  4. Referrals on Projects from Planning Department [Discussion and Action]

    • 1631 Oakdale Ave

      • Presented by Jeff Burris. Mr. Burris presented a follow up on his two unit building located just off 3rd Street. The two unit four story building will be on a somewhat vacant lot. Currently on the lot is an old garage shed which has been vacant for many years. The building has been presented to the Planning Commission for a front variance, but was denied. Since the variance was denied Mr. Burris adjusted the plans to better fit with current code. The building does have a front facing set back to better a line the building with other on the block. The project has also been presented and approved by neighbors on Oakdale.

      • Committee members asked follow up questions from the previous meeting regarding relation to neighbors and material of products used on the project.

      • Committee Voted 5-1 (Yes: Banks, Dodt, Corman, Mooney, Patel; No: Hamman)

    • 1713 Yosemite Ave

      • Presented by Jeff Burris and Craig Lipton. Mr. Burris presented on the 6 unit building. The project is located in what is currently a vacant lot, which was purchase by Mr. Lipton. The project would create 6 unit ranging from 2 to 4 bedrooms. The project has recently been submitted to the planning department for review. On the premises there will be 4 parking spaces.

      • Mr. Burris present on updates to the project after speaking with the Planning Department, Department of Building Inspection. Initial discussion with Planning and DBI wanted no more than 6 units in the area. He also discussed local purchasing interest and apprentices program possibilities.

      • Members of the Committee and the audience presented question on the neighborhood outreach and local hire possibilities. Committee Members addressed concern regarding scale of the project for this stretch of the neighborhood.

      • A vote on this project was not taken. Committee motioned to continue vote to the next meeting.

  5. Informational Presentation [Discussion Only]

    • 4200 Third Street

      • The 4200 Third St. project is a proposed 145 unit multi use development incorporating housing, retail and community space. This early stage development project is proposing 30 studios, 56 one-bedroom units, 34 two-bedroom units, & 25 three-bedroom units. Of the 145 units 15% or 22 units are below market rate.

      • The presentation is a follow up from a previous meeting. Project Sponsor with Architects and Program Management discuss the design and structure of the site. The project is asking for a high increase to parts of the site (mainly blocks on 3rd Street) where the housing aspect of the program will be built.

      • Committee Members and Members of the audience asked many questions related to affects to the adjacent homes surrounding the neighborhood (traffic patterns for the new parking garage and influxes of new housing units). Also requested was a shadow study to better understand how the scale of the project will affect the neighborhood.

      • Committee requested the project comeback in the near future and discuss ground floor retail, local hire and local sourcing for the project.

    • Build Inc.

      • 60+ acre mixed use development, including housing, retail/flex, and a community park. One of the last large open spaces in San Francisco. This project is in the early stages and hasn’t been formally submitted to the planning department.

      • The project sponsors and team gave an initial overview of the Build Inc. Development. The project team addressed history of the site and the relationship they have with the Recreation and Parks Department on open space. The presentation discussed the overall project from multiple angles relating the project to “Dutch style” development, by creating open and free flowing pedestrian walk ways connecting the many building on the site. In the presentation they address a couple of possible start dates and what areas of the project they may begin construction on. Since the project is large in scale it will need to be phased in.

  6. Report from the CAO

    • Jack Gallagher of the City Administrator’s Office addressed an item presented by the CAC.

      • The Mayor’s Office is reviewing an applicate for an open seat of their appointment. Discussions between the Mayor’s Appointment Secretarty and the Applicate are ongoing and moving forward.

  8. Next Meeting Schedule [Discussion and Action]

    • The next regularly scheduled meeting is July 5, 2017.

  9.  General Public Comment

    • At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.

    • The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:

      • Briefly responding to statements made or questions posed by members of the public, or

      • Requesting staff to report back on a matter at a subsequent meeting, or directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

  10. Adjournment

The nearest MUNI lines are the KT Third St Light Rail and 44-O’Shaughnessy towards Hunters Point. There is accessible street parking around The Library.
