Commissioner Kimberlee Stryker called the meeting to order at 2:31 p.m.

   Committee Chair Kimberlee Stryker welcomed Commisioner Barbara Sklar as a new member to join the Civic Design Review Committee.
    
3. Angelo Rossi Pool Improvement Project: Phase #3

   The team presented updates to the project that responded to the Committee’s comments in their last review. The updates included widening the entrance path by four feet, using cable railing for the outdoor walkway, using the color scheme of a cream base and bronze metal that was specified, and using Option 1 for the perforated metal material. The project team explained that the trellis would remain in place due to value engineering; therefore, the number of columns would remain the same and they would not need to address the pattern of the eaves. Lastly, the team presented the updated landscape plan which removed some species due to maintenance concerns. The remaining plant palette included Yerba Buena, California Sword Fern, and Dwarf Honey Flower on the North façade.
   
   The Committee thought the team made a significant improvement to Rossi Pool and that it would be a great asset to the community. However, the Committee was disappointed that the attractive planting palette had been simplified. They requested that the team reintroduce the Libertia plant to the landscape plan to add continuity to the plant palette which wrapped around the building. The project team was amenable to the suggestion and shared that they would email new renderings with the added Libertia plant. The motion was unanimously approved with the following contingency.
   
   Motion to approve Phase #3 of the Angelo Rossi Pool Improvement Project contingent upon adding the Libertia plant back into the planting palette.
   
   Commissioner Paul Woolford recused himself from the meeting as the following item is a project that the firm he’s working for is designing.
    
4. SFO Courtyard 3 Connector Project: Conceptual Review

   The team presented the site and context of the project, providing an aerial view, site location, SFO campus geometry and datum, and site photos. Next, the team presented the project scope and explained the programming of the building, design vision, and design drivers. Lastly, the team showed massing concept diagrams that highlighted the proposed structure’s architectural form as a jewel box with inflection detail that would provide greater views. A model of the building was also provided for review to showcase its direct reflection and symmetry to the flight control tower and the reinforcement of the campus forms.
   
   The Committee gave appreciation to the team for preparing the model, as they found it helpful for the discussion. The Committee stated the team needed to refine the current form of the building, and its relationship to the rest of the airport campus. They Committee thought that the current proposal was phenomenal in its pure box form, but it didn’t seem to fit or be appropriate to the space and site. The Committee suggested looking into the hierarchy of intent for the multiple structures in the campus, and decipher what significance this particular building would have in the building landscape and the bigger context of the airport. The Committee recommended that team review the intent and program of the building to determine its function versus form. Lastly, the Committee reinforced the airport’s design themes of horizontality, fluidity, and movement and how this might be integrated into this structure’s design.
