At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
- Briefly responding to statements made or questions posed by members of the public, or
- Requesting staff to report back on a matter at a subsequent meeting, or
- Directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).
- Report from the City Administrator’s Office [Discussion and Possible Action]
The CAO will present referrals and the CAC will decide whether to hear projects at a future meeting. The following items have been referred:
- 1100 Thomas Street, to legalize an existing cannabis cultivation facility and associated site work. The project requires a Conditional Use Authorization. Referred September 11, 2019.
- 1636 Armstrong Avenue, to construct a new one-story church building to supplement the existing Little Bethany Baptist Church. Project sponsor contacted City Administrator and Planning staff on September 11, 2019.
The City Administrator’s Office will also discuss the Request For Proposals for support of the CAC’s work.
- Informational Presentation
Small business owner has requested an opportunity to present her proposed project, to allow on-site beer and wine sales at Gratta Wines, 5273 3rd Street.
- New Business

At its meeting of September 4, the Bayview Hunters Point Citizens Advisory Committee voted to hear these projects. Project sponsors will have five minutes to present.
- 1560 Wallace Avenue, to construct a metal warehouse on a vacant lot and subdivide into two lots. Requires a Conditional Use Authorization. Referred on July 26, 2019.
- 2285 Jerrold Avenue, to demolish a self-storage facility and construct a six-story mixed-use building containing 315,418sf of commercial storage use, 2,486sf of retail sales and service use (café) and 66,389sf of urban agriculture use on the roof. Requires a Conditional Use Authorization. Referred on August 9, 2019
- 1830-1832 Egbert Avenue, to demolish a single-family home located on two lots, and construct two new single-family homes. Requires notice under Section 317 of the Planning Code due to loss of dwelling units due to demolition. Referred on August 20, 2019.
- 2144 Revere Avenue, to demolish an existing one car garage and construct a new, 3-story over basement, 4,527sf single-family home. Requires Section 311 notice for residential permit review. Referred on August 21, 2019.
- 101 Bayshore Avenue, to convert an existing automobile service building to a Formula Retail use that sells beer and wine within an existing gas station. Referred on August 27, 2019.
- Referral on Project from the Planning Department [Action Item]
Bayview Industrial Triangle
In June 2020 zoning for the Bayview Industrial Triangle will revert to a M-1 District. The potential impacts are increased office, residential and large retail uses. The rezoning goal is to preserve the mixed industrial, residential and commercial character via protective zoning. The CAC has heard this item at two previous meetings.

The Southeast Community Facility is on the corner of Oakdale Avenue and Phelps Street (1800 Oakdale Avenue) and is wheelchair accessible.
