General Public Comment

Chair Charles Collins called for public comment. There were two public comments:

Deborah King has been a member of the Street Artists Program since 1976. They noted that in the 1970s and 1980s street artists were “en vogue”, but with the coming of the tech age street artists have lost their appeal. There are over two hundred street artists in the program who are happy to engage with San Francisco tourists as ambassadors and information givers. They passed out copy for what could potentially be a newspaper ad and advocated for additional funding to the Street Artists Program and accessibility to San Francisco hotels as a revenue stream.

Tad Sky, another member of the Street Artists Program, advocated for more music performers in the Street Artists Program. Similar to what San Francisco does for visual arts, they proposed youth music performers be added to the Street Artists Program who could partner with local schools to activate the area which would allow young musicians to play and get paid.

Director of Cultural Affairs Report

Director of Cultural Affairs, Tom DeCaigny asked the Director of Community Investments, Barbara Mumby to give a general overview of the Community Investments program to provide context for the Cultural Services Allocation Plan and the Arts Impact Endowment. Barbara Mumby reviewed the Community Investments program activities and the communities it serves. The outcomes of the February 6, 2019 Arts Impact Endowment Community Town Hall were also discussed.

Cultural Center Cost of Living Adjustments
Action: Motion to provide the 2019 fiscal year cost of living adjustment (“COLA”) increase of $18,421.86 to the African American Art and Culture Complex (“AAACC”) $15,415.32 to AAACC and a $3,006.54 increase to the sub-grantee, Queer Cultural Center (“QCC”); and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $690,084 at this time; $577,476 to AAACC and $112,608 to QCC.

Commissioner Ordeñana recused themselves due to a financial conflict of interest with QCC- The Center for Lesbian Gay Bisexual Transgender Art & Culture.

Action: Motion to provide the 2019 fiscal year cost of living adjustment (“COLA”) increase of $9,691.35 to the Bayview Opera House and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $363,040 at this time.

Linda Parker Pennington recused themselves because Bayview Opera House is their client.

Motion to provide the 2019 fiscal year cost of living adjustment (“COLA”) increase of $16,259.26 to Mission Cultural Center for Latino Arts and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $609,134 at this time.

Motion to provide the 2019 fiscal year cost of living adjustment (“COLA”) increase of $21,174.53 to SOMArts Cultural Center, $18,167.99 to SOMArts and $3,006.54 to sub-grantee, Asian Pacific Islander Cultural Center (“APICC”); and to approve an additional $20,000 to provide third party organizational support; and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $813,303 at this time; $700,695 to SOMArts and $112,608 to APICC.

2019-2021 SFAC Review Panelists
Action: Discussion and possible motion to approve the following panelist to serve, as selected by staff, on SFAC review panels for the 2018-2019 and 2019-2020 fiscal years:
Dina Zarif Asiaban, Program Director, Red Poppy Art House.

Due to the lack of any biographical information included with the agenda, this motion was tabled and will be reviewed at the San Francisco Arts Commission meeting on March 4, 2019.

Market Manager Contract
Action: Motion to increase the total amount of the personal service contract with MJM Management Group (authorized by Resolution No. 0806-18-240) by $20,000, to provide onsite management for the Embarcadero Plaza art vendor market and to authorize the Director of Cultural Affairs to enter into a contract not to exceed $80,000 at this time.

Commissioner Ordeñana recused themselves due to a financial conflict of interest with QCC- The Center for Lesbian Gay Bisexual Transgender Art & Culture.

Commissioner Linda Parker Pennington requested to see an evaluation of MJM Management’s progress to gain clarity on the scope and performance of their work.

Public Comment: Tad Sky, a member of the Street Artists Program who had previously volunteered as the Market Manager, noted that additional funds for this position would be ideal. They also noted personal reservations about current manager who, they believe, has no passion for the arts. They hoped a new hire might be a better fit.
