- Approval of Minutes
Commissioner Stryker requested that the minutes be corrected to show that she had given the Civic Design Review Committee report and not Commissioner Keehn. There was no public comment, and the minutes were unanimously approved, with that correction, as follows.

- General Public Comment
There was no public comment.
- Director’s Report
Mr. DeCaigny reported that the Gallery’s exhibit, Not Alone, has drawn many visitors (including former State Senator Mark Leno), and has been extended until March 18. He also reported that the Galleries will present Sanctuary City: With Liberty and Justice for Some, the first installment in a yearlong series of exhibitions and events exploring what it means to be a sanctuary city. He also reported on the temporary artwork in Civic Center Plaza, Sui Sui Ping An, which ends on March 10. He reported on the installation of a new series of Market Street posters, The Zeitgeist, featuring drawings by Deborah Aschheim, part of the celebration of the 50th anniversary of the Summer of Love. He added that the posters have had good press coverage and been well-received.
Mr. DeCaigny reminded Commissioners that their Statements of Economic Interest are due on April 3, along with Sunshine Ordinance Declarations, and that they should confirm that they are up-to-date on their required biennial Certificate of Ethics Training. He reported on the status of the revision of the Arts Commission’s bylaws and Statement of Incompatible Activities in consultation with the City Attorney’s office, noting the required reviews of the latter by the Ethics Commission and the unions representing Arts Commission staff; he hopes to bring both documents to the Executive Committee for their review in March and to the full Commission in April. He also reported that staff is working on an update on the completion of another year of the Commission’s five-year strategic plan, which will be presented to both the Executive Committee and the full Commission shortly.
He reported that the Commission's draft budget has been submitted to the Mayor’s office. Mr. DeCaigny reported that staff is preparing for the Americans for the Arts Conference from June 15 through June 18, and that scholarship applications will be reviewed soon.
President Beltran added that the Executive Committee requested a discussion of how to move forward from the strategic plan. Commissioner Chew noted that both Mr. DeCaigny and Supervisor Aaron Peskin had attended the opening for an art installation at 41 Ross Alley, produced in connection with the Chinese Culture Center, and completed with the help of the National Endowment for the Arts Our Town grant program. He noted that the artwork is a light projection installation by Bay Area artist Summer Lee, and dusk is a great time to see it.

- Committee Reports and Committee Matters
- Executive Committee—JD Beltran, Chair
- President Beltran reported that the Committee discussed governance issues, including the revisions of the Statement of Incompatible Activities and of the Bylaws, as well as requesting an update on progress on the Strategic Plan and ideas on how to refresh the plan for the next few years. She reported that Mr. DeCaigny broached the idea of hosting the World Cities Culture Forum in San Francisco in November, 2018, with the support of partners at SF Travel. He explained that this is a consortium of some 35 global cultural capitals, and would include 70 to 80 participants. President Beltran reported that the Committee was very supportive of pursuing the idea. The Commission discussed it briefly, asking about the costs this would require and potential funding sources. Mr. DeCaigny noted that some of the host obligations might be met by in-kind donations, such as donations of space rental, and reiterated that this was an early stage in the planning.
Finally, President Beltran reported that the Committee approved a series of temporary art projects for Hayes Valley, and heard public comment from two leaders of the Hayes Valley Neighborhood Association. She was pleased to be able to congratulate them and thank them for their partnership in shepherding public art on Patricia's Green.

- Civic Design Review Committee—Kimberlee Stryker, Chair
- Commissioner Stryker reported that the Committee held a relatively short meeting, reviewing several projects, including the AirTrain extension to the new hotel at the San Francisco Airport.
In response to a question about the Jerry Garcia plaque, Commissioner Stryker explained that it was a plaque to be placed into the sidewalk in front of a house where the musician had lived; Mr. DeCaigny added that this second plaque commemorated the house where he lived with his wife, while the first was in the Excelsior, marking the house where he grew up.

She noted that staff received over 900 submissions and winnowed the list down to 415. Mr. DeCaigny added that the Committee, and the Commission, would need to approve the artists actually selected for any specific project.

- In the absence of Commissioner Melania, Vice President Ordeñana reported that the Committee discussed the Arts Education Master Plan; the Arts Commission and the San Francisco Unified School Distrist issued a Request for Proposals for a "refresh" of the Plan. He pointed out that the Plan was last approved ten years ago, and the voters approved a twenty-year extension in the November ballot.
He reported that the Committee also approved an offset policy, which is intended to increase the ability of smaller organizations to meet their reporting requirements.
President Beltran noted that she recently had occasion to visit the Ruth Asawa San Francisco School of the Arts (“SOTA”), and was enormously impressed with this public school. Mr. DeCaigny added that the school district bond approved in November provides over $100 million for seismic retrofit of the building at 135 Van Ness, which will both house SOTA and serve as an arts hub for all San Francisco public school students.

Civic Design Review Committee Recommendations (February 13, 2017)
- RESOLUTION NO. 0306-17-046: Motion to approve the Jerry Garcia Plaque Number 2 for installation at 5099 Mission Street.
- RESOLUTION NO. 0306-17-047: Motion to approve Phase 3 of the San Francisco Airport Ground Transportation Unit Relocation Project.
- RESOLUTION NO. 0306-17-048: Motion to approve post-Phase 3 of the San Francisco Airport Ground Transportation Unit Relocation Project: Fuel Station/Vehicle Wash.
- RESOLUTION NO. 0306-17-049: Motion to approve Phase 1 of the San Francisco Airport AirTrain Extension and Improvements Project contingent upon: 1) studying the screen angle of the cantilever of the Hotel Station; 2) investigating the exit stair materials and detail to allow clear views from the station platform; 3) creating a more fluid transition between the end of the rail line and the edge of the Long Term Station stop; and 4) moving the janitor’s closet to the interior, instead of sticking out as a pop-out.
Community Arts, Education and Grants Committee Recommendations (February 14, 2017)
- RESOLUTION NO. 0306-17-050: Motion to approve the Offset Policy for San Francisco Arts Commission grant agreements.
Visual Arts Committee Recommendations (February 15, 2017)
- RESOLUTION NO. 0306-17-051: Motion to approve Construction Document deliverables for the artwork by Christine Corday for the Moscone Expansion Howard Street Public Art Project.
- RESOLUTION NO. 0306-17-052: Motion to approve an honorarium payment of $4,000 to Steven Wolf for curating the SFAC Main Gallery exhibition running from April 26 through August 19, 2017.
- RESOLUTION NO. 0306-17-053: Motion to approve the following Treasure Island sites to be coordinated with Phase 1 construction of the island, pending approval from the Treasure Island Development Authority (“TIDA”): Waterfront Plaza, Building One Northern and Southern Lower Plazas, Marina Plaza, Clipper Cove Promenade, Yerba Buena Hilltop Park and Cityside Waterfront Park. Executive Committee Recommendations (February 27, 2017)
- RESOLUTION NO. 0306-17-064: Motion to authorize blanket approval of a series of community-based temporary art projects to take place within Parcels U, R and S during 2017, pending approval from the Department of Real Estate.
- RESOLUTION NO. 0306-17-040: Motion to approve the Executive Committee Meeting Minutes of January 23, 2017.
- New Business and Announcements
President Beltran reported that she had recently spoken to the Yerba Buena Alliance about public art and Sites Unseen. Commissioner Keehn reported that after a successful KickStarter campaign, Sites Unseen will be installing a new project in Annie's Alley.
There was no further news or announcements, and there was no public comment.
- Adjournment
President Beltran sadly noted the recent passing at age 48 of Leigh Markopoulos after a car accident. Ms. Markopoulos was a prominent artist, a brilliant scholar and a teacher at California College of the Arts, and former director of Rena Bransten Gallery. President Beltran added that she had just become a United States citizen on the Tuesday before her death.
There being no further business, the meeting was adjourned at 2:55 p.m. in memory of Leigh Markopoulos.
