2. Approval of Minutes [Action] – April 6^th, 2016
   • Motion by Devan Patel and seconded by Daynas Corman

4. Informational Presentation [Discussion Only]
   • 1627 Jerrold Ave (OCII Project)
     • Allen Hannawell presented on the behalf of the project. He is also the property owner.
     • The project was an open lot that would be used for mix use of residential (with one unit) on top of a wide open workshop. The site has been vacant of decades and is in a mix use area of both residential and industrial.
     • Committee Chair Michael Hamman and Committee Member Dan Dodt asked questions regarding the secondary fire escape on the backside of the property. They both recommended that more space would be needed to meet city code.
     • Committee members were happy to see plans being put together for this empty lot and wanted to be kept in the loop on future changes and developments. Project is in the beginning phases.
        
5. Referrals on Projects from Planning Department [Discussion and Action]
   • 4801 3^rd Street (Bishop’s Burgers)
     • Irving Gonzales presented on behalf of the project and its sponsors, the Bishop Family. Who have been planning to redevelop 4801 3^rd Street at Mendel Plaza.
     • Mr. Gonzales first presented to the committee as information presentation in July 2016, but due to lack of quorum the committee couldn’t take action at that time.
     • The project is for business use and proposed for a family run burger joint. The proposed “Bishop’s Burgers” site would maximize the space allowed (site is a sharp triangular site).
     • Mr. Gonzales presented sample pieces of material and color combinations to be used on the project. He also presented on changes to windows that would allow for privacy of the kitchen but also meet code for the Planning Department.
     • Many members of the committee had concerns regarding seating and space for the business. Due to lack of space there can’t be an indoor area dedicated to seating, but the Bishop family and their team are working with other merchants in Mendel Plaza and the City on seating options.
     • The project sponsors are willing to continually work with the neighborhood and the committee on future developments on the site.
     • The committee on a vote of 5-1 voted in favor of the project and giving it a positive recommendation.
        
6. Report from the CAO
   • Brief update to include CAC members’ term status, and members’ request for informational projects. 
     • Planning Discussion
       • Jack Gallagher spoke on recent vacancies and filling those in. He asked Committee Members if they knew of any one who was interested to apply.
       • Currently there are two voting seat open and three non-voting seats. Each the Mayor and City Administrator have opens seats to fill, and work is in process to fill those seats.

   • The next regularly scheduled meeting is December 7, 2016.
      
10.  General Public Comment
    • At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
    • The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
      •  Briefly responding to statements made or questions posed by members of the public, or
      •  Requesting staff to report back on a matter at a subsequent meeting, or directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

DISABILITY ACCESS

Bayview Hunters Point YMCA is on the corner of Lane and Revere (1601 Lane St.) and is wheelchair accessible. The closest MUNI stop is on 3rd St, between Revere and Shafter Ave, 2 blocks away. The nearest MUNI lines are the KT Third St Light Rail and 44-O’Shaughnessy towards Hunters Point. There is accessible street parking around The Library.

City Hall is between Grove and McAllister Streets and is wheelchair accessible. The closest BART and MUNI Metro Station is Civic Center, about three blocks away. Accessible MUNI lines nearest City Hall are: 42 Downtown Loop, 49 Van Ness-Mission and F-Market & MUNI Metro (Civic Center Station). There is accessible parking available in the vicinity of City Hall.
