Commissioner Collins called the meeting to order at 2:05 p.m.

   In the absence of President Beltran and Vice President Ordeñana, Commissioner Collins chaired the meeting.
    
    
2. Approval of Minutes
   There was no public comment, and the minutes were unanimously approved as follows.

3. General Public Comment
   There was no public comment.
    
4. Director’s Report
   Mr. DeCaigny began by introducing the new Community Investment Program Officer, Debbie Ng.
    
   He reminded Commissioners that they are required to file their annual Statement of Economic Interests (Form 700) and the newly consolidated Ethics and Sunshine Training Declaration by Monday, April 2.
    
   Mr. DeCaigny announced the first solo exhibition in the new Main Gallery space, The Retrieval by Bay Area artist Kenyatta A. C. Hinkle; the opening will be on Friday, February 16. He announced that Mayor Farrell will honor the late Mayor Lee’s wish to honor San Francisco Ballet’s Yuan Yuan Tan with the Mayor’s Art Award; at the April 9 reception, gallerist Rena Bransten will receive the Lifetime Achievement Award. Mr. DeCaigny referred people to the ArtCare website for more information.
    
   Mr. DeCaigny reported on the measure proposed by Supervisors Tang and Peskin for the November ballot regarding changes to arts funding. He explained that there will be ample opportunity for community engagement and discussion by the Commission, and he expects to calendar the measure for a future Commission meeting. He discussed the timeline for the legislation, including review by the City Attorney before the measure goes to the ballot in November.
    
   Mr. DeCaigny reported on the “Early Days” portion of the Pioneer Monument; the application for Certificate of Appropriateness for its removal is on the February 21 agenda of the Historic Preservation Commission. The meeting will be held in City Hall Room 400 at 12:30 p.m.; staff will make a presentation, and there will be an opportunity for public comment on the proposed removal. In response to questions, Mr. DeCaigny explained that if the Certificate of Appropriateness is granted, the Arts Commission will take the final action to remove the statue for storage.

5. Arts Commission FY 2018-2019 and 2019-2020 Draft Budget
   Mr. DeCaigny introduced Deputy Director Rebekah Krell, who presented the proposed draft budget. She briefly reviewed the budget and the schedule, noting that the Arts Commission's proposed budget was due to the Mayor's office on February 21. She added that the Executive Committee had discussed the budget in detail, and in response to a question from the Committee, she referred to the Mayor's budget instructions, which presented a detailed breakdown of the drivers of the City's structural deficit.
    
   The Commission discussed the budget. There was no public comment, and the motion was unanimously approved as follows.
    
   RESOLUTION NO. 0205-18-037: Motion to approve proposed Fiscal Year 2018-2019 and 2019-2020 Arts Commission budget.
    
6. Committee Reports and Committee Matters
   1. Executive Committee—JD Beltran, Chair
      1. In the absence of President Beltran, Commissioner Collins reported that the Committee met and discussed the budget in detail, as well as approving a list of potential grant panelists and recommending to the Mayor four candidates for the two vacancies on the Advisory Committee of Street Artists and Crafts Examiners. Mr. DeCaigny reminded the Commission that the day-to-day operations of the Street Artists Program are now under the direction of Community Investments Program Director Barbara Mumby; Market Manager Anne Trickey now reports to her. He added that the Street Artists Committee will continue to meet as needed.

   2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Commissioner Stryker reported that the Committee had reviewed four projects as indicated in the Consent Calendar below, none with contingent approvals.
          
         There was no public comment.
          
   3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee approved artist Jenny Odell as the Galleries' first artist-in-residence at the Planning Department, with an honorarium of $10,000 for her ten-week residency.
          
         There was no public comment.
          
7. Consent Calendar
   As regards the motion below requesting approval of panelists, Commissioner Schnair noted for the record that she served on the board of directors of the American Conservatory Theater, the employer of Jasmin Hoo, and that there was no financial conflict of interest. Commissioner Collins noted for the record that he served on the board of the San Francisco Museum of Modern Art, the employer of Caryll Lin, and that there was likewise no financial conflict of interest. There was no further discussion.
    
   There was no public comment, and the Consent Calendar was approved unanimously as follows.
    
   RESOLUTION NO. 0205-18-038:
   Approval: RESOLVED, that this Commission does hereby adopt the following items on the Consent Calendar and their related Resolutions:
    
   1. RESOLUTION NO. 0205-18-039: Motion to approve the Visual Arts Committee Meeting Minutes of January 17, 2018.
       
   2. RESOLUTION NO. 0205-18-040: Motion to approve the Civic Design Review Committee Meeting Minutes of January 22, 2018.
       
      Visual Arts Committee Recommendations (January 17, 2018)
       
   3. RESOLUTION NO. 0205-18-041: Motion to approve the mural design of Untitled by artist Strider Patton. The painted mural will be on the exterior San Francisco Unified School District Redding Elementary School Parking Garage wall at 1340 Bush Street, between Polk and Larkin streets. The painted mural will measure approximately 20 ft. (height) x 90 ft. (length) on the north wall of the parking garage. The project is funded by Groundplay; the painted mural will not become part of the Civic Art Collection.
       
   4. RESOLUTION NO. 0205-18-042: Motion to approve an honorarium in the amount of $10,000 to artist Jenny Odell, who was selected as the inaugural SFAC Galleries artist-in-residence at SF Planning. $5,000 will fund her research during her ten-week residency, and $5,000 will fund the development of a new body of work reflecting on her residency experience.
       
   5. RESOLUTION NO. 0205-18-043: Motion to approve curatorial honoraria in the amount of $3,000 to Kevin B. Chen and $3,000 to Jaime Cortez for the research and development of an exhibition celebrating the 50th anniversary of the Neighborhood Arts Program to be held at the SFAC Main Gallery April 27–June 9, 2018.
       
   6. RESOLUTION NO. 0205-18-044: Motion to approve an honorarium in the amount of $6,000 to Brian Singer (Altitude Associates) for the research and development of an exhibition celebrating the tenth anniversary of the SFAC Galleries’ annual Passport outreach event opening at the SFAC Main Gallery on September 14, 2018.
       
   7. RESOLUTION NO. 0205-18-045: Motion to approve the selected fabricator Gizmo Art Production, Inc. for the final design and fabrication of painted cut metal artwork by Yumei Hou for Central Subway: Chinatown Station as recommended by the project selection panel.
       
   8. RESOLUTION NO. 0205-18-046: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected fabricator Gizmo Art Production, Inc. for an amount not to exceed $292,120.50 for the final design and fabrication of painted cut metal artwork by Yumei Hou for Central Subway: Chinatown Station.
       
   9. RESOLUTION NO. 0205-18-047: Motion to approve design development phase deliverables (revised design of artwork) by Norie Sato for the Southeast Wastewater Treatment Plant, Headworks Building.
       
   10. RESOLUTION NO. 0205-18-048: Motion to authorize the Director of Cultural Affairs to increase the agreement with Norie Sato from $25,000 to an amount not to exceed $261,000 to add to the scope of work design development, construction documents, and consultation during fabrication and installation for an artwork for the Southeast Wastewater Treatment Plant, Headworks Building.
        
   11. RESOLUTION NO. 0205-18-049: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Nikki McClure (McClure & Scott Manufacturing, LLC) for an amount not to exceed $320,000 for design, fabrication, transportation and installation consultation of an artwork for the Ambulance Deployment Facility.

   12. RESOLUTION NO. 0205-18-050: Motion to approve the proposed temporary signage installation supported by the Bayview Opera House Tenant Board consisting of two 30”x30” photographic prints on fiberglass depicting the portraits of Ruth Williams and Mary L. Booker on either side of the existing tile sign on the Third-Street-facing brick wall of the Bayview Opera House for a maximum of two years’ duration.
        
   13. RESOLUTION NO. 0205-18-051: Motion to approve Phase 1 of the SFO Boarding Area A Gate Enhancement Project.
        
   14. RESOLUTION NO. 0205-18-052: Motion to approve Phase 3 of the Westside Pump Station Project.
        
   15. RESOLUTION NO. 0205-18-053: Motion to approve Phase 1 of the Southeast Health Center Expansion Project.

8. New Business and Announcements
   Mr. DeCaigny reminded the Commission about Photofairs, running for the second time in San Francisco from February 22 through February 25. In response to a question, Commissioner Shelby announced that he composed music for his collaboration with Anna Deavere Smith on Notes from the Field, which will be presented on HBO on February 24, and which will tour in London. Commissioners praised the performance and congratulated the artists. Commissioner Shelby also reported that he recently collaborated with Opera Parallèle and Rooftop Middle School students on Harriet's Spirit, an opera inspired by Harriet Tubman, performed at the African American Art and Culture Complex in January.
    
   Mr. DeCaigny announced that President Beltran was recently appointed Director of the Center for Art & Public Life at the California College of the Arts. Commissioner Silverman announced the final week of Isaac Julien's Playtime, and Commissioner Schnair recommended the exhibit Sanctuary at Fort Mason's Chapel.
    
   Mr. DeCaigny announced three upcoming workshops for artists and cultural workers presented by the Mission Economic Development Agency ("MEDA"), announced in the recent Arts Commission newsletter.
    
   There was no further news or announcements, and there was no public comment.
