At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.

The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:

  • Briefly responding to statements made or questions posed by members of the public, or
  • Requesting staff to report back on a matter at a subsequent meeting, or
  • Directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).

5.   Report from the City Administrator's Office {Discussion and Possible Action}

The CAO will present referrals and the CAC will decide whether to hear projects at a future meeting. The following items have been referred:

• 853 Jamestown Ave: Project sponsor, Strada Investment Group, proposes new construction of 122 residential units on a vacant, 6.78-acre parcel (3.5 “buildable” acres) at 853 Jamestown Avenue. The project will contain two- or three-bedrooms family-oriented units, mostly in a three-story attached townhome-style with private garages at-grade. The average unit size is approximately 1,387 SF. In total, the project will include approximately 169,332 square feet of residential use with 153 private vehicular parking spaces, 17 guest parking spaces, and 122 Class 1 and 8 Class 2 bicycle parking spaces.  The project will have 22 on-site affordable units and will contribute an additional $2 million in affordable payments.   Strada is also proposing a community partnership to proactively attract Certificate of Preference (COP) holders to purchase the on-site affordable units.
