2. General Public Comment
Discussion

Commissioner Keehn announced the tabling of Item #5A, San Francisco International Airport, Grand Hyatt Hotel – Tahiti Pehrson updated design, Item # 5B San Francisco International Airport, Terminal 1 Center – Dana Hemenway alternate lighting options, and Item #10 Moscone Expansion Project – Brendan Monroe Design Development Phase deliverables.

Commissioner Keehn called for public comment. There was no public comment.

3. Consent Calendar
Action

  1. Motion to approve 350 Ellis Community Mural Project, a mural design by artists Susan Cervantes, Eli Lippert, Monica Magtoto, Malik Seneferu, and Mel Waters. The mural will be installed at 350 Ellis Street, along an exterior wall facing east. The painted mural will measure approximately 58 ft. by 60 ft. The project is funded by the Community Challenge Grant and Ellis 350 Associates; the painted mural will not become part of the Civic Art Collection.
     
  2. Motion to approve Treasure Island Community Mural Project, a mural design by artists Susan Cervantes and Francisco Franco. The mural will be installed along an exterior wall at the YMCA Treasure Island Gym at 749 9th Street. The painted mural will measure approximately 13 ft. by 72 ft. The project is funded by One Treasure Island; the painted mural will not become part of the Civic Art Collection. The approval is pending a signed CAPA and VARA waiver for artwork placed on city property.
     
  3. Motion to approve 150 Years of Service to the Community (Phase 3), a mural design by artists Elaine Chu and Yukako Ezoe. The mural will be installed at Laguna Honda Hospital along the retaining wall on Laguna Honda Boulevard across from Forest Hill Station. The painted mural will measure approximately 5 ft. by 180 ft. The project is funded by the District 7 Participatory Grant, and is sponsored by Precita Eyes Muralists; the painted mural will not become part of the Civic Art Collection.
     
  4. Motion to approve the mural design by Oleg Gotchev proposed for former Navy handball courts on Treasure Island, pending any required approvals from the Treasure Island Development Authority (TIDA). The mural will be installed at the northwest corner of 9th Street and Avenue D on two side-by-side handball courts, with a total approximate measurement of 15 ft. by 40 ft. Approval is for a painted mural only, and does not include use of printed vinyl material. The painted mural will not become part of the Civic Art Collection.
     
  5. Motion to rescind RESOLUTION NO. 0305-18-080 approving the selected artist Kohei Nawa (The Pace Gallery LLC) and conceptual proposal for a sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project as recommended by the artist selection panel.
     
  6. Motion to rescind RESOLUTION NO. 0305-18-081 authorizing the Director of Cultural Affairs to enter into contract with The Pace Gallery LLC for an amount not to exceed $600,000 for design, fabrication, transportation, and installation consultation of the sculpture for the San Francisco International Airport: Grand Hyatt Hotel Outdoor Sculpture project, entitled Ether, proposed by Kohei Nawa.
     
  7. Motion to approve the purchase of Kohei Nawa’s sculpture Ether from The Pace Gallery LLC for an amount not to exceed $525,000. The work will be installed at the San Francisco International Airport: Grand Hyatt Hotel Courtyard.

4. 2019 SFAC Galleries Schedule and Curatorial Honoraria

Action

SFAC Galleries Director Meg Shiffler presented the SFAC Galleries 2019 Exhibition Schedule. Part and Parcel will be curated by Taraneh Hemami. The show feature the work of Tannaz Farsi, Gelare Khoshgozaran, Sahar Khoury and Minoosh Zomorodinia and will be on display January 25–March 30, 2019. Margaret Tedesco will curate an exhibition from April 19–June 22, 2019. The show will exhibit work from the estate of Ed Aulerich-Sugai, who created a unique visual record of living with HIV/AIDS and shown alongside artists currently living with HIV. Abby Chen will organize a show at City Hall from June 2019–April 2020. Jacqueline Francis and Kathy Zarur will curate a group exhibition that will focus on the City’s Sanctuary City status and issues related to immigration and refugees. Finally, SFAC Galleries Associate Curator Jackie Im will organize a group exhibition related to self-care from October 4–December 14, 2019.

Motion: Motion for the Director of Cultural Affairs to approve curatorial honoraria to the following individuals: $3,000 to Kathy Zarur, $3,000 to Jacqueline Francis, $4,000 to Abby Chen, and $5,000 to Margaret Tedesco.

Project Manager Trisha Lagaso Goldberg presented artists Fong Chung-Ray’s Painting #2018-8-6, 2018 and David Huffman’s Prisoners Repast, 2018, which are both under consideration for the San Francisco International Airport: Terminal 1, Boarding Area B, Two-Dimensional Artwork Program.

Commissioner Keehn called for public comment. There was no public comment. 

Motion: Motion to approve the purchase of the following artworks for display at the San Francisco International Airport: Terminal 1, Boarding Area B:

Fong Chung-Ray, Painting #2018-8-6, 2018, mixed media on canvas, 60 in. by 90 in., $72,000;
David Huffman, Prisoners Repast, 2018, acrylic, oil, collage, spray paint, glitter and color pencil on wood panel, 5 ft. by 5 ft., $16,000.

Civic Art Collection and Public Art Program Director Susan Pontious presented the stainless steel casting mock-ups fabricated by Art Bronze, Inc., San Fernando, CA for Liz Glynn’s hanging sculpture at the San Francisco International Airport Terminal 1 Center, TSA Security Checkpoint. The mock-ups are stainless steel castings of the ground cover and palm frond plant elements.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve cast stainless steel samples/mock-ups of the ground and plant elements of Liz Glynn’s sculpture for San Francisco International Airport: Terminal 1 Center, TSA Security Checkpoint. The approved samples/mock-ups will serve as physical examples representing the materials and workmanship that establish the standards by which the completed artwork will be judged.

6. 2018 Art on Market Street Kiosk Poster Series

Program Associate Craig Corpora presented the final designs by artist Sofía Córdova for the 2018 Art on Market Street Kiosk Poster Series, which is the final installment of the Sanctuary City series. For her posters, Ms. Córdova thought of the term “sanctuary” in both its religious context and how we understand it in the United States, as a place of protection for those seeking asylum. She portrays 6 individuals, representing the diversity of our immigrant population, for example, a Mexican laborer, a woman from an unrecognized Native American tribe, and a Chinese dissident. Formally, she used the composition of the saint tableaux as a way of dignify these individuals.

7. Gift of Philippine-American Contextual Plaque for the Dewey Monument

Senior Registrar Allison Cummings presented the proposed gift from the San Francisco Chapter of the National Federation of Filipino American Associations, of a contextual plaque memorializing the events of Philippine-American history that completes the story inscribed on the Dewey Monument, to be placed near the Monument in Union Square. The final design and final location of the plaque are yet to be determined.

The Battle of Manila Bay and the Philippine American War
The people of the Philippines struggled against Spanish colonial rule for over 300 years. At the outbreak of the Spanish American War, Filipinos joined with American forces and rejoiced in Commodore George Dewey’s decisive defeat of the archipelago’s Spanish fleet in the May 1, 1898 Battle of Manila Bay.

Within a month of that naval victory, the Philippines declared its freedom from Spain, marking June 12, 1898 as Philippine Independence Day. Filipinos took the historic occasion to declare their national sovereignty and to establish the first republic of record in Southeast Asia.

The Spanish American War ended with the Treaty of Paris in December, 1898. However, the United States’ continued military presence in the Philippines led to the conflict later known as the Philippine American War. In that dark period, 4,400 American soldiers died, together with 20,000 Filipino combatants. Civilian lives lost numbered in the hundreds of thousands. The Philippines remained a colony of the United States from 1899 to 1935, and granted commonwealth status thereafter.

The crucible of World War II bonded together the United States and the Philippines as never before against a common enemy. The extraordinary sacrifice and heroism of Filipinos in that struggle for freedom led to the United States’ acknowledgement of Philippine Independence on July 4, 1946.

Director of Cultural Affairs Tom DeCaigny thanked all the community member who spoke in support of the motion and stated that there will be a celebration of Filipino-American History Month in City Hall on Friday, October 19, 2018 from 5:00pm to 7:30pm.

8. Department of Homeless Services and Homelessness

Ms. Pontious presented the project outline for the administrative offices of the Department of Homeless Services and Homelessness (HSH) at 440 Turk Street. The Art Enrichment budget is $90,000.00. The Director of HSH suggested that some of the funding could go toward purchasing artworks from homeless artists. There will be a two-dimensional art opportunity on a large wall in waiting room/reception area, where Ms. Pontious is proposing a mosaic or printed aluminum work. Additionally, Ms. Pontious proposed working with Hospitality House in identifying two-dimensional artworks to license for the first floor reception area and second floor conference room locations. The project outline is still being vetted by HSH.

9. Policy Statement Regarding Viewing Obstruction of Artwork on Public Display

Ms. Pontious presented the Policy Statement Regarding Viewing Obstruction of Artwork on Public Display. The statement was requested by Moscone Convention Center in order to respond to requests to apply branding signage to the East Pedestrian bridge. Such signage would block the view of Leo Villareal’s lighting installation. Commissioner Schnair thought the policy read well and was thorough. Mr. DeCainy stated that the policy is clearly in SFAC’s jurisdictional authority according to the City Charter.

Motion: Motion to approve the policy statement regarding temporary or permanent viewing obstruction of works of art in the Civic Art Collection on public display.

Project Manager Marcus Davies presented the selected finalists for the Traffic Company and Forensic Services Division building. The panel meet on Monday, October 15, 2018 and selected Alice Aycock, Linda Fleming, Lead Pencil Studio, and Susan Narduli.
