Commissioner Beltran added three arts professionals to the San Francisco Arts Commission selection panels for the 2018-19 and 2019-20 Fiscal Years. They are: Rudolf Frieling, curator of Media Arts; Christine Duval, independent curator; and Camille Utterback, artist.
Commissioner Keehn announced tabling Item #7, 1550 Evans Southeast Community Center and Item #10, Willie Woo Woo Wong Playground.

4. Artist Honorarium for next Veterans Building Café Artist
Meg Shiffler
Action
SFAC Galleries Director Meg Shiffler reminded the committee of the current SFAC Gallery show at Café Valor, which is located in the War Memorial building. The show marks SFAC Galleries’ first collaboration with the San Francisco Arts Commission Street Artist Program and features work by artist Linda Peterson, who was a member of the program for over thirty years.
Ms. Shiffler also presented the biography and past works by local artist Golbanou Moghaddas, who is an illustrator and master printmaker. Her work is built around mythology and storytelling that blends eastern and western myth and traditions. Her work will be on display at Café Velor from January 25—March 30, 2019.
Commissioner Keehn called for public comment. There was no public comment.
Motion: Motion for the Director of Cultural Affairs to approve an artist’s honorarium in the amount of $600 to Golbanou Moghaddas for the research and development of an exhibition in the Veterans Building café, January 25—March 30, 2019.

5. Visitation Valley Sculpture Garden Project

Action
Director of Public Art Trust and Special Initiatives Jill Manton introduced Brian Perrin, Lead Artist and Theodora Mauro, Project Coordinator for the Visitation Valley Sculpture Garden Project. Mr. Perrin presented the four temporary sculptures installations, by artists Randy Colosky, Joe Ferrisco, Brian Perrin, and Sofie Ramos, that will be on view at the Visitation Valley Greenway Herb Garden from April 2019 to June 2019. The project is privately funded through a grant from Southern Exposure.
Commissioner Keehn strongly urged Mr. Perrin to review possible ADA issues with the placement of the sculptures. Director of Cultural Affairs Tom DeCaigny recommended that motion’s approval be contingent upon the approval by Mayor’s Office of Disability.
Commissioner Beltran inquired if there would be information, regarding the artwork in the park. Ms. Mauro responded that there would be an event, a map, as well as direct signage related to each sculpture.

Motion: Motion to approve the Greenway Sculpture Garden which will include four temporary sculptures installations to be funded privately with a grant from Southern Exposure, featuring the work of Randy Colosky, Joe Ferrisco, Brian Perrin, and Sofie Ramos from April 2019 to June 2019 at the Visitacion Valley Greenway Herb Garden, pending site permission from the Recreation and Park Commission and the Public Utilities Commission and contingent upon approval by the Mayor’s Office of Disability.

6. Lest We Forget, A Holocaust Memorial Exhibition by Luigi Toscano, Civic Center Plaza

Ms. Manton introduced Gabrielle Lange, Deputy Counsel General of the German Consulate, Sigrid Salvesburg, Director, Goethe Institute and project artist Luigi Toscano, who presented the temporary exhibition Lest We Forget. Ms. Salvesburg stated that the Lest We Forget features photos of Holocaust survivors and has already been displayed in New York, Boston, and Washington DC and some European cities. She relayed that there will be educational opportunities related to the installation, which may include a panel discussion at the library, historical film presentations, and guided tours by the artist.
Mr. Toscano began the project three or four years ago by photographing Holocaust survivors around the world, including Israel, Russia, Ukraine, and the United States, taking over three hundred photographs. The installation is adapted to each city it is being presented. The installation in the Civic Center will consist of approximately 86 photographs to be installed around the perimeter of the Center of the plaza. One of the panels will feature explanatory text about the project and each photograph is accompanied by a small plaque with information about the person in the photograph. The artist is working with a structural engineer to design the framing system. The installation will be in place from April 15, 2019 to May 20, 2019 and will include photographs of San Francisco Bay Area Holocaust survivors. The German Consulate and the Goethe Institute are providing all funds for the exhibition.

Motion: Motion to approve a temporary exhibition entitled Lest We Forget by artist Luigi Toscano in Civic Center Plaza that honors survivors of the Holocaust to take place April/May 2019 which is fully sponsored by the German Consulate and the Goethe Institute.

Presentation of the selected finalists, as recommended by the artist selection panel, for the 1550 Evans Southeast Community Center Outdoor Sculpture Public Art projects.
Motion: Motion to approve the selected artist (to be announced at the meeting) and proposal for the 1550 Evans Southeast Community Center Outdoor Sculpture: Plaza, as recommended by the artist selection panel.
Motion: Motion to authorize the Director of Cultural Affairs to enter into contract with the selected artist (to be announced at the meeting) for an amount not to exceed $1,100,000 for design, engineering, fabrication, transportation and consultation during installation of an artwork for the 1550 Evans Southeast Community Center Outdoor Sculpture: Plaza.
Motion: Motion to approve the artist (to be announced at the meeting) and proposal for the 1550 Evans Southeast Community Center Outdoor Sculpture: Gardens, as recommended by the artist selection panel.

8. Central Subway: Chinatown Station – Tomie Arai

Project Manager Mary Chou presented the new selected fabricator and fabrication samples for Tomie Arai’s exterior and platform artwork for Central Subway Chinatown station. Ms. Chou conducted a bidding process and the panel choose Moon Shadow Glass. Mr. Arai will work with the fabricator to achieve the exact color resolution the artist envisions.
Back in June 2018, Ms. Chou conducted a bidding process to choose a glass fabricator. The panel selected Kaiser/von Roenn Studio (KvR), however, KvR was not able to meet the specifications that is required for the art glass for the Central Subway Chinatown station. As a result, the project was re-bid.

Motion: Motion to rescind RESOLUTION NO. 0604-18-183, the approval of Kaiser/von Roenn Studio as the selected fabricator for artist Tomie Arai’s Central Subway: Chinatown Station Public Art Project, as recommended by the Artwork Fabricator Selection Panel.
Motion: Motion to rescind RESOLUTION NO. 0604-18-184, which authorized the Director of Cultural Affairs to enter into contract with Kaiser/von Roenn Studio for an amount not to exceed $294,400 for final development of artwork design specification, fabrication, transportation and installation consultation of an artwork by Tomie Arai for the exterior and platform level of Central Subway: Chinatown Station.
Motion: Motion to approve Moon Shadow Glass (DBA Moon Shadow Etchers Inc.) as the selected fabricator for artist Tomie Arai’s Central Subway Chinatown public art project, as recommended by the Artwork Fabricator Selection Panel.
Motion: Motion to authorize the Director of Cultural Affairs to enter into contract with Moon Shadow Glass (DBA Moon Shadow Etchers Inc.) for an amount not to exceed $148,000 for final development of artwork design specification, fabrication, transportation and installation consultation of an artwork by Tomie Arai for the exterior and platform level of Central Subway Chinatown station.

Commission Keehn stated that she did not feel the finalist pool was as artistically strong as it should be for such an important location. Program Director Susan Pontious said that due to a staff shortage, there may not have been as much recruitment as would be usual for this kind of call.
Upon further consideration of the project, the Commissioners agreed to reopen the application to the opportunity and directed commission staff to conduct a broader recruitment process that would provide a larger and more diverse artist pool.

Motion: Motion to approve Adela Andea, LightonLight, Keith Sonnier, and Leo Villareal, as finalists for the San Francisco International Airport: Terminal 1, Underpass Lighting Project, as recommended by the artist selection panel.

Trisha Lagaso Goldberg
Action
Project Manager Trisha Lagaso Goldberg presented the material sample produced by Mosaika as the Design Development Phase deliverable by Jason Jägel for the San Francisco International Airport: Terminal 1 Boarding Area B, Holdroom 10 Project. The completed mosaic mural will be approximately 13’ high by 33’ wide.
