2. Motion to authorize the Director of Cultural Affairs to enter into contract with artist Jorge Pardo for an amount not to exceed $815,000 for the design development, construction documents, fabrication, transportation and consultation during installation, for the Van Ness Avenue Bus Rapid Transit Project.
 
3. Motion to authorize an increase to ARG Conservation Services’ contract in the amount of $249,000 (from $500,000 to $749,000) to perform as-needed fine art conservation services for miscellaneous artworks, including but not limited to: the restoration of the Abraham Lincoln Brigade Monument, 2008 by Ann Chamberlin and Walter Hood (SFAC Accession No. 2008.3); and the conservation of Amazarasti-no Hotoke (The Buddha that sits throughout the sunny and rainy weather without shelter), ca. 1790 by an anonymous artist (SFAC Accession No. 1948.1).
 
4. Motion to authorize an increase to Atthowe Fine Art Services’ contract in the amount of $249,000 (from $500,000 to $749,000) to perform as-needed fine art conservation services for miscellaneous artworks, including but not limited to the rigging and restoration of the Whales, 1939 by Robert B. Howard (SFAC Accession No. 1940.10).
 
5. Motion to authorize an increase to Atthowe Fine Art Services’ contract in the amount of $249,000 (from $500,000 to $749,000) to perform as-needed fine art services for miscellaneous public art projects, including but not limited to various capital improvement projects: SFO Gate Rooms and Terminal 1; Office of the Chief Medical Examiner; and Bayview Gateway.

3. Proposed Gift of La Rose des Vents, a sculpture by Jean-Michel Othoniel

Action
 
Program Director Susan Pontious presented the proposed gift to the City, La Rose des Vents, a sculpture by Jean-Michel Othoniel and its accompanying maintenance endowment budget. Senior Registrar Allison Cummings stated that the budget was developed in consideration of conservation concerns. The 20-year budget includes contingencies for a complete reinstallation if it becomes necessary to replace the ball bearings to maintain the kinetic nature of the sculpture, biennial cleanings, gilding repair, and vandalism abatement.

Motion: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Julie Lepinard and JSLH Foundation for their proposed gift to the City of La Rose des Vents, a sculpture by Jean-Michel Othoniel (valued at $540,000) and accompanying maintenance endowment (estimated at $190,322) and other associated costs. The sculpture will be installed in Golden Gate Park pending final site selection and approval by the Recreation and Park Department.

4. Ambulance Deployment Facility

Ms. Pontious presented the selected artist Nikki McClure as recommended by the project selection panel who will develop a public art project proposal for the Ambulance Deployment Facility. The project proposal will include artist designed gate and fence panels for the vehicle and pedestrian entrances and exits to the new facility from Jerrold and McKinnon Avenues. 
 
Commissioner Keehn called for public comment. There was no public comment.
 
Motion: Motion to approve the selection of Nikki McClure, with alternate Al Price, as the artist for the gateways to the Ambulance Deployment Facility, a project of the San Francisco Fire Department, and approval to pay the artist an honorarium of $3,000 for a preliminary proposal for the project.

5. 1500 Mission Street – Atrium Lobby

Senior Program Manager Jennifer Lovvorn presented artist Sarah Sze’s proposal selected for the atrium lobby of the 1500 Mission Street office building. Commissioner Silverman stated that she served on the selection panel and commented that although all of the proposals were individually strong, she and the panel had felt Sze’s suspended sculpture would be the most successful in activating the entire lobby.

Motion: Motion to approve the selected artist Sarah Sze and her proposal for the atrium lobby of the 1500 Mission Street office building as recommended by the project selection panel.

6. Central Subway: Chinatown Station Barricade Mural 
Zoë Taleporos
Action
 
Project Manager Zoë Taleporos presented the final designs by Jason Jägel for the Central Subway Chinatown Station Barricades Mural Project. She reminded the Committee that the artist was originally commissioned to do a mural on the construction barricades at the Yerba Buena Moscone Station. However, due to changes in the site conditions, the location became non-viable as a place to install an artwork. The project was relocated to the Chinatown Station where the artist’s original design would be expanded to fit the new dimensions. Ms. Taleporos presented the artist’s expanded the design, noting that a portion of it had been approved by the Committee at a previous meeting. She reported that the artwork is scheduled to be on view November 2017 through November 2018.

7. Margaret Hayward Playground 
Zoë Taleporos
Action
 
Ms. Taleporos presented the public art project outline for Margaret Hayward Playground. She reminded the Committee that Arts Commission staff had previously recommended reallocating the Art Enrichment funds to another Recreation and Parks Department project due to the relatively small budget and lack of available space for art. However, the Committee rejected that recommendation and encouraged her to continue exploring options for an artwork at that site.  After reviewing budgets, Ms. Pontious identified leftover funds from another project that could be put towards an artwork at Margaret Hayward Playground that would allow the Commission to create a more impactful artwork at that site. After reviewing the design plans with the project team, an interior wall measuring 16’ high by 15’ wide inside the Clubhouse’s Community Room was identified as the preferred artwork location. Ms. Taleporos stated that two-dimensional artwork treatment in wood or other material would be most appropriate for the project. 
 
Commissioner Keehn questioned if the artwork wall had been approved by the Civic Design Committee. Ms. Taleporos stated that she would follow up with the design team to ensure the wall was approved before moving forward with an artwork at that location. 
 
Ms. Taleporos described the artist selection process of selecting a short list of artists from the 2017/2018 Prequalified Artist Pool to present to a panel for consideration.

8. Zuckerberg San Francisco General Hospital and Trauma Center 
Zoë Taleporos
Action
 
Ms. Taleporos presented the completed artwork by Sirron Norris for the Pediatric Emergency Department at Zuckerberg San Francisco General Hospital and Trauma Center.  The artwork consists of a large painted mural on the department’s main hallway, smaller murals on accent walls and between exam rooms, and wall artworks printed on aluminum panels installed inside the exam rooms. All feature Norris’ signature cartoon imagery of San Francisco scenery and lively animal characters.    
 
Commissioner Keehn called for public comment. There was no public comment.
 
Motion: Motion to approve as installed the completed artwork by Sirron Norris for the Pediatric Emergency Department at Zuckerberg San Francisco General Hospital and Trauma Center.

9. San Francisco International Airport

A. International Terminal, Boarding Area G, Gate Room 95 – Alice Shaw
 
Project Manager Justine Topfer presented of images of the installed artwork, No Other Lands Their Glory Know, 2017 by Alice Shaw for San Francisco International Airport, International Terminal, Boarding Area G, Gate Room 95. The photographic image is of a redwood forest on Mount Tamalpais in Marin County. The artwork was printed with pigmented inks on wood panels with hand painted gold leaf.

B. Long Term Parking Garage
 
Ms. Topfer presented the public art project outline for San Francisco International Airport, Long Term Parking Garage. She presented the new location stating that the original site which included the glass façade of the pedestrian connector had been eliminated due to safety concerns. The primary art opportunity is for a light artwork that highlights the architecture of the 3400 sq. ft. glass façade and the movement of the elevator lobbies.  The artwork will be viewable by both people inside the structure using the elevators, and drivers approaching the garage.  A short list of artists from the 2017/2018 Prequalified Artist Pool and the SFO T1 Redevelopment Prequalified Artist Pool will be selected.

C. Terminal 1 Center, AC – 17 
 
Ms. Topfer presented the selected artist Dana Hemenway’s proposal for the Terminal 1 Center suspended artwork project.  The suspended sculpture will have a prominent site line visible from the length of terminal. She reminded the committee Ms. Hemenway’s proposal has initially been a finalist for the SFO Hotel Public Art Project. Similar to her previous proposal the new artwork will be a suspended sculpture characterized by macramé-like forms made of industrial extension cords, lighting and ceramic beads.

Motion: Motion to approve the selected artist’s Dana Hemenway proposal for the San Francisco International Airport: Terminal 1 Center, AC - 17 suspended artwork project as recommended by the San Francisco International Airport: Terminal 1 Project Selection Panel.

10. N-Judah Gateway Plaza

Project Manager Marcus Davies presented the selected proposal for the N-Judah Gateway Plaza Public Art Project by artist Jesse Schlesinger.  The proposal consists of seating and sculptures based on 18 in. cube modules. All of the elements will be comprised of architectural cast concrete benches with some incorporating elements of redwood, stone or bronze. The exact number and exact seating arrangement will be determined as the site develops.

11. Moscone Expansion Project, Paseo

Mr. Davies presented the selected proposal for the Moscone Expansion Paseo Public Art Project by artist Brendan Monroe. The proposal is for a painted mural along the rear façade of the building along the pedestrian walkway between Third Street and the Moscone Children’s Garden. The abstracted graphic design will utilize black, grey and white lines to suggest rolling clouds of fog.  The Committee agreed that the palette and design would be in keeping with architecture of the building.

12. Civic Art Collection
 
A. Outdoor Sculpture Conservation Projects

Project Manager Jennifer Correia presented three major conservation projects completed the summer of 2017.  The treated artworks include Sentinels, 1973 by Aristides Demetrios (Accession Number 1973.22) located at the City College of San Francisco, Folks in the ‘Hood, 1995 by JoeSam (Accession Number 1995.7) located at the Tenderloin Recreation Center, and McKinley Monument, 1904 by Robert Ingersoll Aitken (Accession Number 1904.2) located in the Panhandle of Golden Gate Park.  She also stated vandalism abatement and routine maintenance treatments continued at various monuments and sites throughout the City.
 
B. Civic Art Collection Conservation Project Plan FY17/18

Discussion
 
Ms. Cummings, presented the anticipated budget for Civic Art Collection conservation and maintenance projects for the coming year.  The planned use of Capital Funds were listed in their categorical breakdown, listing projects in the areas of: Conservation assessments and treatments; Structural Assessments and Reinforcement; Restoration; and Maintenance. The second part of budget listed projects funded by alternate accounts, with anticipated completion in the coming year. Those project include projects at SFO, Moscone and the Third Street Light Rail. 
 
Commissioner Keehn announced ArtCare plans to help raise funds for the conservation of the Beach Chalet murals. Ms. Cummings stated that in anticipation of that project, she had also included a line item for an extensive conservation assessment to be completed. The assessment will better inform ArtCare of the financial need.
