4. General Public Comment 
 
At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
 
The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
Briefly responding to statements made or questions posed by members of the public, or
Requesting staff to report back on a matter at a subsequent meeting, or
Directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).

At its meeting on December 4, the Bayview Hunters Point Citizens Advisory Committee voted to hear these projects.
 
2144 Revere Avenue, to demolish an existing one car garage and construct a new, 3-story over basement, 4,527sf single-family home. Requires Section 311 notice for residential permit review. Referred on August 21, 2019.
6625 3rd Street, project includes new construction of a three-unit residential building on a vacant lot. The project is code compliant and no variance is required.
319 Bayshore Boulevard, project includes reconstruction of a new convenience store, a fueling canopy covering four fueling dispensers, underground storage tanks, associated piping, and fuel dispensers. The entire site will be re-graded for the new construction. Proposal includes new sidewalk landscaping, city standard sidewalk on Patterson Street, bike parking, and lighting. Construction duration is estimated to be six months.

Bayview Industrial Triangle Zoning Update
Ordinance 1) amending the Planning Code by amending the Zoning Maps, including zoning and height and bulk limits of parcels in the Bayview Industrial Triangle Redevelopment Project Area; 2) making approval findings under the California Environmental Quality Act; and 3) making findings of consistency with the General Plan and eight priority policies of the Planning Code Section 101.1 and findings of public necessity, convenience and welfare under Planning Code Section 302.
 
Bayview Industrial Triangle Cannabis Restricted Use District
Ordinance 1) amending the Planning Code and Zoning Map to establish the Bayview Industrial Triangle Cannabis Restricted Use District; 2) making approval findings under the California Environmental Quality Act; 3) making findings of consistency with the General Plan and eight priority policies of the Planning Code Section 101.1 and findings of public necessity, convenience and welfare under Planning Code Section 302. The Restricted Use District would prohibit Medical Cannabis Dispensaries and Cannabis Retail within the Bayview Industrial Triangle, limits of which are determined by the Bayview Industrial Triangle Plan, adopted on July 1, 1980.
 
Hunters View HOPE SF Entitlements
Approvals to extend the performance period, enabling taller buildings on two of the site’s lots and other minor changes to conditions of approval.
