2. Approval of Minutes [Action] – June 7, 2017

4. Rules and Regulations Proposed Changes [Discussion and Action]
- Proposed changes to make meetings bimonthly
▪ Vote taken by committee to keep meeting schedule to once a month (6-0)
5. Informational Presentation from the Planning Department [Discussion Only
- Presentation from Planning Department Staff on Unauthorized Dwelling Units in the Bayview
▪ The Planning Department represented by Esmeralda Jardines, Planner Southeast Quadrant, Matthew Dito, Planning Code Enforcement Team, and Ella Samonsky, Planner.
▪ Members from the Planning Staff discussed their recommendations regarding unauthorized dwelling units in the Bayview area. After full review of each dwelling unit planning found there to be no viable path to making these units legal from a land use prospective. From the findings Planning Staff will present to the Commission for their determination.
▪ The Committee presented questions to Planning which went beyond land use, which fall outside of the guidelines for Planning review and would need to me determined by the Department of Building Inspection. The questions for DBI circle around whether the building can, by code handle these additional units.
6. Referrals on Projects from OCII [Discussion and Action]
- 4200 Third Street (Update)
▪ The Project Sponsors for 4200 3rd Street gave a short update on their project. The main outlines from their presentation discussed the reduction of overall units to the site and a reconfiguring of the housing, retail, parking, and warehouse spaces.
▪ Members of the Committee presented questions on the parking direction in and out of the building, shadow impacts to surrounding properties, and lack of parking for business use.
▪ To Note: 4200 3rd Street will be on the October 4th agenda for a longer presentation.
7. Information Presentation [Discussion Only]
- Sewer System Improvement Program (SSIP) / Central Bayside System Improvement Project
▪ Staff from the Public Utilities Commission presented on the Sewer, Central Bayside, and overall project list for the Southeast section of San Francisco.
▪ These were updates to previous projects which discussed the need for these projects, but also the scale of them. Committee Members had issues and questions with the overall number of projects and lack of comprehensive timeline and mapping of street closures.
▪ PUC Staff discussed that in the near future they will be working with a consultant who will be organizing all project under the PUC to help give neighborhoods a better list and timeline of what projects are happening when and the impacts they will have during construction.
▪ Committee Chair Hamman requested a continual project update from the PUC on all their projects and their impact. He also requested the Committee find a way to tracking the PUC/DPW/Private construction happening in the Southeastern section of San Francisco.
8. Report from the CAO
- Jack Gallagher of the City Administrator’s Office addressed an item presented by the CAC.

- The next regularly scheduled meeting is October 4, 2017.
11. General Public Comment
- At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
- The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
▪ Briefly responding to statements made or questions posed by members of the public, or
▪ Requesting staff to report back on a matter at a subsequent meeting, or directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

Bayview Hunters Point YMCA is on the corner of Lane and Revere (1601 Lane St.) and is wheelchair accessible. The closest MUNI stop is on 3rd St, between Revere and Shafter Ave, 2 blocks away. The nearest MUNI lines are the KT Third St Light Rail and 44-O’Shaughnessy towards Hunters Point. There is accessible street parking around The Library.
