Order of Business

1. Call to Order/Roll Call

2. Approval of Minutes [Action]– February 3, 2016
    - Motion to approve the minutes by Devanshu Patel and seconded by Michael Hamman – Approved.

3. Acknowledgement of Absences
    Christopher Mooney, Rittinell Banks
 
4. Report from the CAO
    - John Gavin reported updates from the following items:
      o Bio Solids Project wouldn’t be able to attend this month’s meeting but could possible attend in March to give an update on the project
      o South East Health Facility couldn’t attend this month’s meeting but would like to present at a future meeting. The project is also moving forward.
      o 3rd & McKinnon property is being looked at by the City Attorney’s office into possible litigation. They have already sent fines and notices.
      •Michael Hamman noted if there was a possibility of the city taking down the property and sending the cost of demolition to the property owner.

5. Committee Members discuss frequency of scheduled meeting
    - Vote of 4-1 was conducted to move meetings from bi-monthly to monthly. In an effort to attract consistency and community participation.
    - A unanimous vote was also conducted to reaffirm CAC by-laws with new monthly meeting schedule and change of time from 5:45PM to a start time of 6:00PM.

6. Report/Update from Planning Department Items [Discussion and Action]
    - Esmeralda Jardines unfortunately couldn’t attend. She did not have any updates for the Committee.

7. Referrals on Projects from Planning Department  [Discussion] 
    - 4712-4720 3rd Street
       o Committee discussed plans submitted by developer.
       o General first impression was request of developer to present project at future meeting
       o Daynas C. and Michael H. both brought up on site parking
       o Multiple committee members questioning ground floor retail space and if size is comparable to other 3rd Street sites in terms of ground floor retail.

    - No Discussion or Action on this item

9. Informational Presentations [Discussion only]
    - No Discussion on this item 

10. Member discuss & possible vote for new Chair and Vice Chair [Discussion and Action]
      - Chair:
         o Jacqueline Flin and Michael Hamman put their names down for possible chair of the CAC
         o Remarks and statements were made by both candidates.
      - Vice Chair:
         o Devanshu Patel was the sole candidate
         o He made remarks on his reason for running
      - Once candidates spoke ballots were passed out and filled by CAC Members. During the vote CAC Members discussed the CAC issues surrounding attendance of the public and how to raise awareness of the committee to the surrounding community.
      - Members came up with the idea of a flyer for future dates that can be distributed throughout the community.
      - After votes were counted Michael Hamman was announced new Chair and Devanshu Patel as Vice Chair.

11. Committee Member’ Comments and Announcements
      - Michael Hamman will draft a letter concerning the building at 3rd and McKinnon
      - Daynas Corman spoke on regards to a meeting that took place between members of the CAC, City Administrator Naomi Kelly, and Supervisor Malia Cohen.
         o The meeting was to discuss the vision and direction of the CAC. They also spoke on how to grow awareness of the CAC through the community. From the meeting a possible “retreat” was proposed in hopes to bring the Supervisors office, the CAC, city department representatives, and development representatives together. Daynas C. is going to reach out to CAC members to find best possible dates for event. 

12. Committee Members’ Proposed Future Agenda Items [Discussion]
      - Presentation by Southeast Community Facility (discussed during CAO report)
      - Keith Street Health Center Extension Project (discussed during CAO report)
      - SFPUC’s Bio solids Digester Facilities Project (discussed during CAO report)

13. Next Meeting Schedule [Discussion and Action] 
      - The next regularly scheduled meeting is Wednesday, March 4, 2016, 6PM in the Bayview Hunters Point YMCA.

14. General Public Comment
      - At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
      • briefly responding to statements made or questions posed by members of the public, or
      • requesting staff to report back on a matter at a subsequent meeting, or
      • directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

      - Omy Jones spoke to the community about how she found out about the CAC and her wish to become more engaged with San Francisco and its many different communities.

DISABILITY ACCESS

Bayview Hunters Point YMCA is between Quesada and Revere Ave and is wheelchair accessible. The closest MUNI stop is on 3rd St, between Revere and Shafter Ave, 2 blocks away. The nearest MUNI lines are the KT Third St Light Rail and 44-O’Shaughnessy towards Hunters Point. There is accessible street parking around the YMCA.

City Hall is between Grove and McAllister Streets and is wheelchair accessible. The closest BART and MUNI Metro Station is Civic Center, about three blocks away. Accessible MUNI lines nearest City Hall are: 42 Downtown Loop, 49 Van Ness-Mission and F-Market & MUNI Metro (Civic Center Station). There is accessible parking available in the vicinity of City Hall.
