  3. Terminal 2 (T2) Air Traffic Control Tower (ATCT) Demolition & Office Tower Modifications (Buildback) Project: Phase #1

    The team presented the project, reviewing the design drivers, site and context, and existing conditions. The team went on to present the site plan of each level, a building section and details, building elevations, building materials and samples, and renderings of the building massing. The team shared that the wood detailing would wrap around the building, bringing warmth and highlighting the window boxes on either end of the structure. The wood detail would be visible from inside and outside of the building.

    The Committee thought the team presented an improved design since their last review. Since this new structure would be connecting other new building projects, the Committee commented that this project should speak a similar design language that is not only a part of the airport, but in respect to its specific context and adjacent pieces and through sensible choice of exterior color palette, cladding, and glazing patterns. The Committee expressed that the design of the building could do more than just be wedged between two buildings. For the next review, the Committee was interested in seeing images and renderings of the color design of the structure with the adjacent building projects. The motion was unanimously approved.

    Motion to approve Phase #1 of the Terminal 2 (T2) Air Traffic Control Tower (ATCT) Demolition & Office Tower Modifications (Buildback) Project.

     
  4. SFO Mel Leong Industrial Waste Water Treatment Plant Laboratory/ Administrative Building Project: Phase #3

    The design team presented the project, showcasing the vicinity map, site plan, and existing views with adjacent building. The team then showcased the proposed design of the new laboratory/ administration building with perspective renderings, building site and floor plan, building section, and elevations of the proposed design. The team provided samples of the exterior panels and a color sample of the dark grey metal to be used. Lastly, the team provided a landscape palette.

    The Committee inquired if there was a master plan in place to set the bar in the design of the area. They commented that since this would be the first new building of the project, it would set the design guidelines for the designs of the other new surrounding buildings. They suggested that the team put a darker panel over the conference room windows to make the elevation more harmonious with the other windows. Additionally, the Committee recommended screening the chimney hoods on the roof and simplifying the planting palette.

    Motion to approve Phase #3 of the SFO Mel Leong Industrial Waste Water Treatment Plant Laboratory/ Administrative Building Project contingent upon: 1) adding a darker panel over the conference room windows, 2) concealing the roof utilities with a screen, and 3) simplifying the planting palette. 

    Commissioner Abby Schnair arrived at 2:30pm.
  5. Garfield Pool Center Project: Phase #3

    The design team presented the updates to the design, including the new color of the exterior mullions and the redesign of the entrance canopy. For the exterior mullions, the team provided a sample color chip of the proposed color. The team described the color as a darker grey with some metallic for reflective quality and to successfully blend into the glass. The team then presented the new canopy, which showcased a 4.5 foot projection made of glass and aluminum. The roof would be a gradient from opaque to transparent. Lastly, the team gave an update to the public art component of the project, stating that the artwork would be made of fritted glass surround by clear glass above and below.

    The Committee expressed their appreciation for the team’s work on this project. They felt the new design looked good and streamlined and would be a great addition to the city. The Committee inquired about the signage on the canopy that once was there. The team shared that they had worked with a sign consultant and resulted to simply having no signage instead. The motion was unanimously approved.

    Motion to approve Phase #3 of the Garfield Pool Center Project.
     
  6. SFFD Ambulance Deployment Facility Project: Phase #3

    The design team presented with Deputy Chief of Administration Jeanine Nicholson and Chief Paramedic Andy Zanoff on the new updated design of the project. The significant changes include the relocation of the exit staircase to the south of the building and part of the parking structure, the removal of the left window from the south elevation of the building, and the addition of a canopy over the fueling station. Additionally, the team put in a larger fence and more spacing between the trees in the lane towards McKinnon Avenue. The team provided a site plans, elevations, landscape and material palettes, and renderings.

    Chief Nazoff shared that he thought the architects did a great job on the project and felt that the design would last into the future. He expressed that it was built specifically for what it is meant to do and looks fantastic.

    Chief Nicholson stated that the new structure will operationally make their needs. They are very excited about the project and only feel unfortunate for the building being tucked away.

    The Committee wondered if the relocation of the exit staircase would be a safety issue at the bottom of the stairs.  The team shared that there would be a five foot space between the bottom of the stairs and the parked car. Additionally, that area would only be meant for restocking, and cars would not be moving fast in that part of the venue. The motion was unanimously approved.

    Motion to approve Phase #3 of the SFFD Ambulance Deployment Facility Project.
     
  7. Visual Arts Committee Update
    Commissioner Dorka Keehn showed the mural artwork proposals by Jason Jagel and Emily Fromm for the San Francisco Airport. Additionally, she showed the art proposal stainless steel sculpture for Kohei Nawa for the SFO Hyatt hotel.
     
  8. Staff Report
    Jill Manton reported that the Civic Design Review Reception would be on May 7th and that invites would be resent to those who have yet to receive them.
