    There was no public comment.
     
  4. Director’s Report
    President Beltran introduced the newly appointed Commissioner Lydia So, an architect in private practice. She briefly discussed Commissioner So's resume. Commissioner So said that she was honored and thrilled to serve the City and would do her best, and she looked forward to collaborating with her new colleagues on the Civic Design Review Committee.
     
    Mr. DeCaigny, too, welcomed Commissioner So, adding that he was happy to have the Commission back at its full complement.
     
    He reported on the activities of the agency, including the dedication of a public artwork by Kelly Ording, a paving on Ocean Avenue; the Art on Market Street poster series by Tracey Snelling; and the Galleries' Passport fundraising event in Chinatown, in partnership with the Office of Economic and Workforce Development. He invited Galleries Director Meg Shiffler to discuss the Galleries' new exhibit, Not Alone: Exploring Bonds Between and With Members of the Armed Forces, opening November 9. She talked about the deep meaning the exhibit has, and about her close work with co-curator Jason Hanasik. She announced several events associated with the show, including events on Veterans Day and a reception with the artists on November 18. President Beltran praised Ms. Shiffler's efforts in reaching out to the veterans community, and Mr. DeCaigny added that the show was supported by a California Arts Council Veterans Initiative in the Arts grant.
     
    Mr. DeCaigny reported on the third annual arts education conference, Every Day Every Way, bringing together 75 participants representing over two dozen youth-serving organizations and arts educators. He added that the Department of Children, Youth and their Families was a valuable partner.
     
    Mr. DeCaigny welcomed Jaruvan Li as a new member of the Arts Commission accounting staff.
     
    He reported that several members of the staff went to the recent national Grantmakers in the Arts conference in Minnesota, where he and Community Investments Senior Program Officer Barbara Mumby made a presentation on equity. Finally, he reported on his recent travel to Moscow with colleagues at San Francisco Travel, representing San Francisco at the World Cities Culture Summit, a gathering of 34 cultural capitals worldwide.

  5. Nomination and Election of Arts Commission Officers
    Commissioner Collins reported on the recent meeting of the Nominating Committee, which solicited recommendations from Commissioners. He reported that the Committee expressed great confidence in the current leadership and unanimously recommended nominating them to continue for the coming year.
     
    There was no public comment, and the Commission voted unanimously to elect JD Beltran as President and Roberto Ordeñana as Vice President of the Commission.
     
    President Beltran and Vice President Ordeñana thanked the Commission for the honor of continuing to serve, and praised their colleagues on the Commission, as well as Mr. DeCaigny and the staff.  
  6. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee reviewed the agreement with the Emerald Fund for a public artwork on the façade of the Bill Graham Civic Auditorium, the first Memorandum of Understanding under the Public Art Trust. She asked Public Art Trust and Special Projects Director Jill Manton to briefly discuss both the Public Art Trust and the arts master plan for Treasure Island. Ms. Manton noted that the master plan will be presented to the Visual Arts Committee, and has already been discussed at other public meetings on the island. She gave a brief overview of the Public Art Trust, to which developers of projects in certain districts have the option to contribute as part of their required budget expenditure for public art. She discussed some of the ways the funds could be used.
         
        Committee members praised Ms. Manton for her work on the Trust and its projects.
         
        President Beltran reported that the Committee went into closed session for the last part of its meeting to conduct an evaluation of the Director of Cultural Affairs. She added that the Commission has a history of innovating in policy and other areas, and she has been wondering how that might be captured and recorded.
         
        Commissioner Woolford asked about the role of zoning, specifically for production, distribution and repair (“PDR”), in relation to affordable artist housing and studio space. Mr. DeCaigny reported that he is meeting with the Mayor’s Office of Housing and Community Development on this subject, and he discussed some of the issues involved, as well as pointing out some existing resources currently available for affordable housing. He suggested that a variety of approaches will be needed, including public-private partnerships. He reported that he and other City colleagues have visited developments in Santa Cruz and Sacramento to see how these communities are addressing artist housing.

    2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Commissioner Stryker extended a warm welcome to Commissioner So, and looked forward to getting to work with her. She reported that the Committee reviewed several projects, including a ground transport building at San Francisco Airport, a pump station and several structures on the west side of the city, and restrooms for the Treasure Island ferry terminal and for the San Francisco Municipal Transportation Agency drivers. She reported that the Committee was excited about the Willie “Woo Woo” Wong playground.
         
        She explained that the following motion was required because the City has had a change of policy since the Golden Gate Park Boat Playground Restroom project was approved, and the project was modified slightly to include an all-gender restroom.
         
        There was no public comment, and the motion was unanimously approved as follows.
         
      2. RESOLUTION NO. 1107-16-273: Motion to approve Phase 3 of the Golden Gate Park Boat Playground Restroom project.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee reviewed several projects, including the art outline for Treasure Island; the development is expected to generate a $50 million art budget. She reported that the Committee discussed this important and exciting project and that the Committee will come to the Commission with the master plan early in 2017. She reported that the Committee reviewed statistics on the projects, artworks commissioned and artists contracted over the last five years. She reported that she and Public Art Program Director Susan Pontious visited Seattle along with colleagues from the Public Utilities Commission.
         
        Commissioner Collins said that Treasure Island was a very special place, and asked whether the Committee was discussing how art might be part of creating community in the new development. Commissioner Keehn said absolutely it was, and that the planning was not yet at a very specific level.

  7. Consent Calendar
    There was no public comment.
     
    Commissioner Woolford recused himself from consideration of item 24 of the Consent Calendar, regarding the San Francisco Police Department Traffic Company and Forensic Service Division Facility, because his employer, HOK, is doing architectural design work on the project, although he himself is not working on the project. Commissioner Woolford left the room at 3:19 p.m.
     
    President Beltran called for a vote on the following item, which was unanimously approved as follows.
     
    RESOLUTION NO. 1107-16-298: Motion to approve Phase 1 of the San Francisco Police Department Traffic Company and Forensic Service Division Facility Project contingent upon 1) simplifying the exterior skin design by simplifying the materials used and investigating the proportions of the different materials to better unify the building, and 3) providing studies of the landscape of the plaza and its relationship to the building.
     
    Commissioner Woolford returned to the room at 3:20 p.m.
     
     
    President Beltran called for a vote on the remaining Consent Calendar, and it was approved unanimously as follows.

RESOLUTION NO. 1107-16-291: Motion to approve the conceptual proposal by Sarah Hotchkiss for the 2017 Art on Market Street Kiosk Poster Series and to authorize the Director of Cultural Affairs to enter into contract with the artist to develop and complete six unique poster designs for an amount not to exceed $9,000.
       
    18. RESOLUTION NO. 1107-16-292: Motion to approve Jorge Pardo’s conceptual design for the Van Ness Bus Rapid Transit public art project.
       
      Civic Design Review Committee Recommendations (October 17, 2016)
       
    19. RESOLUTION NO. 1107-16-293: Motion to approve the installation of the mural Sight Plan, by Maria Park, for the Central Subway: Chinatown station construction barricade temporary art project at Washington and Stockton streets to be on display for one year beginning August 2016.
       
    20. RESOLUTION NO. 1107-16-294: Motion to approve Phase 2 of the Treasure Island Waterfront Plaza Restrooms Project contingent upon the polished aluminum plate being the preferred exterior material, with the discretion of the design team to design the interior glazing.
       
    21. RESOLUTION NO. 1107-16-295: Motion to approve Phases 2 and 3 of the SFMTA Transit Operator Convenience Facilities (Fulton Street and 7th Avenue) Project.
       
    22. RESOLUTION NO. 1107-16-296: Motion to approve Phase 1 of the Willie “Woo Woo” Wong Playground Project contingent upon 1) simplifying the concrete beam connection to ballast railing, 2) exploring other column options, 3) simplifying overall fencing of playground, 4) finding an appropriate location for the pagoda, and 5) communicating materials of the park to the Waverly Street façade.
       
    23. RESOLUTION NO. 1107-16-297: Motion to approve Phase 2 of the San Francisco Central Shops Replacement Facilities—Selby Galvez Project.
       
    24. RESOLUTION NO. 1107-16-299: Motion to approve Phase 1 of the Westside Pump Station Reliability Improvements Project contingent upon 1) keeping concrete consistent, 2) simplifying the cornice detail by taking out the chevron pattern, and 3) using a concrete header band in lieu of the metal band and 4) having a thinner metal strip at the top for flashing purposes.
       
      Visual Arts Committee Recommendations (October 19, 2016)
       
    25. RESOLUTION NO. 1107-16-300: Motion to approve the Design Development phase deliverables by Bernadette Jiyong Frank for the Fire Station #5 Project.
       
    26. RESOLUTION NO. 1107-16-301: Motion to approve the relocation of Jason Jägel’s artwork for the Central Subway Construction Barricades Temporary Art Project from Yerba Buena Moscone station to Chinatown station.
       
    27. RESOLUTION NO. 1107-16-302: Motion to authorize the Director of Cultural Affairs to increase Jason Jägel’s contract from $25,000 to $33,000 (an increase of $8,000) for additional Design Development, for the Central Subway Construction Barricades Temporary Art Project to accommodate the relocation of the artwork from Yerba Buena Moscone station to Chinatown station.
       
    28. RESOLUTION NO. 1107-16-303: Motion to approve DREAM, a temporary public art project by artist Ana Teresa Fernandez, and youth from the Martin Luther King Middle School. The sculpture consists of 10 ft. high block letters, made of metallic disks that spell the word DREAM to be located near the intersection of Jarboe Avenue and Peralta Street. The project is sponsored by Yerba Buena Center for the Arts and will be on display January 2017 through January 2018.
       
    29. RESOLUTION NO. 1107-16-304: Motion to approve the Treasure Island Arts Master Plan Outline.
       
    30. RESOLUTION NO. 1107-16-305: Motion to approve a temporary sculpture installation by artists HYBYCOZO in Hayes Valley’s Patricia’s Green which shall consist of two illuminated sculptures of geometric forms made from perforated laser-cut stainless steel based upon Penrose patterns, which are respectively six feet and ten feet high. The artworks will be on display November 2017 through November 2018, pending approval of the Recreation and Park Commission.
       
    31. RESOLUTION NO. 1107-16-306: Motion to approve the display of the reproduction of original artworks by: Monica Tiulescu; Lillian Shanahan; Luis Pinto; Counterpoint Studio; and Todd Kurna, designed specifically for display in 100 buses citywide (twenty buses per artist) for the duration of four months from January 1, 2017 through April 30, 2017 in spaces generally reserved for advertising.
       
    32. RESOLUTION NO. 1107-16-307: Motion to approve the Final Design Phase deliverables (shop drawings and renderings) by Charles Sowers for the Glen Canyon Recreation Center public art project.
       
    33. RESOLUTION NO. 1107-16-308: Motion to approve the Project Outline for Phase Two of the Zuckerberg San Francisco General Hospital and Trauma Center Two-Dimensional Artwork Program.
       
    34. RESOLUTION NO. 1107-16-309: Motion to approve the selected finalists: Mildred Howard; Christian Moeller; Norie Sato; Ron Moultrie Saunders; and Catherine Widgery for the SEP Headworks Building Public Art Project as selected by the SEP Headworks Building Public Art Project Selection Panel.

      Executive Committee Recommendations (October 24, 2016)
       
    40. RESOLUTION NO. 1107-16-315: Motion to approve the Memorandum of Understanding with the Emerald Fund, a private developer, regarding their contribution of $1.5 million to the Public Art Trust for a permanent art project at the Bill Graham Civic Auditorium that will become a part of the Civic Art Collection.
       
  8. New Business and Announcements
    Ms. Manton thanked the Commission for their approval, and announced that work would begin the next day on the temporary sculpture in Patricia’s Green, with an artist’s talk and dedication planned for December.
     
    Commissioner Chew reported on the ribbon-cutting ceremony for the new Noe Valley Town Square, praising it as a wonderful transformation of a nondescript former service station.
     
    President Beltran urged everyone to vote.
     
    Commissioner Sklar reported that on her recent trip to Cambodia, she had seen beautiful charcoal drawings by an artist who had survived the killing fields.
     
    There was no further news or announcements, and there was no public comment.
