NOTICE OF MEETING

Order of Business:


1. Call to Order, Roll Call, & Pledge of Allegiance.

2. Approval of Minutes from meeting held on 3/6/02.

3. Report by Commission President Tom Schulz:

a. Status and scheduling of Performance Evaluation of the Director of Elections.

b. Discussion and possible action to adopt a "Mission Statement, Goals & Objectives for Elections Commission."

c. Discussion of "Leadership of, and Loyalty to, the Election Commission."

d. Discussion and possible action on the request by the Rules Committee of the Board of Supervisors that the Elections Commission make a presentation at the May 7, 2002 Rules Committee meeting.

4. Discussion and possible action on the status of the Department of Elections’ report to the Secretary of State on irregularities identified by the Secretary of State in the November 2000 election.

5. Report from the Secretary of State’s representative John Mott Smith re: recommendations for next steps of the Department of Elections, review and improvement of Elections administration. (Discussion and possible action).

6. Report from the Budget and Policy Committee:

a. Discussion and possible action to approve submission of baseline budget for Fiscal Year 2002-2003.

b. Discussion and possible action re: Supplemental Budget Request for Fiscal Year 2001-2002.

7. Closed Session pursuant to Ralph Brown Act, Section 54957 and Sunshine Ordinance section 67.8. Discussion and possible action regarding Public Employee Appointment/Hiring (Elections Commission Secretary).

8. Discussion and Possible Action re: disclosure of closed session pursuant to Ralph Brown Act section 54957.1 and Sunshine Ordinance section 67.12.

Motion: The Elections Commission finds that it is (is not) in the best interest of the public to disclose its closed session deliberations re: public employee appointment/hiring of Elections Commission Secretary.

9. Discussion and Possible Action to direct the Department of Elections to support the Commission and Commission Secretary by providing office space, furniture, computer, phones, etc. Presentation by Personnel Committee Chairperson Michael Mendelson.

10. Discussion and Possible Action re: the search for a new Director of Elections. Presentation by Personnel Committee Chairperson Michael Mendelson and report from the Human Resources Department on progress made to date on the Commission request of 1/24 for the creation of a new job description for the Director of Elections.

11. Written report from the Director of Elections on the status of the Department full time and temporary staff (retention/termination, conversion, etc.) on a weekly basis since the March 5, 2002 Election. (Discussion and possible action).

12. Discussion and possible action to adopt Commission Bylaws. Presentation by Commissioner Michael Mendelson.

13. Discussion and possible action to implement Instant Runoff Voting (Proposition A, adopted March 5, 2002). Possible assignment of Commissioner to take lead on implementation issues.

14. Continuation of discussion and possible action re: conduct of the March 5th, 2002 Primary Election. Presentation by the Director of Elections (handout distributed at 4/3/02 meeting). Presentation by the Sheriff (handout distributed at 4/17/02 meeting).

15. Discussion of items for Future Agendas. This item is designed to allow Commissioners to raise issues they believe the Commission should address at future meetings. There will be no discussion of these items at this time.

· Closed session pursuant to Ralph Brown Act, Section 54957 and Sunshine

Ordinance section 67.8, discussion and possible action, Public Employee Performance Evaluation and possible termination of Director of Elections, Tammy Haygood.

16. Public comment on matters appearing or not appearing on the agenda that is within the jurisdiction of the Elections Commission.

Note: The Commission will hear public comment on each item on the agenda before or during consideration of that item. At this time members of the public may address the Commission on items that are within the subject matter jurisdiction of the Elections Commission and that do not appear on the agenda.

18. ADJOURNMENT

Please note that the Commission may need to continue this meeting. If necessary, the meeting will be continued in Room 408 (City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA 94102) on Thursday, April 18, 2002 at 7:30pm. The determination whether to continue this meeting will be made by the Elections Commission during this meeting.
