consists of 10 ft. high block letters, made of metallic disks that spell the word DREAM to be located near the intersection of Jarboe Avenue and Peralta Street. The project is sponsored by Yerba Buena Center for the Arts and will be on display January 2017 through January 2018.

5.            Treasure Island Arts Master Plan Outline

Ms. Manton presented a progress report of Treasure Island Arts Master Plan Outline. She reminded the Committee that since the visioning workshop in 2015 the main objectives of the project are to create a world class destination for the arts; embrace it’s cultural legacy; develop an artist residency program; and to curate a diverse range of artists.

She shared some highlights of the projects that will include art activations that include both temporary public programming and permanent landmark projects.  The master plan hopes to encourage mutually beneficial partnerships with local arts organizations, develop and establish self-sustaining programs and consider the long term stewardship of the permanent art collection.

She stated next steps would include aggregating feedback from two community workshops, the first was on Treasure Island October 6, 2016, and the second to be held at the Arts Commission offices November 17, 2016.  Feedback from the workshops. along with recommendations of  The Treasure Island Art Steering Committee (“TIASC”) will inform the master plan and will be presented to The Treasure Island Development Authority (“TIDA”) for final approval.

The Commissioners discussed shared their approval and congratulated the staff on their hard work.

Commissioner Keehn called for public comment. Richard Rothman requested that the Corvorubius murals and other 1939 Golden Gate International Exposition works to be restored, featured and maintained by the Arts Commission and to be included in the Master Plan.

6.            Temporary Sculpture Installation in Patricia’s Green

Ms. Manton presented a proposal for a temporary sculpture installation by artist collaborative HYBYCOZO in Hayes Valley’s Patricia’s Green. Ms. Manton stated the Arts Commission has conducted a request for qualifications to form a prequalified pool for temporary opportunities at Patricia’s Green, from which HYBOCOZO was selected. The project has the support of the Hayes Valley Neighborhood Association and the Hayes Valley Art Coalition, The artwork consists of two geometric formed sculptures made from perforated laser-cut stainless steel based upon Penrose patterns. The sculptures are six feet and ten feet high and will be internally illuminated. The Recreation and Parks Department will be partnering in the project to provide electricity. The project cost totals $20,000 and will be funded through the City’s Capital Planning, Hayes Valley Development Impact Fees and will be on display November 2017 through November 2018, pending approval of the Recreation and Park Commission.

Motion: Motion to approve a temporary sculpture installation by artists HYBYCOZO in Hayes Valley’s Patricia’s Green which shall consist of two illuminated sculptures of geometric forms made from perforated laser-cut stainless steel based upon Penrose patterns, which are respectively six feet and ten feet high. The artworks will be on display November 2017 through November 2018, pending approval of the Recreation and Park Commission.

7.            Muni Art

Action

Ms. Manton presented the selected images for The Muni Art Project, a collaboration between SF Beautiful and the SFMTA. Artworks by Monica Tiulescu, Lillian Shanahan, Luis Pinto, Counterpoint Studio, and Todd Kurnat,  will be on display within the interior of five bus lines, totaling 100 buses city wide (twenty buses per artist) from January 1, 2017 through April 30, 2017.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the display of the reproduction of original artworks by: Monica Tiulescu; Lillian Shanahan; Luis Pinto; Counterpoint Studio; and Todd Kurnat designed specifically for display in 100 buses city wide (twenty buses per artist) for the duration of four months from January 1, 2017 through April 30, 2017 in spaces generally reserved for advertising.

8.            Glen Canyon Recreation Center – Charles Sowers
Justine Topfer and Charles Sowers
Action

Project Manager Justine Topfer introduced artist Charles Sowers and together presented final design developments for Sower’s artwork, Solar Totems to be installed at Glen Canyon Recreation Center early next year. Mr. Sowers presented a model of the solar totem and showed images of his prototypes to explain the mechanical functions of the heliograph, which will burn a record of the sun’s movement each day on the totem.

9.            Zuckerberg San Francisco General Hospital
Zoë Taleporos
Action

Program Associate Zoë Taleporos presented the Project Outline for Phase Two of the Zuckerberg San Francisco General Hospital and Trauma Center Two-Dimensional Artwork Program. Ms. Taleporos explained that the Phase One of the Two-Dimensional Artwork Program came in under budget,  creating an opportunity to extend the Program. The staff has identified an additional 65 artwork locations and will make selections from the existing Two-Dimensional Artwork Registry as well as the Prequalified Artist Pool.  The new image selections will be reproduced on aluminum, in the same manner as the existing collection, with anticipated installation in August, 2017.

Motion: Motion to approve the Project Outline for Phase Two of the Zuckerberg San Francisco General Hospital and Trauma Center Two-Dimensional Artwork Program.

10.         SEP Headworks Building

Project Manager Mary Chou presented images of artworks by the selected finalists for the SEP Headworks Building. The selected finalists Mildred Howard, Christian Moeller, Norie Sato, Ron Moultrie Saunders and Catherine Widgery will all develop proposals for the SEP Headworks Building Public Art Project.

11.         Office of the Chief Medical Examiner

Action

A. 2D Opportunity

Ms. Chou presented images of the final artworks selected for installation at the new Office of the Chief Medical Examiner (OCME). The artworks had been selected from request for proposals posted August 23 through September 27, 2016. Ms. Chou stated the images selected were done so with sensitivity to evidence based design findings, considering that the general public visiting the building will likely be under great duress and identifying the deceased. She stated that the next step is to share the selection with staff at OCME for their feedback and to conduct studio visits to view the work in person, prior to the final layout and selection. She stated she will bring back the final selection and layout to the Visual Arts Committee for approval.

B. Exterior Sculpture

Ms. Chou presented the final design for the exterior sculpture titled Alma, by Richard Deutsch for the new Office of the Chief Medical Examiner. She noted  the most significant changes include the use of 1 in. stainless steel tubes instead of  1 in. wide flat bars, and a slight change in the patterning of the stainless steel tubes with more horizontally-oriented tubes. The overall dimensions of the sculpture are the same as presented at conceptual design (22 ft. high by 13ft., 6 in. wide by 13 ft. deep). The sculpture will be 316L stainless steel with a glass bead blasted finish and lit with two LED up-lights that cast an amber color at night.

12.         Moscone Expansion

Action

A. West Bridge

Project Manager Marcus Davies presented images of work by the selected finalists for the Moscone Expansion Project’s West Bridge. The finalists Nathan Lynch, Alison Saar and Sarah Sze will develop conceptual proposals for the final selection panel taking place in early 2017.

Motion: Motion to approve the selected finalists: Nathan Lynch; Alison Saar; Sarah Sze; and alternate Hank Willis Thomas for the Moscone Expansion Project’s West Bridge Project as recommended by the Moscone Expansion Project’s West Bridge Project Art Selection Panel.

B. Howard Street

Mr. Davies presented the design development deliverables for Christine Corday’s sculpture for the  Howard Street plaza. The Committee questioned the addition of a stepped steel plate where the smaller of the artwork’s two steel arcs meets the ground and asked that the artist reconsider this change to her original conceptual proposal. Mr. Davies replied that he would relay the concerns to the artist and give her the opportunity to continue working on the design.

Commissioner Keehn called for public comment. There was no public comment.

President Beltran excused herself from the meeting at 4:14p.m.

Motion: Motion to approve the Design Development Deliverables, specifically the artwork’s placement and orientation, by Christine Corday for the Moscone Expansion Howard Street project, with the caveat that revisions to the sculpture design are to be reviewed and approved at the next meeting of the Visual Arts Committee.

13.         San Francisco International Airport: Consolidated Administrative Complex – Phase 1

Action

Senior Project Manager Jennifer Lovvorn presented images of the selected finalists for the Consolidated Administrative Complex – Phase 1 Building Public Art Project at the San Francisco International Airport. The selected finalists included Adriane Colburn, Marc Fornes (THEVERYMANY), Iñigo Manglano-Ovalle, and Tim Prentice. She stated that the panel had responded to each selection with consideration for specific aspects of the artists’ work and its potential compatibility with the overall project: Adriane Colburn for her use of color and layering; Marc Frones and his work’s integration into architectural spaces; Iñigo Manglano-Ovalle and his data-derived sculptural work; and Tim Prentice for light kinetic suspended artwork.

14.         Report on 5 Year Program Statistics; Year End Program Report for FY16
Susan Pontious
Discussion

Ms. Pontious provided a review of the Public Art Program performance measures as reported to the Mayor’s office for FY 15/16. She also presented a report prepared by Dr. Anh Thang Dao-Shah of five-year statistics of artist commissions by location, race and gender.

Some of the highlighted accomplishments of the program included the completion of 28 Public Art Projects; the completion of 23 public presentations; being the recipient of 4 national awards; and having conducted 18 selection panels for an additional ten projects. She further stated the annual expenditures of the program totaled $4,677,397 with $2.6 million being spent on art, $499,535 on conservation and maintenance and $1.5 million on administration costs.

15.         New Business, Old Business, and Announcements
Discussion

The Noe Valley Town Square Public Art Project, Garden Guardians, 2016 by Wowhaus opens to the public Thursday, October 27, 2016.

A mural project by Barry McGee at the Moscone Parking Garage is now open to the public.
