  3. Informational Presentation [Discussion Only]
    • San Francisco Public Utilities Commission Southeast Treatment Plan Update
      • Members of the PUC discussed updates on two major projects at the site. The first part of the presentation was the Headwork’s project followed by the Biosolids project. Both projects will be using a number of off-site locations for storage and staging of equipment. The demolition and rebuild of this project will help create a better aesthetic design for the neighborhood. Questions from the both Committee members and the audience targeted the environmental impact as well as trying to make the project as energy efficient as possible. PUC Staff spoke on these items and addressed how rebuilding standards are much more efficient and this will help the site produce more energy than before. The start of construction for the headwork’s project is August 2017 and will be finished at the end of 2021. The Biosolids project will take 5 years and construction starts in 2018.
  4. Referrals on Projects from OCII [Discussion and Action]
    • 1627 Jerrold Ave (Update & Action)
      • Project Sponsors and Property Owners for the 1627 Jerrold came back to the Committee giving an update to their project. In the project many of the original features like the floor plan stayed the same. The exterior front facade had changed from their previous draft. The front of the property is to have an artistic privacy mesh over the front, which would tie into the business on the ground floor. They addressed how a salvage and restoration business will be using the ground floor space. Some Committee members opposed the mesh due to the image it may give off as a security screen, Project Representatives stated it’s was to show off their product and connect it more to the neighborhoods maritime past. The Committee voted to support the project and recommendation to the OCII Commission for approval. (Letter was sent on behalf of the Committee to the OCII Commission)
    • 1610 Jerrold Ave (Discussion)
      • The Project Sponsor and Property Owner came to the Committee for a brief introductory presentation of the large development project. The project scale would be multi-use with opportunities for medium to small business, and housing for possible over 100 units. At the time of the presentation the project was still in the design phase. This project has yet to submit formal plans to the City of San Francisco.  Committee Members were excited to learn about possibilities and providing input in the near future as plans develop.
  5. Report from the CAO
    • Jack Gallagher of the City Administrator’s Office addressed the opportunities for future projects coming to the CAC. Mr. Gallagher also reported on the two open voting positions on the CAC. One of the open positions is appointed by the Office of the Mayor and the second by the City Administrator’s Office. Work is being done to help fill those seats.
    • Also at this time the Committee discussed and approved the adoption of a Project Information Guide. The guide will help the Committee understand a project before it formally presents.
    • During this report the By-Law and Rules for the Committee were discussed and voted on by full approval of the Committee. One change on the draft presented was made at the time of discussion for the removal of a set order which had been place in the By-Laws and Rules. That motion was approved by the Committee.

  7. Next Meeting Schedule [Discussion and Action]
    • The next regularly scheduled meeting is May 3, 2017.
  8.  General Public Comment
    • At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
    • The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
      •  Briefly responding to statements made or questions posed by members of the public, or
      •  Requesting staff to report back on a matter at a subsequent meeting, or directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

Bayview Hunters Point YMCA is on the corner of Lane and Revere (1601 Lane St.) and is wheelchair accessible. The closest MUNI stop is on 3rd St, between Revere and Shafter Ave, 2 blocks away. The nearest MUNI lines are the KT Third St Light Rail and 44-O’Shaughnessy towards Hunters Point. There is accessible street parking around The Library.
